COW Minutes 1996 01-04-96 JAN-10-1996 15:23 YORKVILLE NATIONAL BANK P.02
City of Yorkville
Committee of the Whole
i'anuary 4, 1996 Meeting
Present : Burt Callmer, Jeff Baker, Jerry Lynch, Jeff Spang, Art
Prochaska, Kathy ,Tones, Richard Scheffrahm, Tom Sowinski, T. J.
Hiles, Jim Stafford, Paul Burde, Tony Graff, Bill Schmanski, Cindy
Ketcham, Bob Johnson, -Jim Naninga, Liz Clark, Gary Bown.
The meeting was brought to order by Mayor Bob Johnson with the
introduction of Gary Bown. Mr. Bown presented a question regarding
the placement of street lights in the Countryside subdivision. His
concern was that the initial covenant for the subdivision was to
not have the placement of the street lights to maintain the country
atmosphere. The city has begun to place street lights in the
subdivision and he felt they were not warranted. Both Mayor
Johnson and Alderman Stafford plan to discuss the situation with Mr
Naninga to see if there can be some form of compromise reached.
Land Cash ordinance-There was a incorrect formula put into the
ordinance and needs to be changed. The change would be made and
then distributed as soon as possible. The Public Hearing will be
January 11, 1996. The vote for the Land Cash ordinance will be on
January 25, 1996, if all goes well .
South Interceptor-Topographical Survey Contract-There has been a
contract agreement received from James olson and Associates that
will be on the agenda for the January 11th Council meeting.
Water Tower-There will be a send-out for re-bid to paint the water
tower. The original bids were thought to be too high.
Recreation Director Job Description-There was discussion on what
would be expected of the new Recreation Director and what the job
description entails . This will be presented to Council on January
lath.
Liquor ordinance-There was still much concern presented with the
upcoming liquor ordinance. The Council on the whole is
anticipating a certain amount of cooperation from the persons
involved with the purchasing of liquor licenses. They will suggest
that the business owners certify their bartenders and their servers
with D.A.S.A. (Department of Alcohol. and Substance Abuse) so that
their employees would be made more aware of customer abuse and how
to handle the situation, should it arise. It would not be
mandatory, however, it was suggested that maybe there would be some
form of an incentive to the business in compliance with the wishes
of the council. The Public Safety Commission was also asked to

look into the selling of alcohol and tobacco at the retail level to
keep apprised of selling to minors. There was also a request that
there be a report made annually with regards to new legislation or
case laws presented that would pertain to this ordinance supplied
from Attorney Kramer to Mayor Johnson.. The Liquor Ordinance will
be brought to council on January 11, 1996 for vote.
***The January 9th Public Safety meeting has been rescheduled to
January 24, 1996 .
