He asked to move item #8 as the first discussion under New Business. Citizen Comments: Ms. Teri Zub said all the guests were present to discuss safety issues at Bristol Bay School, since drivers are driving through the crosswalk at the school. She said one of the parents present had a child almost hit in the crosswalk by a driver who was looking at their cellphone. She said many other kids have been almost hit as well. She asked for a stop sign or speed bump for this crosswalk. She said there is a similar issue in the crosswalk at the clubhouse. She stated that although she lives only 3 blocks from the school, she drives her children to school for safety. Ms. Zub said a crossing guard was denied following a City traffic study determination that there weren't enough traffic or walkers. Mr. Olson said either the City or the school could fund a crossing guard. He added that the City had expressed interest in having the school assume control of the guards as part of the inter-governmental agreement. Ms. Gill commented that the speed limit near the school is 20mph, however, the sign is blocked by a tree. Mr. Dhuse said Public Works will remedy this. Ms. Van De Veire commented that Page 2 of 4 her children walk with a neighbor who has had to pull her kids back on the curb for safety and she does not want her children to be in harm's way either. Clint Lindsay said his kids almost got hit and the driver did not even slow down. Ms. Zub said she had sounded her horn which caused the kids to retreat in time. Previous Meeting Minutes: August 18, 2015 The minutes were approved as read. New Business: 8. PW 2015-57 Traffic Calming Devices (moved forward on agenda) The traffic situation described in Citizen Comments was brought to Alderman Funkhouser's attention by Ms. Zub and the Bristol Bay principal. Chairman Funkhouser asked for a general discussion about traffic calming devices. Speed bumps, tables, islands, curb knuckles, lane reductions, etc. are some of the methods of controlling speed. He suggested the City could create measures for calming devices, just as there are five measures considered before erecting stop signs. Alderman Kot asked staff to provide options and costs and suggested a strobe light for Rt. 47 as well as Bristol Bay. These cost approximately $10,000 and require their own power. Alderman Koch suggested speaking with the schools about a crossing guard, however, the school is not willing to have a guard since they are required only twice a day. Ms. Zub said 25 people had volunteered to be crossing guards, but due to liability issues, the school would not allow this. Alderman Milschewski suggested Ms. Zub attend a school board meeting. The matter was presented at a Bristol Bay board meeting but the request was denied. It was noted that the current crossing guards are paid for, insured and managed by the City. Alderman Kot suggested using the citizen's police academy or train volunteer parents from Bristol Bay. Mr. Dhuse asked about the traffic pattern at the school. An explanation was given and an illustration will be provided next month. In discussion, it was stated that Oswego Schools use crossing guards as well as teacher and aides. Ms. Milschewski suggested a periodic police presence or raised walkways like in Plainfield. Another attendee said that in Plainfield, the gym teachers act as crossing guards. In summary, Mr. Sanderson will look at a study to be completed in October or November, staff will examine the issues and costs and this will be brought back next month. A police presence will also be requested and attendance at the September 28th school board meeting was recommended. Ms. Zub said she would like this issue resolved by spring. This item will come back to committee next month. 1. PW 2015-50 NPDES Annual Report Mr. Sanderson said this is an annual report and is informational. The committee approved and the report will be sent by the end of the month. 2. PW 2015-51 Raintree Village – Completion of Improvements – Bid Award (Landscaping) Funds have been received by the City to allow for completion of units 4, 5 and 6 prior to development, said Mr. Sanderson. Some money will be held for lights and signs. Bids were let on September 3 and the only bidder was Encap at $51,190--below estimates and within the budget. Encap is Page 3 of 4 maintaining the basins where the work will be done and he recommended awarding to them. This item moves to the September 22nd consent agenda. 3. PW 2015-52 Game Farm Road / Somonauk Street Improvements-Bid Award (Landscaping) There are 2 authorizations for consideration. Authorization number 2 is for lowering water mains since they are too shallow and could possibly freeze. Sanitary service issues had to be addressed and some sewer lines had to be lined due to poor soil. Authorization #3 is for overages and a balancing order will be issued at the project conclusion with a substantial savings expected. There was a 10% contingency ($400,000) on the project partly due to the plans being 10 years old. The City will install the signs which will also save money. This moves to the City Council consent agenda. 4. PW 2015-53 2016 Road to Better Roads Program – Professional Services Agreement This is the engineering agreement for 2016 and all costs are budgeted. Nine different roads will be redone and possibly more if low bids are received. This moves to the consent agenda. 5. PW 2015-54 Tandem Axle Dump Truck – RFP Results Mr. Dhuse said 6 bids were received with 1 meeting all the criteria. He recommended the purchase of the Peterbuilt with various equipment and also requested aluminum rims that won't rust. He said the new truck will be reliable and will be beneficial for the bigger routes. Delivery is expected in January and the current trucks will be traded in at that time for a very favorable price. The committee recommended this purchase, noting that it is under budget. It moves to the Council consent agenda. 6. PW 2015-55 Route 47 Pedestrian Crossings Alderman Kot said the crossings are a very important issue with 5 lanes of traffic. He added that $10,000 would be money well spent for a flashing/strobe light. A bollard was mentioned as another idea. Alderman Kot said the City has a very good trail and sidewalk system, however, crossing Rt. 47 is still difficult, especially at Main & Rt. 47. Alderman Kot asked if having a park at that location would help the cause, however, it was noted decisions are based on traffic counts. He asked that the proposal be made to IDOT. Mr. Dhuse said lighting will be finished in December. The cost of a study would be about $2,000 - $5,000. Mr. Olson recommended doing an analysis and moving forward with a petition if IDOT standards are not met for additional signage. IDOT will be called by Mr. Sanderson to determine guidelines and he will report the findings to Mr. Olson. This comes back to committee in November. 