Johnson Kathy Farren Brian Ethington Cindy Ketcham Guests Present: Dave Palumbo Sharon Robinson Don Garbe Gene Terry Greg Feather Bill Roppolo James Liggett Linzie Coffey Tom Greyer APPROVAL FOR BRISTOL TO INCORPORATE-There was much discussion held in reference to Bristol Proper Incorporating. There were many issues presented by the mayor and the aldermen. Listed below were some of the issues: Alderman Callmer-Bristol is currently able to incorporate the area of 2 square miles. If afterward, Bristol wishes to incorporate more property, would they force annexation of property that is surrounded on 3 sides and under 60 acres total property? Alderman Baker-Will there be a budget created before the referendum vote? Will the tax multiplier be calculated? Alderman Prochaska-By Incorporating Bristol, they can control development. Alderman Stafford-Blackberry Oaks Committed? Verbally? What percentage of the vote would be required to pass the referendum? Information was presented by several citizens from the Bristol area with reference to the available services for the incorporated Bristol. The Bristol Township Road Commissioner stated that he would be responsible for the street maintenance and that there would be no change in the care of the streets. 1 06/19/1996 08:28 5537943 YORKVILLE NATL BANK PAGE 03 Information was presented that Sheriff Randall had stated that there would be no extra cost nor would there be a change in the Police Protection. Ray Waclaw has been spoken with and he has stated that a cost breakdown could not be done until there has been approval by the City of Yorkville for the Incorporation, although he did state that the change in the taxes would minimal. Mr. Waclaw felt that 470 parcels would be affected, which is assessed at approximately 18.1 million dollars at the current rate of .4582. There were petitions that had been circulated and were presented to Mayor Johnson for viewing. Mayor Johnson has stated that he would like to see copies of letters from the neighboring cites of Montgomery and Oswego showing their backing in this issue. He stated that he has not received copies of letters from either city. The April Water report is to be on the agenda for vote on June 13. There will be a watering sprinkling ban set up for the upcoming weeks, until the Water Tower painting project has been completed. Alderman Baker questioned with reference to the extra manpower that has been attending the water plant. J.T. expressed that there is not a problem, he is just being cautious. He is monitoring the "South Tower" because it has the capacity of 500,000 gallons and the average daily usage is normally at 600,000 gallons. It is currently just preventative maintenance. The Water Tower internal sandblasting is complete. There will need to be some touch up done and then the inside will be painted and will need 3 to 5 days to cure. Everything is being monitored closely. Russ Walter's re-appointment to be presented at next council meeting on June 13. Riverfront Fundraiser-The city has been approached by the Yorkville American Legion to participate in a softball game with Eddie Feigner, "The King and his Court". There -'.will be,two games held on Tuesday July 16, with the first starting at 6:OOPM. The first game will be between our own Yorkville City Council members and city L employees against the Bristol-Kendall Firefighters. The second game will be held with "The King and his Court" playing against the American Legion sponsored men's softball players. There will be a charge for admission, $5.00 for advance tickets and $7.00 at the gate. Sunset Motel Annexation-June 13 has been scheduled for the "drop dead date. This will be placed on the June 13 agenda, which at that time allow Atty. Kramer to proceed with the necessary steps. 2 06/19/1996 08:28 5537943 YORKVILLE NATL BANK PAGE 04 Renaming of City (Illinois State Routes) Streets-The recommendation from the Public Safety Committee has requested that the City Streets be changed accordingly: Route 126 Schoolhouse Road Route 71 Stagecoach Trail Route 34 Veterans Parkway The resolution to change the street names will be placed on the June 13 agenda. City Name-A request to have the name of the City of Yorkville, changed from THE UNITED CITY OF THE VILLAGE OF YORKVILLE TO THE UNITED CITY OF YORKVILLE. There will be a resolution to change the city name placed on the June 13 agenda. White Oaks Phase III-There has been a request for a "punch list" of problems with the Phase III White Oaks Subdivision. This item will be placed back with the Economic Development Committee for further review. Game Farm House Repairs-There was an updated listing distributed to Mayor Johnson and all of the Alderman illustrating the maintenance