Alderman Jones was omitted in those present. Alderman Jones was present at both meetings. Library Board-Gail Gaebler, president of the Yorkville Library Board, was present to request that the City of Yorkville place on the upcoming ballot a $.02 levy for the purpose of maintenance and repairs to the Library facility and grounds. The estimated $.02 would generate approximately $16,000.00 annually for the Library Maintenance fund. This item to be placed on the August 22 council agenda. Ropollo Sewer-There will be a meeting with T.J. to review and update the P.U.D., with exception to the sewer, for Old Coach Hills Subdivision. This will be presented at the next C.O.W. meeting on September 5. Mr. Ropollo would like to have something in writing from the City of Yorkville stating that there will be sewer hook-up available for the Old Coach Hills Subdivision. Attorney Kramer will meet with Mr. Nanninga and Mr. Wywrot to determine what can be devised and present it at the E.D.C. meeting on Tuesday. The concern is still with the capacity of the Route 47 sewer line. Public Canoe Launch-There has been a meeting with the D.N.R. with regards to a public canoe launch. Property could be purchased for the canoe launch and only be a cost to the city of 10% of the property value. There is a 50/50 grant available to approve the shoreline with the canoe launch. The public boat launch should be built by September, 1997. If approved, the property could be purchased within the next 18 months, with 3 years to finish the Launch project. There is a need to present a resolution to execute the application at the next City Council meeting, August 22. +v ,t Blaine Street project-The city has received an estimate, from Aurora Blacktop, of $1 08,000.00. The bid is about $7,000.00 higher that what Joe's estimate was. Joe feels that there are a few of the areas that can be preformed by the city employees, such as, seeding of grass, the paving of asphalt across the drives, and culvert removal. This would lessen the estimate to about $1 00,700.00. The projected budget allowance is $80,000,00. It was suggested that the city keep looking for other bids with a response time being 45 days. This item is to go back to Public Works for discussion. Engineering Review and Inspection Fees-There was much discussion on item #3. The need to review fee due with the submittal of the concept plan. Maybe to change the fee to a 10°x6 or a specified minimum dollar amount. This item will be taken back to the next C.O.W. meeting on September 5. Burning Ordinance-There was discussion on the reference to controlled backyard burning of "campfires". The difference between groups with fires vs. individuals, and also references to recreational fires. Sewer Connection Fees-The recommended increase tap on fees for residential sewer to be raised from $200.00 to $2,000.00. The aspect of residential vs. commercial, and possibly a charge per fixture in commercial property. These prices are higher, but comparable with surrounding communities. There would be research into the ordinance to determine where the funds are to be placed. The review of the ordinance will be made at the next public works meeting. D.C.C.A. Public Hearing-A $500,000.00 grant for the north sewer was in. A required public hearing is to be done with regards to performance review. The suggested Public Hearing date was September 5 at 6:30 during the C.O.W. meeting. Disaster Relief Report-The city has met with Public Assistance people. Waiting for inspection of two condemned houses and are continuing with removal of the two homes. Walnut Property-The need to contact appraisers for estimates for the appraisal of the Walnut property. The property, zoned B-2, needs to have a current appraisal, so that it may be listed with a realtor. Health Insurance-With the change of the new insurance policy, there is a change of the deductible, an increase of 10%. A current city employee that had been a pre- approved for a procedure was being charged to new deductible amount. It was suggested that the city pay the new deductible amount that which amounted to $600.00. w, ADDITIONAL BUSINESS: Mayor Johnson issued a proclamation on safety with reference to the children returning to school. Howard Manthei has resigned from the sign review board. Tom Simmons has been recommended to the board. There was some question with regards to mosquito spraying. Bristol Township north side of the river has provided spraying. However south of the river there have been no provisions made. F.E.M.A. only intercedes when there is a health hazard involved. There needs to be some re-grading in the area of the Dolph St. Storm Sewer. The grading is flat and the water has no path to follow. There needs to be a "swail" between Dolph and Washington in the area of the Corneils residence on Dolph. The Park Comprehensive Plan is to be on display at the city office. The sprinkle ban was placed into effect, but never removed. There has been no communication with Greenbriar. Mr Wywrot feels that Greenbriar Road needs to be brought to code. A request was made by Alderman Spang to review the carnival safety rules with the carnival people for the Riverfront Festival. He requested that the operators be in compliance and the they have a valid license for operation. If there is anyone is under the influence of either drugs or alcohol, that the operator would be removed form the ride and from the premises. The Fox Hill entrance on Route 34 is about 80% complete and should be submitted to I.D.O.T. The suggestion was made for Mr. Nanninga to contact I.D.Q.T. Alderman Prochaska suggested that the city council turn the City park ordinance over to the Rec. Board for review. Maybe they could revise it and put together a better policy of the scheduling of special events. There are some streetlights that need replacing at Countryside. Respectfully Submitted by Cindy Ketcham
