Johnson Cindy Ketcham List of Guest Presents: Ed Nissen Nitin Patel Debra Cookas Discussion was held on the Trick or Treat hours for Halloween. They were decided on as follows: On October 31, 1996 the trick or treat hours will be held from 4:00 PM to 7:00 PM. The business trick or treat will be held on Saturday October 26, 1996. This information will be published in the October Newsletter. July's Building Report will be presented at the next council meeting on September 12, 1996. The monthly police reports for June and July will be presented at the September 12 council meeting along with C.P.A.T. reports and Yorkville City Police Vehicle reports. Salvation Army Cite Agreement-The Salvation would like to set up an agreement to share facility with the City of Yorkville and the Golden Diners. A recommendation is to be made and be presented to city council on September 26. Ed Niesen Variance-Mr. Niesen would like to build a storage building on his property. Accessory buildings are limited to no more that 15 feet in height as per subdivision control ordinances. Debra Cookas presented pictures of other various accessory buildings for committee viewing. There is a need to determine if there is a difference between an accessory building or a garage, and the sizes of each structure. This item will be presented at the next council meeting. Super 8 Sign Variance-Super 8 Motel has requested that they be able to increase the ' height of their signage from 20 feet to 35 feet. The sign at the Super 8 Motel could not be raised past the height of the actual Motel building itself. Some felt that the raised sign height would help for the attraction of business since the Motel does not have frontage road access from Route 47, This will be presented at the next council meeting. Blaine Street Rehabilitation-The committee recommended that some of the side streets be omitted and that there other items that can be done by city crews. Taking away 40% of the project Mr. Wywrot recommended that the project be postponed until next year, maybe bid the job in late winter, early spring. Comprehensive Parks Master Plan Ordinance-The plan will be on display at the city offices and at Beecher Center Park Rec. office for viewing. This item will be placed on the September 12 meeting. Engineering Review Fees-The figures have been updated and a resolution for the fees is now ready for the council. Sewer Connection Fees-The ordinance has been amended. There is a need to redefine "bathroom" and "toilet". These items need to be further defined and this item will be taken back to Public Works. Burning Ordinance-The Leaf Burning ordinance has been re presented and should be its final draft. It states that it is OK for recreational burning but defines that leaves are no longer to be burned. Contingent dates have been set for leaf pick up service. The dates are as follows: October 26, November 9, November 23, and December 7. Fox Hill Entrance-There is a need to communicate with the developers of Fox Hill Subdivision. There is a need to determine that the subdivision is within the necessary regulation guidelines that determine whether there are enough occupied units that warrant a required turn lane from State Highway 34. This item will be reviewed by Public Works. Greenbriar Subdivision-Green briar road is still being worked on. Electrical boxes are placed on the front of some of the lots. The concern was raised as to why they were being placed at the fronts of the lots. Comments were made to the effect that Commonwealth Edison did not have easements on some of the lots so they had to be placed at the fronts of the lots instead of the rear area of the lots. It may need to be placed in the city policies that would state the all electrical services placed at the rear of property lots. Part-time Police Officer-There is a need to hire a part-time policeman. The position would not be a created position. The new part-time officer would be added into the "pool" of hours and would be placed into the rotation. The prospective person applying for the job is a resigned Harvey policeman. He has resigned from Harvey due to his residency status. He currently lives with his parents and plans to move to Yorkville. Chief Graff is planning to start him effective September 23, 1996. The new officer will be required to attend 60 hours of non-paid training and will be also put through all the required psychological testing and physical testing. This item will be placed on the September 12 council agenda. Deputy Clerk-There is a need to have a Deputy Clerk so that they may attend the regular City Council meetings as a replacement for City Clerk Allison. Clerk Allison is currently attending a class at Aurora University that interferes with the regular Thursday night council meetings. Sandy Marker has been recommended- for the position. The question was raised as to whether the position is a temporary position while Clerk Allison is attending college. The cities litigation with Lydia's Motel has been settled. The sewer matter is an item that must be handled by the county. The final date of operation for Nicholson Logging is set for September 6, 1996. Mannichi-The recapture agreement was approved several months ago and was mailed for feedback. Atty. Kramer will investigate the Mannichi Recapture matter. The treasurers report has been received, but there are still a few figures that need to be corrected. There needs to be a better attempt at getting agenda items to the city offices in a timely matter. The agenda needs to be published and distributed 48 hours prior to meeting nights. It would be advisable for all department heads to start looking into operational cost for the upcoming year, such as with lists for budgetary expenses. Commonwealth Edison is to be coming out to work on the streetlights. There seems to be several lights out. The city crews have been out patching potholes and cracks in the pavement. The Ropollo P.U.D. will be presented at the September 17, 1996 E.D.C. meeting. The downtown "Business District" signs are up and in place. All available council members will meet on September 15, 1996 at noon to "Adopt" their part of the highway. There has been contact made with a claims adjustor for the damage incurred during the flooding in July. On Wednesday, September 11, 1996, Burlington Northern will be replacing the pads on the Route 47 railroad crossing. There has been a crack discovered at the Route 34 bridge that crossed Blackberry Creek. This damage is the result of the flood in July, The eastbound lane depression will also be fixed, City Administrator received a call from the Yorkville School District. The school district has reviewed the hook-up fees that would amount to $25,470.00. The school district would like to have the fees waived. F.E.Wheaton has paid all of their fees and wish to have a tax exempt bond package drawn up for them. They would like to have a Bond form for credit against sales tax authorized. Citizens police academy is ready to start next Tuesday and continue for 13 weeks. C.C.I. was canceled for September 4, 1996. The meeting has been rescheduled for Wednesday, September 25, 1996 at 7:00 PM. Monday night there are several different meetings that need attendance by a council member. Alderman Prochaska will attend the Public Works and the Library Board meetings. Alderman Sowinski will attend the Bristol Commission meeting and Alderman Jones will attend the Downtown Revitalization meeting. Sanitary Sewer Damage-There has been contact made with F.E.M.A. on the damage created by July's flooding. There is a need to identify the damage so that F.E.M.A. can determine if Yorkville has need of repair funding. The Public Works department has been placed on notice to be aware of any new depressions in roads and the land that might help to identify where damage may be located. There will be no C.O.W. meeting on September 19, 1996. Johnson Don Garbe The meeting was brought to order by Mayor Robert Johnson. He stated that the meeting would reference the North Extension of the Sewer and Water line to the Amurol Property. The floor was then opened to public comment. Mr. Don Garbe, who resides at 11 Hickory, in Yorkville, Illinois was present to offer his concerns about the construction of the northbound Sewer and Water Lines. He felt the sewer and water lines that had been extended to the area of the Amurol plant created undo problems with their water lines. The water quality has decreased with the influx of rust and air in the water lines. He felt that there was not a problem prior to the addition of the Northbound water and sewer lines. The city has had a Hydrologist looking into this matter. The city will continue to look into the matter and then discuss with Mr. Garbe with what can be done to correct any problems that may exist.
