COW Minutes 1997 07-17-97 CITY OF YORKVILLE COMMITTEE OF THE WHOLE JULY 1711997 Members present: Bob Johnson Art Prochaska Richard Sticka Larry Kot Jeff Spang Jerry Lynch Richard Scheffrahn Tom Sowinski Tony Graff Jim Nanninga Cindy Ketcham Guests present: Jeff Wyton Jeremy Olson Bill Dettmer Ed Ryan Steve Sepessy Stacey Friddle Kathy Rigoni Don Schwartzkopf Special Use Ryan-As set by current laws and standards, there is only need of one exit from the apartment that is being created by Mr. Ryan. This will eliminate the need for the exit/entrance that would pass through the "bar" area. There will be a letter recorded by Mr. Ryan and the adjoining property regarding the rear entrance. This item will be placed on the July 24 agenda. Ordinance to create Problem Solving Executive Board-The verbiage that the Mayor of Yorkville would serve on the board and that would list the term of the office for 1 year or the termination of the grant would be added to the ordinance. There is a Yorkville resident, Doug Trumble that has volunteered to attend the board as"Citizen At Large". The remainder of the board members are to be appointed. A facilitator will be in attendance at the August 15 meeting to set goals in place, etc. This item will be placed on the agenda for July 24. The mayor has asked to re-appoint Carol LaChance to the Library Board. This item will be placed on the July 24 agenda. There was again some discussion on the R-3 and R-4 zoning standards. There are three parcels that this zoning change would affect, and two that are currently concerned with development. There is a need to look at the plats of the property to determine if there is a possibility of"grand-fathering" the property. More information is needed. This item, if all information is complete will be placed on the July 24 agenda. American Medical Alert Corporation-Steve Sepessy, a sales representative for A.M.A.C., gave a presentation and demonstration on Personal Alarm Systems. This system is currently being used with regards to domestic violence. There is a "base" unit that is centrally located in the individuals home. The individual has a small, 1 1/2"x 2", hand operated unit that will send a signal to the base unit to contact emergency personnel. If the individual is confronted with danger, the button on the small unit is depressed. It then sends a silent alarm, via telephone lines, to emergency personnel. There is a speaker on the base unit that can hear voices, if there is nothing that can be heard from the residence, a police unit is dispatched. This entire unit could also be used by seniors, living alone with medical difficulties. The system also has a hot and cold sensor on it that would activate in extreme temperatures. The base system has a monthly service fee of$18.00, with one activator and $2.00 for each additional activator. The system can be activated at a distance from as far as 150 to 200 feet. If the electricity does fail, there is a 6 to 12 hour battery used for backup and the battery life is 3 years. There is a contract for Atty. Kramer to review, and then if an agreement is met, a resolution will be presented to the council. This item will be tabled to the next C.O.W. meeting August 7. There is a temporary replacement to fill in for Sandy, as she is in Copley Hospital with a badly broken leg. On July 31, the C.T.I. Steering committee meeting will be held at Beecher. Notices to attend the Illinois Municipal League need to be turned in A.S.A.P. On July 29, there will be a meeting with concerned residents of Fox Hill Subdivision. Some of the residents are also in the process of putting together a Townhouse Association. The Library has show concern on some work that is needed on the library building. The repairs needed are budgeted items and are under the public bidding requirements. Chief Graff will attend the upcoming Illinois Chiefs Conference. Respectfully submitted by Cindy Ketcham
