COW Minutes 1996 04-04-96 City of Yorkville Con=ittee of the Whale April 4, 1996 Meeting Present: Bob Johnson, Jeff Baker, Jerry Lynch, Kathy Jones, Tom Sowinski, Tony Graff, J.T. Johnson, Burt Callmer, T. J. Hiles, Art Prochaska, Jim Nanniga, Bill Schmanski, Brian Effingham, Valerie Burd, Cindy Ketcham. Guests : Fames Liggett, Sheriff Richard Randall, Gary Conover, Gail Fisher, Tony Scott, Don Handler, Bob Fisher, Kari Dhuse, Mike Fisher, David Fisher, Devona Fisher, Steve Fisher, Kendra Konrad, Deloris Lies, John Lies Jr. , Keith Kushkowski. Cimmaron Ridge-There was much discussion held on the rezoning of three lots in Cimmaron Ridge Subdivision from office to residential. A concern was presented from Sheriff Randall with the relationship to the Criminal Justice Center. Sheriff Randall presented the concerns of safety, excessive traffic, and noise. He wanted to be sure that persons purchasing the property would be aware of the close proximity to the County Jail and Animal Control facility. He was concerned with the excessive traffic created by the Kendall County Sheriff' s Department and the shifts changing around the clock 365 days a year. Sheriff Randall was concerned with the risk factor of persons being released from jail and also from the possibility of animals getting loose from the Animal Control Department. John Lies Jr. spoke from the aspect of Kiddie Campus, a day care center facility, which is located directly across from the three lots that are presented for rezoning. He is the operator of Kiddie Campus and expressed support that he felt no threat from the facilities surrounding Kiddie Campus . It was stated by Chief Graff and also Mr. Conover that the duplex buildings would have an all brick exterior, therefore, adding to the security and sound factor. Alderman Callmer presented a question to Attorney T. J. Hiles questioning the liability to the city. Atty. Hiles stated that there would be no mire liability to the city than usual, but stated that he would prefer wording in the original Plat notifing the persons purchasing the property so that they would be made aware of the facilities that surround the area. This would be presented to the council at the April 11 meeting. February water Reports-The February water Reports would be presented for approval at the April 11 council meeting. Town Meeting-Alderman Prochaska requested that there be a TOWN MEETING possibly scheduled for May. He asked that there be a list of items to be considered for an agenda. He suggested that the council might consider other taxing bodies such as the Public Library Board and the Yorkville Board of Education. He suggested that dates be reviewed and presented for further discussion at the next Committee of the Whole on April 18. January & February Building Reports-The Jan. and Feb. building reports would be presented for approval at April 11 Council meeting. Root Control-All three of the chemicals have been tested for root control. One of the chemicals, Rid-X, must be applied by a person licensed to apply that particular type of chemical. Bids have both been requested for the purchase and application of chemicals and for just application the chemicals . The bids will be gathered and the information will be presented at the next Committee Of the Whole meeting on April 18 . Additional Business: Mayor Johnson and Mr Nanniga attended a Competitive Community Initiative Conference in Springfield and felt that they received an abundance of information from all of the different workshops. They also stated that the innovative information suggested had already been discussed or was being implemented in the City of Yorkville. There is a meeting scheduled with D.C.C.A. on April 30 at 7 : OOPM. Next week during the Council meeting, the minutes from the past Executive session minutes will be presented for approval. Next week there will be a Public Hearing presenting the purchase of the building bonds for the F.E. Wheaton Company. There was a request from the County that one week in April be set aside for Infant Immunization Week, Next Tuesday April 9, there will be a Bristol Township Town Meeting. On April 20, there will be a Respect for Law Enforcement Banquet at the Optimist Club in Oswego. Mayor Johnson informed the other council members that he would be making the committee assignments at the next Committee of the whole meeting on April 18 . Alderman Baker asked if the Recapture agreements would be ready for the April 11 council . He would like them resolved as soon as possible. The information would be presented at the next Committee of the whole meeting on April 18 . Alderman Jones was concerned about the signs for the Industrial Park. There would be an attempt to contact Mr. Rogers to see what stage of completion they are in. r Alderman Prochaska questioned Attorney Hiles the status on the Transition Ordinance. He would like to see a rough draft by next Tuesday. Mr. sill Schmanski stated that the contracts are filled out and are waiting for insurance certificates . He would like to see the contracts completed so that work can be started on the painting of the water Tower. He would like the information on the agenda for the April 11 council meeting. Alderman Sowinski raised the question with reference to the Elizabeth Street easements . J.T. stated that there are a few they are waiting for.
