COW Minutes 1996 10-03-96 CITY OF YORKVILLE COMMITTEE OF THE WHOLE OCTOBER 3, 1996 PERSONS PRESENT: Art Prochaska Jerry Lynch Jim Stafford Tom Sowinski Tony Graff Jim Nanninga Dan Kramer J.T. Johnson Joseph Wywrot Cindy Ketcham August Building Department Report-This item to be placed on the agenda for October 10 council meeting. Water Meter Policy-In the new subdivisions, the city has currently been paying for the watering of the sod and grounds, etc. The water meters, in the past are not installed until the property is ready to be inhabited. It has been suggested that the developer be asked to have meters installed, by licensed plumbers so that the city employees will no longer have to put them in, and that they are put in as the homes are built . Mr. Dettmer will still be inspecting the meters so that they are properly installed. The builders must be billed and the bills must be paid before the occupancy permit is issued. This item will be sent back to the Public Works meeting for revision. Capital Improvement Plan-This item will be sent back to the Public Works meeting for discussion. Large Lot Zoning/Estate Ordinance-Atty Kramer and Mr. Wywrot review the estate ordinance. Alderman Prochaska discussed the issue of land being contiguous and not being annexed property. The city can not govern property that is not within the city limits. Alderman Sowinski questioned the wording of the city maintaining the trail within the subdivision if the subdivision were to be annexed. Questions were raised about maintaining a 70 feet dedicated right of way for city access . Comments were also made that if the property is developed within 250 feet of the city limits, the property would need to be connected with the city water and sewer. This item will need to be taken back to Economic Development Committee meeting for some revision. Planning Commission Appointment-Jim St. Jules, who has been very active in the Yorkville Community for many years, is to be appointed to the Planning Commission. This item will be placed on the October 10 meeting agenda. Planning commission Flow Chart-There is a need to change some of the verbiage with reference to zoning. This item will be re- presented at the next Planning Commission meeting. August Police Report-The August Police report is to be presented on the October 10 council agenda. Police Organizational Chart-The Police Organizational Chart is to be presented at the October 10 council meeting. A suggestion was presented to see if the City organizational flow chart needed to be revised. There was not an Executive Session held, due to the lack of Alderman present. There was an estimate presented in the amount of $2, 326, 000 .00 of what the cost would be if a new sanitary system was installed. F.E. Wheaton will put in the interceptor and the city will allow them credit against city taxes . There will be no burden to the city involved. There will be a Public Meeting held on October 24 to review this matter. There was an update with the city streetlights situation. Henne Construction has be repairing some of the lights. Commonwealth Edison has been contacted again for their assistance with this. There is a need for an update on the transition ordinance. This item will need to be placed on the agenda of the next Economic Development Committee meeting. Alderman Prochaska has requested that the city possibly look at creating a policy standard for some smaller lots in subdivisions. Maybe determine guidelines and make it a part of the P.U.D. The policy would make reference to; the matter of "green space" , there is to be at least 17$ on one side and that the "green space" be at least 50 feet deep, that all of the lots would conform to the zoning requirements with set back, etc. , that smaller lots may not be allowed just to put in more homes and increase the residence density per the zoning requirements. This matter is to be presented at the next Economic Development Committee meeting. There is an update with regards to the placement of a stoplight at Route 47 and Countryside Center. The traffic will need to be documented with relations to the cars, busses, and trucks activity that passes through this intersection area. The storm sewer project is about SOW complete. The grass and the seeding, along with the asphalt repair should be completed with the following couple of days. Respectfully submitted by Candy Ketcham