7. PW 2015-56 Maintenance of Stormwater Management Facilities Alderman Funkhouser said each year 20% of the facilities should be reviewed on a 5-year rotation. He said homeowners' associations responsible for basins should adhere to the same standards as the City. He added that some basins are overgrown such as in Grande Reserve (owned by Avanti) and he wants some control mechanism. Mr. Olson said spot checks could be done and there are some dormant SSA's in effect. A controlled burn was also suggested. Mr. Dhuse said basins are checked after big rainfalls, but many are under private control. Alderman Koch noted there are currently no funds for this project, but it should be budgeted. This matter will be brought back in December for discussion after staff has evaluated. Old Business: 1. PW 23015-45 E-Waste Recycling No responses have been received from waste haulers and Naperville's e-waste program is suspended at Page 4 of 4 this time. The City's goal is to still do a semi-annual pickup of items. It was noted Best Buy will accept TV's if called, for a $20 pickup fee and must accommodate by law and Office Max will also accept TV's. Alderman Kot said Cardinal Recycle in Morris will accept items if you take them there, however, they will not conduct events. He added that if options are not given, residents will hide TV's in their trash, while Mr. Dhuse said TV's have been found in Jaycee Pond. This item will come back next month for an update. 2. PW 2015-48 River Road and King Street Intersection – Stop Sign Request This item had been discussed in previous meetings and was brought back for an update. Alderman Kot said the visibility is much better and no accidents have occurred there. No further action unless there are problems. 3. PW 2015-49 Traffic Control Requests a. Alan Dale Lane and Yellowstone Lane b. E. Spring Street and Freemont Street Chairman Funkhouser said neither intersection met the requirements for traffic control. Alderman Milschewski said a resident had contacted her about Spring & Freemont St. Since the speed sign is not functioning, it was suggested to hook it into the speed trailer so it reflects an mph. Chairman Funkhouser said a speed sign should be part of the budget discussions. 4. PW 2015-15 Game Farm Road – Somonauk Street Project - Update The contractor is working on the last section of pavement and it is hoped the final lift can be applied on Columbus Day weekend when school is not in session. Signage and landscaping will be done and it is expected to be completed by the end of October. Additional Business: Engine braking signs are posted at either end of town and permits will be needed to replace in the original spots. This will be researched by staff. Part of Freemont St. will be redone next spring or fall. The newer part in Heartland will be completed by the developer in conjunction with some sewer work. Alderman Kot said it is in bad condition. There are several potholes in the area of Main St., Washington and Morgan and Alderman Kot asked for repairs to be done. Alderman Koch added that Walsh and Barberry are also in need of maintenance. Whispering Meadows roads also need work, however, those streets are not owned by the City. The streets are being patched, but the patches will pop out during snowplowing. Mr. Olson noted the City is in litigation regarding Whispering Meadows. There was no further business and the meeting was adjourned at 7:54pm. Representatives of contractors bidding the project, the City, and our firm were in attendance. A tabulation of the bids and the engineer’s estimate is attached for your information and record. The apparent low bidder, Municipal Well & Pump (MW&P), failed to enter bid amounts for three (3) separate Mandatory Alternate Bid Items. Therefore, we are recommending disqualification of their bid. The next low, responsive bidder is Layne Christensen Company, who fulfilled all bidding requirements. Furthermore, Layne had significantly lower pricing for some of the Mandatory Alternate Bid Items related to rehabilitation of the pumping assembly (in particular Items 7D, 7E, and 7F), as compared to MW&P. It is our experience that work related to these items could very well be necessary, and may result in an overall project savings, when comparing Layne’s and MW&P’s overall bid values. Finally, Layne provided the services for drilling Well No. 8 and installing the original pump and motor equipment, which gives t hem a knowledge of the well and equipment that will be beneficial during this project. Therefore, we recommend the acceptance of the bid and approval of award be made to Layne Christensen Company, 721 W. Illinois Ave., Aurora, IL 60506 in the amount of $86,929.00. This bid amount is below our engineer’s estimate and within the FY2016 budget. If you have any questions or require additional information, please let us know. Background As discussed previously, the City’s e-waste recycling program at 610 Tower Lane has ended. A few weeks ago, the Mayor and I met with members of the Yorkville Congregational Church’s Green Committee. They presented some ideas and options for the City for its amended e-waste recycling program. Members of the committee are expected to attend the Public Works Committee meeting to listen to the discussion and provide feedback. Public Works Director Dhuse and I have been discussing the implementation of a semi-annual collection program. In this model, the City would contract with a hauler to set up and execute a pickup event every other month or so during the Spring, Summer, and Fall seasons. We would expect this type of a program to reduce the amount of abuse from commercial haulers and overnight fly-dumping. Director Dhuse has been in touch with a couple haulers to get quotes. At time of packet creation, no quotes had been provided. If they are available before the Public Works Committee meeting, they will be presented at the meeting. There are three separate items that we are working on. A summary of the status is listed below. 1. Bristol Bay Elementary School Pedestrian Crossing investigation We began our re-evaluation and have recently conducted additional field work. We are intending to provide our detailed analysis at the November committee meeting. 2. Traffic Calming Devices This item ties into item no. 1 above. We are investigating potential devices in Bristol Bay as well as generating a packet of potential devices for consideration in other areas of the City. We are intending to provide our detailed analysis at the November committee meeting. 3. Route 47 Pedestrian Crossing – Main Street We are in the process of contacting IDOT to determine their permitting requirements for the installation of a flashing beacon. At this point, we are anticipating that a detailed analysis will be required. If the analysis is required, we are recommending that it be completed in the spring when the pedestrian traffic will be at its peak. In additional, the Game Farm / Somonauk Road project will be 100% complete and traffic/pedestrian patterns will become more normal.
