Intergovernmental Agreement between Schools and Parks-The School Board would like
to maintain the buildings separate from the track and the tennis courts contract. There is
one already in existence. They have very explicit information and there is a need to check
them for their termination dates. The verbiage will remain as summer recess and will
maintain the hours of summer accessibility. Apply August 15 as the effective dates.
Would like to look at all of the individual contracts to determine the termination dates so
that maybe it could be arranged for the contracts to eventually expire at the same times. It
would be good that the School Board take a look at the agreement and the agree to the
contract before the final agreement is approved by the city council. Alderman Spang and
Alderman Prochaska will be in attendance at the upcoming school board meeting.
Aister Annexation-There is a need to have an application for the annexation. The property
has been"platted" already. Mr. Aister was under the impression that the property being
platted under a prior agreement that it would include the city sewer and water. If it was
platted, what was in the agreement for the city fees, such as, transition, land cash, etc.
Mr. Aister purchased the property several months ago. The first units of conover
subdivision were originally promised water& sewer. It was mentioned that it appeared
the school has been receiving monies form the raised tax dollars over the last few years
and if that is indeed the case,the council felt that the transition fee could be waived. This
item will need to be presented at the Planning commission meeting.
Public Aid Volunteer Program-A question was raised if the volunteers would be insured
by the city. This would need to be researched and then be represented at C.O.W. on June
5.
City Wide Safety Program-Seems to be in order. There is a need for a resolution to adopt
this into the Employees Manual. There would be a need for a Safety Director to be
appointed by Mayor Johnson. The insurance company would like a safety board set up.
The Safety director would set up the board. This information would need to be
represented at Public Safety and then back to C.O.W. on June 5.
New Copier-It seems that there needs to be a little more communication between all of the
departments. Three different departments have purchased new copiers. There might have
been the chance to bargain for a better deal on the machines, had they been purchased in a
package group. The purchase order for the office copier will be placed on the next
council agenda meeting, May 22.
River Crossing Fee Ordinance-There is a need to define the service area, which covers
about 10,000 acres,what could develop within the next 20 years. 3,000 acres were used
to determine what it would take to cover the costs. There would be a fee set up to
recover the monies used to build the River Crossing. The verbiage, "and served by
Yorkville Bristol Sanitary District" would need to be added.
Ben Rozansky and Tom Ragauskis own the 8 acres of land directly north of the
Countryside area. The rezoning issue of the reduction for units was in question and they
were asking the city council for recommendations for development of the property. They
would like to have some input from the city council on their views for development. It
was requested that the two gentlemen attend the E.D.C. meeting on Tuesday.
Kyle Corneils Driveway-It seems that with work done in 90-91 there was some damage
done to Mr. Corneils driveway. With the work done on the Elizabeth Street storm drain,
it seems to have changed the flow of the water. With the change of the water flow, it
seems that Mr. Corneils driveway floods with a couple of inches of water. The driveway
needs to be raised. J.T. suggests that if the driveway is resurfaced,Mr. Corneils will be
more apt to sign the easement needed by the city. This will be presented at the next Public
Works meeting.
Employee Assistance Program-It was reported that Mercy will come to Yorkville to
present orientation classed for employees and their families. The total cost is $1,000.00.
Two employees have been able to use the program. The committee would need to
recommend renewal for the contract. A resolution to enter into a contract with Mercy for
this purpose will be presented at the May 22 city council meeting.
Additional Business
On June 12, the City of Yorkville will be presented with the Governors Hometown
Award. It is also the same night as a regular city council meeting. It is important to
determine who would attend the D.C.C.A. meeting and who would attend the city council
meeting. If it is determined that there would not be enough alderman to form a quorum

for the city council meeting, the meeting night would need to be changed. There is also
the issue of the cost for overnight accommodations.
There has been a list comprised of the Executive Session minutes that could be reviewed
for release to the general public. This will be presented and discussed during Executive
Session at May 22 council meeting.
The date was set for the "Adopt a Highway" clean-up day. The date is set for May 18,
weather permitting.
The next Public Works meeting will be held on May 19. It was by decision of the
committee that Public Works will try meeting once a month instead of twice.
J.T. needs to look at the pavement at Orange and S. Main. It seems that there is some
deterioration.
An update on the rehab. progress on Elizabeth St. There has been some fill in work done
there and continued work is scheduled again for next week.
Results on a survey for the school transition fee(a response of 23), that it should be
raised. The question needs to be raised at the next school board meeting and there should
be some investigation into the transition fee agreement.
The sign ordinance pertaining to temporary signage. It seems that everyone needs to be
aware on the ordinance permitting temporary signs and the need to apply for a permit. It
is a simple application, but the community as well as the businesses need to be aware of
this ordinance and its process.
There has been a chronic noise violation issue in the area of Blaine and Morgan Streets.
There is a pothole in the area of the Zeiter-Dickson building that needs to be looked at.
A letter has been received from Tom Monroe. There has been dialog with Mr. Monroe,
and Mr. Wywrot and also with Alderman Spang. It seems that the city replacement of the
driveway apron was not up to par. The driveway pavement is 2 to 3 inches above the
curbing. Mr. Monroe wonders if his drive can be repaired along the same lines as work
done at the Reuteger residence. Mr. Wywrot and J.T. will look into this project and see
that it is completed.
The union has ratified their agreement. A handout of the revised schedule is forth coming.
