COW Minutes 1996 03-07-96 MAR-13-1996 14:45 YORKVILLE NATIONAL BANK P•02 f , City of Yorkville Committee of the Whole March 7, 1996 Meeting Present : Bob Johnson, Jeff Baker, Jeff Spang, Jerry Lynch, Jim Stafford, Kathy Jones, Tom Sowinski, Richard Scheffrahm, Tony Graff, J.T. Johnson, Hurt Callmer, T.J. Hiles, Art Prochaska, Bill Schmanski, Brian Effingham, Valerie Surd, Jim Nar_inga, Cindy Ketcham. Guests Present : The Roppolo Company, Tom Greyer, Harold Oliver, Rebecca Oliver, Jed Parish, Kim Lickiss, Mary Cook, Sandra Cook, C. Joe Cook, Dan Nicholson, Sandy Stafford, Karen Robbins, Keith Kush. Coach Road Hills-There was a presentation from the Roppolo Company on their Coach Road Hills subdivision. The presentation showed that the duplex homes had been removed to reduce the population density. The density ratio is currently at 2 . 09 and is to be put onto the agenda for the next Economic Development committee meeting for March 19 . Farm Colony II-There was much discussion on the enlargement of the Farm Colony subdivision. There are two different Phases to be added. The subdivision is not actually within the city limits, but was presented to the Council for information and for further recommendation to the County Board. There were many citizens present that have concerns for the additions and the proposed perimeter walk trail, street lights, and curbs, gutters, and sidewalks . The already existing persons living in the original Farm Colony wish to have also stated that they wish for the new additions not be named Farm Colony. This will be put on the agenda for the March 14 meeting for recommendations for the county. Drwal Property-There has been a request for division of property for the Drwal Property and will be put on the agenda for the March 14 meeting. Greenbriar Subdivision-There is still some wording in the P.U.D. that needs to be worked out, but is progressing well . There will be a vote on Phase I at the March 14 meeting. F.E.Wheaton Industrial Revenue Bonds-The F.E. Wheaton needs to purchase more revenue bonds that Yorkville has available. Yorkville has requested from the city of Wheaton for revenue bonds. They will sell to Yorkville what is needed. The F.E.Wheaton is building 155, 000 sq. ft . of building expansion. The proposed amount of revenue bonds is 2 . 7 million dollars. This will be added to the agenda for March 14. The December and January Water Reports were presented and recommended to pass at March 14 meeting. The total cost of the box and accessories is bid at $10, 700 . It will be presented at the March 14 meeting. Elizabeth Street Easements-J.T. is to have signed easements from all the residents involved with the Elizabeth St . storm sewer project . There are currently two signed. All parties will be called on and a suggestion to send the residents a letter to inform them of the project was thought to be a good idea. Route 47 Property-There was research into the Route 47 property and it' s appraised value. The actual amount taken from the September 1993 appraisal was $38, 000 . 00 . The council felt that there was a need for a new appraisal and recommended that it be done so that bids for the property sale may be taken. This item will be continued to the next C.O.W meeting on March 21. 1996-97 Budget-There were many corrections that needed to be made to the 196-197 budget . The changes will be made and distributed to the council members hopefully on Monday. it was recommended that there be a short C.O.W. before the next March 14 meeting. The corrected budget is also recommended to bring to the council for a vote to put the budget on display for the required 34 days. FYI: On Friday March 8, there will be the ground breaking ceremony for the Riverfront Park. Governor Edgar will be in attendance. On April 1 the initial meeting will be with D.C.C.A. at the Beecher Center at 7 :30 . The D.C.C.A. Municipal workshop will be held on March 19 which will deal with information revenue sources and duties of city officials. On March 16, Mayor Johnson will be attending a meeting of Federal Railroad making policies . It is the same day as the meeting with Plano . The suggestion was made to reschedule the meeting with Plano. Over the next few weeks, the mayor will be making the committee assignments. If you have any preferences please make them. There will be information televised on the new High School building on Friday at 8 AM, 6 PM, 10 PM and on Sunday at 7 :30 AM. There will also be an informational meeting on Saturday at 1 :30 PM at the Beecher Center. Alderman Spang suggested that the Council produce a letter that will show support for the new projected School. facility. on March 11 there will be a meeting with the North East Bristol Expansion committee. Yorkville has had two city officers that have been chosen to go to Atlanta, Georgia to help with security for the upcoming Olympics. The officers chosen were Officer Schwartzkoff and Officer Klingle. The Atlantic Constitution will send two persons, possibly three to Yorkville to gather information on Yorkville . They wish to find out what Yorkville is all about . They should arrive sometime around April 28 . The Committee of the Whole meeting was adjourned and a motion was made by Jeff Baker to proceed with Executive Session for the purpose to discuss Collective Bargaining.
