The March Water Report will be placed on the council agenda of March 8, 1997.
The March Police Report will be placed on the council agenda of March 8, 1997.
The Annual Police Report was distributed to all members present. There was a notation
made that the Yorkville crime for 1996 dropped 10%. One item that was contributed to
the decrease was the increase of the Neighborhood Watch groups. A questions was raised
wondering if during the Police Image Grant weeks there were more tickets written during
that time. This item will be placed on the council agenda for May 8.
Proposed City Wide Safety Policy-The city was advised that if the Workmen's Comp.
claims remain down, some of the Workmen's comp. premium dollars will be rebated.
This will be placed on the May 15, C.O.W. agenda.
Public Aid Volunteer program-There is a program created by Public Aid that will require
public aid recipients to work 20 hours weekly to receive their Public Aid benefits. The
City of Yorkville would control the employee's work. The work available would be
mostly janitorial work at the Yorkville PD, at Parks, at Public Works, etc. City employees
would assign work and supervise these people. This will be placed on the May 15 C.O.W.
agenda.
Intergovernmental Agreement Parks/Schools-This agreement would be set up between the
Parks district and the School district that would allow usage of School property for the
Parks programs. No school property is exempt as long as there is not conflict with any
school function. All of the facilities would be utilized during the summer and holiday
vacations, as possible with regular maintenance and repairs schedules. An up-front
estimated fee figure would be set up front for the electrical costs. These fees would be
reflected in the program fees. The facility or grounds used would have to be left in the
same manner or better than they were found. If the facility or grounds were left in an
improper manner,there would be a charge of the highest janitorial wage,times 13/4. This
is a standard school policy for all renters. There was a change in verbiage needed to be
made in the contract making reference to summer hours. This change will be made and
the contract will be again reviewed by the school district. If the contract is approved and
ready, it will be placed on the May 8 council agenda. If there are still concerns, it will be
on the May 15 C.O.W. agenda.
Fox Hollow P.U.D.-There were some changes in verbiage to reflect individuals living
there at 55 years or older. There were other additions to the P.U.D. They are: Fees in full
at issuance of the first building permit as provided by the ordinance, The developer shall
submit a final easement plat showing the locations of all utility easement , both private and
public, and a letter of credit on the earth work and landscaping to replace and return the
property to original if developer abandons the property. This shall be placed on the
council agenda for May 8.
River crossing Fee would be a fiat 8% compounded annually. The effective date on the
permit would be June 1. This item to be placed on the May 8 council agenda.
Additional Business
Alderman Lynch has agreed to remain on the Aurora Tourism council for another term.
A suggestion was made to add an additional brush pickup with all of the heavy winds that
have been happening. Leaf pickup is to be done the following week and brush will be
picked up at the same time.
With the addition of the new city clerk, the mayor has asked that, if possible, try to write
down the motions so that Debbie would not have so many problems. Please try to
cooperate as much as possible. Another note, the agenda is to be processed 48 hours
prior to the Thursday council meetings, motions can be set as late as Thursday day.
The "past alderman clocks", maybe pass them out at the May 8 council meeting.
There is still one issue with the Erdman contract. Will be contacting Dan on Monday.
"Adopt a Highway", the city stretch of highway cleaning to be set for May 18.
There is a major pothole on Cannonball Trail Rd by Kiddie Campus.
The trade fair will be held this weekend May 2 and 3. Please try to attend, the city booth
could still use some help.
The projected completion of the Elizabeth St. ditch should be finished within the next
week to two weeks.
Illini St. has been fixed.
There are some concerns with the streetlights that need to be fixed.
"Contractor" needs to be defined in the Contractor ordinance.
There was a motion made by Alderman Lynch and seconded by Alderman Kot to enter
into Executive Session for the purpose of collective bargaining.
