Leaf Pick-up: There will be a test run of the leaf pickup by vacuum on Friday
November 15. On Monday November 18, there will be leaf pickup on the north side
of Yorkville. On November 25, there will be pickup of leaves on the south side of
Yorkville. The leaves need to be raked to the side of the road for pickup. They do not
need to be contained in any way.
Change Orders. There was a decrease change in the Blaine Street billing. There was
also an omission of an item on the listing of the Game Farm Water Main billing. There
is an increase of $5,892.00. It will be added to the bill list and presented on the
agenda at the November 21 Council meeting.
Tax Levy Request: There were three different options presented with reference to a
tax levy. Option one is in full compliance with city rates and shows a 14.77% for
library. The second option shows a full 15% for library and is also with in compliance.
The third shows only 5% and is also in compliance. The assessment values show a
4 1/2% increase with the city anticipating a 5 1/2% growth rate. The 4 1/2%
assessment would see a 2% increase to taxpayers. There is a freeze to Senior
assessments and would show about a 2% decrease. There is an added line item for
Parks. This item does not change the tax rate, just moves the corporate monies. A
8.14% tax would have to be disclosed under truth in taxes and would also have to
have a Public Hearing. There was a consensus taken from the alderman present and
is as follows: Sowinski, option #1; Jones, option #1; Prochaska, option #2; Lynch,
option #1 or #2; Spang, option #3. Option will be place on the agenda of November
21 council meeting. This item will also be listed for public display and be presented
for Public Hearing.

Recording Secretary payment: This item will be a part of the next year budget
discussion.
Radium Standards. The radium issue was discussed at Public Works. Currently the
EPA is revising the standards for Radium in water. If the EPA would bring the new -
standards into law, the city would have to comply with-it immediately. The correcting
of the problem would be a substantial expense to the city, approximately, 3 to 3.5
million dollars. It was suggested that the city council contact Representative Hastert's
office for more information and possibly some help to get the Radium situation
resolved. Mayor Johnson would like to see a resolution presented at the next council
meeting for the city council to proceed.
Brush disposal: Mr. Bennett currently charges $1,200.00 for pickup and the burning
of brush. His contract is for the remainder of the year and for next year. The
suggestion made was to contract him on a monthly basis.
Chief of Police Job Description: Copies have been distributed and adoption of this
needs to be made at the next council meeting on November 21 .
Universal Police Hiring Grant: A new officer would be funded up to $25,000.00.
Officer Dan Pleckum is being recommended. Officer Pleckum is currently part time
and in training. Officer Pleckum has already been through all of the physical and
emotional testing. Officer Pleckum would be placed on one year probation. This item
is to be placed on the agenda for next council on November 21. The council would
request that the officer and his family be available to be sworn in at the meeting.
Additional Business:
There will be a meeting of the C.C.I. on November 26 at 7:00 PM.
The County board has informed the city that the Inland, Farm Colony Property issue
will be coming back to the city for further review.
The City of Yorkville and The City of Plano have been striving to work together.
Yorkville would like to work with Piano, so that adjoining subdivisions do not hinder
community relations. Yorkville states that they will not go beyond the F.P.A. Plano
shares thoughts and does not want to get into a boundary dispute. Plano feels that
Inland may wish to create a situation. The Yorkville Alderman, full council, supports
Mayor Johnson in wishing that The City of Yorkville and The City of Plano can work
together so that there is harmony between the two city governments.
The potholes at Circle Center on Orange Street should be fixed next week.
Does the Walnut Street property need a new appraisal?

Cannonball Trail Water problem. This problem has been ongoing for two years. There
is a situation that needs closure. We need to determine the problem and force a
closure. The City hired an expert and he says that the city didn't create the problem.
The city will pursue a written report from their hydrologist for complete information.
The traffic count at the intersection of Route 47 and Countryside is complete. The
should be a report created to present to I.D.O.T.
The streetlights situation is being worked on with a little relief. Some of the lights
problems have been corrected.
School Transition Fee: Would like an update. Atty. Kramer talked to Mr. Murphy.
The school-will go over and discuss and bring their information to the council. Would
like to have this issue completed by December 19 for vote at council meeting. This
item will be placed on the next C.O.W. meeting agenda.
The information on the Fox Hill subdivision should be back from I.D.O.T. soon.
The "Image Grant" starts again Monday November 18 for the following two weeks.
