COW Minutes 1995 12-21-95 w City of Yorkville Committee of the Whole December 21, 1995 Meeting Present : Burt Callmer, Jeff Baker, Jerry Lynch, Jeff Spang, Art Prochaska, Kathy Jones, Richard Scheffrahm, Tom Sowinski, T. J. Hiles, Jim Stafford, Laurel Willman, Frank Willman, Brian Effingham, Tom Greyer, Bill Roppolo, Barb Dettmer, Bill Dettmer, Paul Burde, Tony Graff, Bill Schmanski, Cindy Ketcham. Land Cash Ordinance--There will be a Public Hearing on January 11, 1996 for the Land Cash Ordinance . (Will list schools as Generic schools and not limit to Yorkville School District) Coach Road Hills--Bill Roppolo gave a presentation on a subdivision that would consist of not only Single family homes, but also a number of duplexes and townhouses . There was much discussion and many questions that followed. The property is zoned as an R-1 and should maintain a low density of people. The council as a whole had many concerns of the number of duplex and townhouses in the plans, congestion that would be at the entrance with the amount of persons in the duplex and townhouses and also that in the Phase I plan it consisted of 100. townhouses . The council also stated that it would not comply with the population density that is required for R-1 zoning. They suggested that Mr. Roppolo revise his plans. McCue Variance--There is a request for an 8 inch variance on property that had foundation poured too close to the street . It will be presented at the council meeting on December 28 . Ronhill Phase II--The approval for the Ronhill Phase II project will be presented at the council meeting on december 28. The Planning committee and the Economic Development committee have approved it as presented. Revised Sign Ordinance--There were changes so that all the signs are user friendly. The ordinance will be presented at council on December 28. Erdman Contract--The EDC presented information in reference to Bobbie Erdman. Bobbie is being looked at to be a Marketing Planner for the city of Yorkville . This position will be required to research leads and do follow up for new business coming into the city. The EDC recommended that Bobbie be hired for the remaining 4 months of the fiscal year as a trial period for her. Alderman Spang presented a question to be sure that there was not someone here locally in the city of Yorkville that had the same qualifications for the job. There was some discussion and the EDC felt that Bobbie would be the best person qualified for the position. The Erdman contract will be presented to council on December 28. 1 Page 2 Liquor Ordinance--There was much discussion on the issue of the existing liquor ordinance . The ordinance currently doesn' t have a limit for the issuance of liquor licenses . The discussion was mainly if there should be a change to that and put a limit on the liquor availability. Alderman Spang suggested that there be limits on the number of licenses to insure control and that the limit be in regards to the population growth of the city of Yorkville. There was a letter presented from Attorney Kramer that suggested not limiting the issuance of liquor licenses . Atty Hiles also stated that Illinois state statutes also give the control to the city of Yorkville for not only issuance, but also revocation. A comment was also stated that the city should see that the persons serving liquor are trained appropriately and possibly have some type of orientation program. The liquor ordinance will be presented to council on December 28. Copsmore Grant Award--Chief Graff presented some information on the Copsmore Grant program and made a note that it will go to the next Public Safety meeting. **The next Public Works meeting will be January 2, 1996 .
