Committee of the Whole
December 7, 1995
1) The council discussed the revised Park Comprehensive Plan
prepared by Jeff Palmquist of the Lannert Group. Mr.
Palmquist has updated the plan according to the requests of
the council members from previous meetings . All council
members agreed with the changes and have asked Mr. Palmquist
to prepare a final draft.
2) The council discussed the revised liquor ordinance. This
ordinance will be menu driven by what the businesses are
actually offering to the clientele. The entertainment clause
was discussed in detail . Some fees have been adjusted as
well . Also discussed was the downtown area including the
current parameters . The downtown area is allowed two licenses
at this time. There are no changes in the hours from the
previous liquor ordinance. It was mentioned that the council
should review the hours in the future so that all areas in
town are running under the same hour structure.
3) The council reviewed the revised ordinance. Alderman Baker
indicated that this ordinance has been made more "user"
friendly. The five member committee will consist of three
local business persons and two residents . This will be voted
on at the Dec. 28th.
4) Council members have been asked to place signs pointing to the
downtown business district. These will be placed at Route 47,
Route 71 and Route 126 .
5) The council discussed the Fox Hill Final Plat Unit IV, Pods 5C
& 7 . This was accepted except for the landscape plan. The
Plan Commission has accepted the landscape plan.
Administrator Nanninga will review what process needs to be
completed whether it needs to be voted on by council or not.
6) The meeting to be held with the City of Plano is scheduled for
Saturday Dec 9th at 9 : 00 a.m. at the Fox Valley YMCA. This
meeting will be held to discuss the "ideal" line between the
two cities.
7) An updated budget report was reviewed and discussed.
Transition fees for the school, carryover vacation days for
city employees and land cash fees are all being reviewed by
the council. It was noted that the city should be in contact
with the county concerning school transition fees as county
growth is greatly effecting the school district. City growth
also effects the school district therefore the council will be
analyzing its transition fee structure.
8) The city public works employees were thanked for their work in
placing the snowman on the water tower.
11) The council also expressed its gratitude to those members of
the police department who are participating in the Olympics as
well as helping to cover the work hours of those officers who
will be representing Yorkville at the Olympics in 1996 .
12) Council members are invited to attend a showing of the Batavia
Riverwalk on Saturday January 5 1995
13) An update was presented from the ADHOC School Committee
regarding the school building needs . Recommendations have
been made to the school board. One will be to construct a new
high school at a lower cost the second would be to add on to
the high school and construct a new middle school . The school
board will vote on this issue in January.
14 ) Executive Session was held regarding the proposed sale of real
estate.
