COW Minutes 1996 05-02-96 MAY-15-1996 10:36 YORKVILLE NATIONAL BANK P.02 ,f City of Yorkville Committee of the Whole May 2, 1996 Meeting Present : Bob Johnson, Art Prochaska, Burt Callmer, Jeff Spang, Jim Stafford, Kathy Jones, Richard Scheffrahn, T.J. Hiles, Tony Graff, Jim Nanninga, J.T. Johnson, Valerie Burde, Brian Effingham, Cindy Ketcham. Alderman Baker and Alderman Lynch were not present . Re-naming of State Highways-The request for the renaming of the State Highways within the City limits of Yorkville has been presented. The numbering of businesses and residences are being duplicated with the fire numbers, therefore., creating some locating problems with fire and ambulance calls. With the re-naming of the State Highways, it will alleviate problems between the "911" Ken- Com system and with the Bristol-Kendall Fire Protection District . Sections of Routes 126, 34, and 71 will need to be changed, within .. the city limits. It was suggested that the public be included in the changes and be able to make some suggestions of their own. The suggestion was made for the deadline of changes to coincide with the change of the area code, of August 3rd. It was also suggested that the formal name of Yorkville be changed to the United City of Yorkville. It was also stated that the Kendall County Historical Society may be able to give some input in to the re-naming of the State Routes. it is to be put on the May 29 Public Safety Committee agenda and then to return to the June 6 Committee of the Whole meeting with further information. Police Reports-There is some form of "glitch" in the running of the April Police reports. February and March were distributed and should be correct as presented. The police report approval is to be placed on the agenda for Thursday May 9. Annual Police Report-The 1995-96 Annual Police report explains expenditures for man hours and benefits . The report is to be placed on the agenda for May 9th meeting for formal acceptance. Police Captain Job Description-A job description has been prepared for the position of Police Captain. The Yorkville Police Department currently does not have a Captain on staff. The job of the Captain would be to work as a second in command. There are many duties that will be preformed by the Captain. A copy of the job description is attached. The department will actively search throughout the Yorkville Police Department to fill the position of captain. Promoting from with the police department will fall within accordance of the budget . If a patrolman from within the Y.P.D. is not found to be qualified to fill the position, there will be a need to then search elsewhere. The Police Captain Job Description will be placed on the May 9th agenda for acceptance. C.P.A.T.-The quarterly report for C. P.A.T. was distributed for review. It will be placed on the May 9th agenda for acceptance. MAY-15-1996 10:37 YORKVILLE NATIONAL BANK P.03 Operation I.D. Program-The Secretary of State has a program that they will present to local merchants with information for the merchants to properly verify I .D. on those wishing to purchase liquor. It is a program that lasts 1 1/2 to 2 hours and will be presented on June 10 . All local liquor license holders will be encouraged to attend. I.D.O.T. Agreement & Resolution-There will be an updating of the signage at Van Emmon and Route 47, along with the placement of stop lights at the intersection of Fox Rd. and Route 47. The stop lights will be running in conjunction with the Railroad Lights at Hydraulic and Route 47. The lights at the intersection on van Emmon and also the intersection at Fox will be timed so that there is not a back up of traffic on Route 47 . The old yellow steel signs will be updated with the newer style of aluminum material . To be placed on the agenda of May 9th for approval. Secretarial Position-Margaret Jurgen has applied for the secretarial position that has been made available by the resignation of Patti Bradstreet, Ms . Jurgen has been interviewed by Mayor Johnson and also by Mr. Nanninga. The annual salary is listed at $20 , 000 . 00 with a $ . 50 increase per hour after a favorable 6 month review. This will be placed on the May 9th agenda. Additional Business: Steering Committee C.C.I. -The first meeting of the Competitive Community Initiative, C.C. I . , meeting was held on April 30 . At that time, it was decided that the best way to identify the wants and needs of the community, would be to have a well publicized public meeting. There would be suggestions made for topics and then the topics would be voted on by everyone to determine the top 5 concerns of the community. After the concerns were determined, there would be committees set up and volunteers sought after to follow through with the ideas to completion. Elizabeth St. Storrs Sever-The Elizabeth St . storms are to begin with the work on Monday. There will need to be a very aggressive schedule to maintain and complete the work by September. There will be an update given at the next C.O.W. meeting on May 16. Old City Hall-The permits from the State of Illinois need to be in place so that the Old City Hall building may be moved. Industrial Park signage-The sign posts have been set and Mr. Rogers says that the signs are finished. The signs may be up as soon as Monday. Insurance-Still working with three different Insurance agents. Are trying to compare comparable products . will need to research further. Beecher Rules-The Park Board has accepted the rules regarding the usage of the Beecher Center facilities . There will need to be a resolution to adopt the Beecher Rules and a presentation to the Administrative meeting and the next C.O.W. on May 16 . Riverfront Park-There has been lots of progress with the Riverfront Park. There were quite a few persons that attended the Brick Laying classes also. Collection April IS C.O.W. Meeting-The correct appraised values for the two city lots are, $29, 944 .00 for one of the lots and $33 ,402 . 00 , for the second. Adopt a Highway-The current adopt-a-highway program is set up for the State highways . The City would like to create a like program for the local city and county roads. The council needs to determine a date for clean up of their section of highway. Would like to have further date discussion at next C.O.W. meeting on May 16 . There was some discussion on the possible sale of a 177 Chev. Dump truck. There has been some interest presented from Dr. Engler at the Yorkville School District, will contact. The Moose breakfast raised monies for the sending of two Yorkville have raised to enough h fundslttotranspo transport them to and from Atlanta and have r 5 also purchase a new vest for Officer Hilt . There have been several concerned calls to the police department with regards to the local fox population. The residents have been concerned with the possibilities of rabies. The D.N.R. has been contacted and they have stated that rabies are not usually possible unless the daytime temperature exceeds 90 degrees for an extended period of time. Analytical skills necessary to evaluate delivery of administrative support services critically;respond to deficiencies by identifying and implementing appropriate corrective actions;develop and administer sound policies,procedures,and budgets;and organize and oversee work of others. 6. Ability to concentrate and pay close attention to detail for up to go%of work time when reading reports, preparing budgets,presenting training programs,and taking charge of emergency or crime scenes. IV. WORKING CONDITIONS: 1. Work is preformed in a normal office environment with some exposure to outdoor temperatures or disagreeable sights or odors. 2. Occasional exposure to hazardous situations which involve armed or physically violent persons,or interviewing mentally or emotionally disturbed persons. 3.