that has been completed and of maintenance that still needs to be completed on the Game Farm House. Street Repairs-There were updates on the ongoing repairs of the City of Yorkville streets. Currently the street repairs being reviewed are South State St., some repairs on Blaine and Adrian, and repairs needed on Countryside Parkway. Alderman Jones requested that a listing of the "worst to bad" streets be distributed so that the determination can be made on what streets need the repairs the most and what can be repaired with the funds available. Engineering Computer-Computer equipment has been researched for Joe Wywrot,the city engineer. The total cost for the equipment is $9,901 .24. This equipment, if approved, can not be billed until July '96. This item will be presented on the agenda -'.of Junje 13. Drug/Alcohol-City employees are able to take the CDL license testing. There was discussion on what the procedure would entail if a city employee would be detected with the presence of drug or alcohol substance abuse. There was discussion of sending the affected city employee to a rehabilitation program. If the rehabilitation did not help with correcting the problem, termination was discussed. Yearly Maintenance Agreement-it is time for the Yearly Maintenance Agreement to be renewed. This allows the purchase of supplies such as street signs and sign posts and street salt. The projected supplies purchase amount is $31,989.00. This matter is to be placed on the agenda for June 13. 3 06/1911996 08:28 5537943 YORKVILLE NATL BANK PAGE 05 ADDITIONAL BUSINESS: As reported by Chief Graff, the Olive Branch and Piggy's are planning a Grand Opening. They have requested a special event license that would allow them to be open with the outside serving of alcohol beverages until midnight on June 7 and June 8, The outdoor will be restricted and they will be checking identification. There will be an officer that will be hired to be present to maintain control. Piggy's and the Olive Branch have provided "Dram Shop" License Insurance for the event. The event has been approved by the Countryside Center. Law enforcement has the full right to pull the license if they find that there has been a possible breaking of the rules with the outside area. There will be an approved set occupancy level for the outside fenced area. Brian Sorensen has been certified for Class B Water Treatment. Mayor Johnson would like that Mr. Sorensen be recognized at the June 13 meeting. The-City of Yorkville will again prepare a float for the 4th of July parade. The C.C.I. Steering Committee would like for the City Council Members to "spread the word" on the upcoming Public Forum Meeting. Alderman Prochaska has requested a revision of the Transition Ordinance for the schools to be distributed to the alderman. This item also to be discussed at the next Economic Development Committee Meeting. A request to purchase a new Salt Spreader and to repair the two older ones. The new purchase along with the repairs to the older ones should save on manpower and cut the labor time in half, The new equipment can also be used for the spreading of gravel. This matter to be placed on the agenda of June 13. The weeds ordinance needs to be reviewed and there is a field of weeds that are in need of cutting by the apartments on Kendall. The new brochure that describes Yorkville seems to have turned out very nice. L Mr. Martinez will be at the next Public Works meeting to discuss Illini Dr. Riverfront Update: The Plaza has been poured and hopefully the steps to be poured next week. The 32 lights are delivered. The fountain looks good and the curbing is to be formed. The brick is to be laid June 15, weather permitting. There has been some talk about the possibility of property along the Blackberry Creek and behind the Game Farm to be turned into a park. 4 06/19/1996 08:28 5537943 YORKVILLE NATL BANK PAGE 06 There has been a proposal submitted turning an area in the Park District Building, along the riverfront, into a "Riverwalk Bistro". The presentation was made by Linzie W. Coffey & Associates. The Bistro would be "something different". The Bistro would operate from April 1 through October 31, with operation from November 1 through March 31 subject to market demand. They would present 5% of gross sales to the city and would have a complete Entertainment Disc-Jockey performance per week, performed at the Riverwalk. They would require Rent Free considerations on a 3 year lease with a 3 year option and a no compete vendor clause on Bistro Menu items. There will be a special meeting held with Mr. Nanninga and Mr. Lynch along with the media and a member of the Downtown Revitalization Committee. Respectfully submitted by Cindy Ketcham 5
