Cimmaron Ridge-Gary Conover was present and questioned the zoning change that
would change certain lots from single family to duplex. it was reported that the updates
had been made and that he could proceed. This item was recommended for approval
and that it should be placed on the Agenda of October 24.
City Comprehensive Plan-This issue is to be reviewed with the Planning commission.
The scheduled Public Meeting was held on July 18, which was the day following the
summer flood. This meeting had a very poor turnout, therefore, the meeting will be
rescheduled the end of January 1997, so that there would be more input from residents.
Kuzkowski-Mr. Kuzkowski has requested a couple of changes to three of his lots at his
Van Emmon property. The property is currently zoned for R-2 Single Family and he
would like it zoned to R-2 Duplex. The comprehensive plan shows a low density. The
R-2 duplex would not comply. It was suggested that Mr. Kuzkowski go back and
process a P.U.D. for the entire property and then continue from there.
Internet Homepage-This would allow non-local persons to view what the City of
Yorkville has to offer. Alderman Callmer asked it the homepage would be geared to
Commercial Customers. Alderman Spang asked who would be updating the homepage
and was the update included in the monthly service charge. The update may possibly
be made into a project for the High School Computer Class.
September Building Report-The September building report would be presented at the
October 24 council meeting.
YBSD Intergovernmental Cooperative Agreement-The charge would be raised from
$5,500. to $10,000. This would be effective as of September 1 and would be
reassessed annually and would run in conjuction with the City's fiscal year. Changes
made to the agreement would be retyped and distributed so that it can be placed on the
October 24 agenda.

School Transition Fee Ordinance-This ordinance will be worded to include all schools
that are within the City of Yorkville. This would include any properties that could some
day be annexed in the future, The ordinance needs further revisements. Atty. Kramer
will speak with the School District and then this item will be presented at the next
Committee of the Whole meeting on November 14.
B.O.C.A. Code Ordinance-Mr. Dettmer has accepted and will abide by the 1996
B.O.C.A. and National Codes. This item will be placed on the October 24 agenda for
acceptance.
Yorkville/Piano Intergovernmental Report-At the last meeting between the City of
Yorkville, the City of Plano, the Yorkville School Board and the Plano School Board, they
discussed what their ideas were to the betterment of the students of both communities.
The mutual ideas that they shared were geared to the schools in the communities. The
feeling with those present at the Committee of the Whole meeting were that the Schools
impact not only the young people, but the entire community. The purpose of these
meetings is to realize the future impact of all citizens in the community as a whole. The
next meeting of this committee will be held on November 6.
Building Impacts-An update was made so that committee members realize the
improving standards. The purpose of this committee was to improve the standards and
to keep improving them It will help to keep the fees not only so that they cover the cost
of the services, but also so that they are not so high that the small builders are unable
to compete. It will also allow the builders to be able to use local plumbers and local
businesses. It seems to be an ongoing project to keep these guidelines fresh. There
will be a type of training session along with a January 30 Public Hearing Meeting.
ADDITIONAL:
The meeting schedules for November and December are as follows:
Committee of the Whole will be held on November 14 and December
12.
Regular Council meetings will be held on November 7 and 21 and on
December 5 and 19.
On Saturday October 19, at 9:00 AM there will be County Board information with
reference to the Tax Caps.
The audit will be done and back by October 18. The final drafts will be available on
Monday the 21st. Mr. Nanninga will try to get the working drafts on Friday.
The C.C.I. meeting scheduled for October 29, will be canceled, due to all of the different
School activities.

It seems that the leaf pickup date was scheduled a little late for this season and the
volume of leaves is somewhat unworkable. The cost to the individual to put in paper is
substantial and the bags can not be stored in the damp weather. The request for
storage ideas or possibly for the city to utilize a "plow" or a "vacuum".
It was brought to the attention of the committee that the city is delinquent in their Real
Estate Taxes. It was suggested that this be reviewed as to why the city would be
required to pay these taxes. The city was told last year to pay the taxes and the moneys
would be rebated. If the taxes were to be paid it was also suggested to pay them under
protest.
The Recreation Board Levy issue, for the Parks, is to be set aside. A Line item for a
specific amount would be added to go toward the parks. More information is needed at
this time. A set amount needs to be placed and that it should be reviewed annually.
Fox Hill-I.D.O.T. has the plans and are reviewing them to determine the access changes
on Route 34. Mr. Wywrot has also reviewed this issue and has sent a letter that will
express his opinions in this matter.
There was a review of the Street lights report. Commonwealth Edison was out today to
look into the situation.
Teens Reaching Youth, 1996 Red Ribbon Week Campaign. During the week of October
19-27, the T.R.Y. group will be celebrating national Red Ribbon Week. The red ribbons
worn will show support that we can fight the use of illegal drugs in Yorkville.
In May 96 there was a listing of all of the street repairs that would be done by the city
employees. There are still some that are as yet unfinished. These need to be done
before the end of the season.
Mr. Ropollo needs to submit a-ietter and to pay his bill with the city if he wishes to be
placed on the next agenda.
Mr. Dan Nicholson spoke at the close of the Committee of the Whole meeting. He
stated displeasure with the City of Yorkville. He feels that his business has been treated
unjustly. He feels that the City of Yorkville did not give him the appropriate chances to
upgrade his business on Van Emmon Street to maintain the business in working order.
The next Committee of the Whole meeting will be held on November 14.
