COW Minutes 1996 04-18-96 APR-30-1996 11:33 YORKVILLE NATIONAL BANK P.02 1 City of Yorkville Committee of the Whole April 18, 1996 Meeting Present : Bob Johnson, Art Prochaska, Burt Callmer, Jeff Baker, Jeff Spang, Jerry Lynch, Jim Stafford, Kathy Jones, Richard Scheffrahn, T.J. Hiles, Tony Graff, Jim Nanninga, J.T. Johnson, Brian Effingham, Tony Scott, valerie Burde, Cindy Ketcham. Representing the Yorkville Moose Lodge, Robert Browning, distributed Blue Ribbons to display in honor of all "Fallen" Police Officers. National Memorial Law Enforcement Week, a week honoring all fallen police officers, will be held from May 12 through May is. FCcK Hill.-Next Thursday the final plat for Unit 5, P.O.D. 11 will be presented at the April 25 council greeting. Coach Road Hills-Will be brought to council to vote for plat subject to P.U.D. R-2/B-3/R-3 zoning at April 25 meeting. Root Control-C.O.W. was informed that we are still waiting for information from the manufacturer on the application of the chemicals. Town Meeting-Jim Nanninga is to be looking into 2 or 3 different dates in June to plan the Yorkville "Town Meeting" . Committee Assignments-Mayor Johnson distributed his recommendations for the coming 1996-97 Fiscal Year Committee Assignments . See the attached list of assignments. Recapture Agreements-Tae recapture agreements are ready for distribution and will be presented at April 25 council meeting. Route 47 Property Appraisals-The appraisal amount for each lot was $25, 338 .40, and appraised with no water and no sewer. Questions were raised about the statement made in the appraisal snaking reference to no water and sewer. An effort to contact Metzger Appraisals to verify the information and the dollar amount of the appraisal . Upon appraisal verification the interested party would be contacted to determine if they were ready to make an offer for the property. Public Works-The new Public Works Pay Scale will be presented to council on April. 25. comprehensive Plan Update--'There was discussion about Comprehensive Planning and information to be presented at the Town Meeting and also to have a Public Hearing. The Recreation Board has voted to adopt their comprehensive Park Plan. _ 5 . APR-30-1996 11:34 YORKVILLE NATIONAL BANK P.03 f sunset Motel-There was discussion held on the annexation of the Sunset Motel property into the City of Yorkville. There has been correspondence sent to the Sunset Motel owners and they have not responded. There will be a voice vote for the force annexation of the Sunset Motel into the city at the next council meting on April 25. A letter will be sent to the Sunset Motel giving them a 10 day deadline to respond. 1996--97 Budget-The updated version as of April 16, 1996, will be presented for vote an April 25. The Library and Parks board have approved their budgets. There was also a proposed 2t increase to Publics Works . A memo is to be sent to all Public Works employees explaining the 2W raise as being a merit raise. This will also be presented on the April 25 council and also as Public Hearing Item. Employee Assistance program-There is a need to adopt a policy of acceptance, a resolution to enter into a contract with Mercy Health Care. it will be presented at the April 25 council meting. Marketing Strategy-The council has authorized Jim Nanninga to advertise for potential applicants for the future development and marketing of the City of Yorkville. City 8ngineer-The City of Yorkville has received a letter from Mr. Wyurot accepting the offer that was made for the City Engineer. this will be presented at the April 25 council meeting. The City is also seeking candidates for an Engineering Technition. The issue of attending a meeting between the City of Yorkville, the Plano School Board Members, and the Plano City Council has been raised. The topic of interest is the issue of development and that affect of school districts . A suggestion was made about the possibility of someone from the Yorkville School Board attending also. Additional Information: At next Thursday, April 25, council meeting, John Bradstreet and Curt Media, will be reappointed to the Park Board and the Zoning Board of Appeals. Next Thursday, April 25, will be the reappointment of all of the department heads. Old City Hall is closer to being moved. Mr Jenkins is waiting for a date to move the building. Alderman Prochaska asked for an update on the Transition Fees Ordinance, the rough draft . T.J. would look into it. There was a concern on a leaf burning ordinance, that mandates cities of over 5, 000 persons to not be able to burn leaves. The question was raised on what the method of leaf removal was. _ 3 APR-30-1996 11:35 YORKVILLE NATIONAL BANK P.04 Mr. Scheffrahn requested that they he be able to consolidate certain funds of the city that were not used on a regular basis. Various water funds consolidated into one fund, other funds be added into the General Budget, North and South Water consolidated into the Debt Service fund. It was suggested that his information be presented to the Administration Committee for further reviewal. At the April 25 Council meeting, a Resolution authorizing the Xarkville Riverfront Foundation to be able to perform work at the Riverfront/Riverwalk site. See the attached resolution. An update on the storm sewer. There was a word of thanks sent from the Chandler residence. N.1 Gas was doing some work on Washington street and collapsed a sewer line causing a backup in their basement . They were very appreciative of all the help of the city employees to get the problem fixed and the clean up process that was handled in a timely manner. The Yorkville City Police Department has received a letter from Washington notifying them of an award grant they will be receiving. The Police Department has requested a vote on April 25 to authorize the spending of those funds on new communication equipment. The council will authorize the purchase of the equipment in contingency with the receiving of the grant money. The equipment that the Police Department wishes to purchase will give them the capabilities of a much more accurate and faster reporting system. For the next two Saturdays, April 20 and 27, there will be Brick Laying Instruction at the Riverfront Park. The work for the Riverfront/Riverwalk Park is progressing. Patty Bradstreet has turned a letter of resignation. The position will be first advertised to persons interested within the city employees structure.
