Johnson, Tony Graff, Brian Ethington, Valerie Burd, Mike Graves, Greg Knaber, Robert Dearborn, Dick Ellis, Bill Dettmer 1. Dick Ellis relayed to Committee that Mr. Corwin would like to purchase 25 feet of VanEmmon property for access to his lot, rather than 75 feet. The City will check with the appraiser to see what the cost of this amount of land will be. The soonest possible vote will be in two weeks on 12-07-95. 2. The 11-30-95 City Council Meeting will be held at the Beecher Center. 3. Liquor Ordinance: The revised liquor ordinance was reviewed. There will be a public hearing at the 12-14-95 C.O.W. Members were polled to see if they felt the ordinance was acceptable to send to liquor license holders. Alderman Spang asked to have section 3-3-10 added and asked for clearer wording regarding the number of liquor licenses available downtown and in other areas of town. He also requested that on page 5 "Al-AS"be changed to "A-Al" so that Type A licenses were not excluded. Chief Graff pointed out that the bowling alley will have a Type A license. This prompted much discussion concerning the limit of Type A licenses outside of the downtown area. Alderman Jones asked that page 6 "Type A or retail"be changed to "retail" only. Rober Dearborn suggested using the percentage of food and alcohol sales to judge which type of license is needed. Greg Knaber asked what the licensing fee is applied to. Chief Graff explained that it helps cover administration costs, salary of police officers, and other related costs. Knaber also asked if the City would consider changing the hours the facilities can open and close. Dan Kramer will check on the possibility of using percentage of alcohol and food sales as criteria for licensing. The public hearing for the liquor ordinance will be 12-14-95 at the C.O.W. 4. Green Briar Final Plat: Still has not yet been received. It will be discussed at the next C.O.W. Dan Kramer stressed that communication should be open and clear among all engineers to ensure efficiency. 5. Land-Cash Ordinance: Will be revised and discussed at the next Administration Committee meeting on 11-29-95. 6. Ordinance for Registering Contractors: Bill Dettmer explained the ordinance. He will double-check the availability and cost of the coverage required, but explained that he finds this amount reasonable and customary. The ordinance will be discussed at the Administration meeting in January. There may be a public hearing before it is approved. 7. Tax Levy Request: There will be a Truth in Taxation public hearing 12-14-95. Notice should be posted by 11-27-95. Jim Nanninga and Dan Kramer will meet to gather the need data. 8. YNB Loan: The City is considering combining the"interest only"loan and the "balloon payment"loan for a total of$1,107,000 or $169,000 per year for 8 years. There will be a vote at Council on 11-30-95. 9. Community Police Officer Job Description: Reviewed by Public Safety Committee. There will be a vote at Council on 11-30-95. 10. Creating a Community Police Unit: Reviewed by Public Safety Committee. Chief Graff requested a vote by Council to approve the description. There will be a vote at Council on 11-30-95. 11. Courthouse Traffic Patterns: Chief Graff explained the proposed pattern. Neighboring residents and the judges will be contacted for comments or suggestions. Public Safety will discuss the plan at the 11-28-95 meeting and may make a recommendation for acceptance at the 11-30-95 Council meeting. 12. Employee Assistance Program: The program was considered by the Administration Committee and may be considered for the next budget year. 13. Meeting with Plano: 12-9-95 is the tentative date for the meeting with the City of Plano City Council. Mayor Johnson will check with Representative Tom Cross to see if he is available to facilitate the meeting on this date. 14. Meeting with Oswego: The Mayor of Oswego has requested a meeting with Mayor Johnson and City Administrator Jim Nanninga to discuss municipal boundries. Committee agreed that this is a good opportunity to open communciation, so Mayor Johnson and Jim Nanninga will arrange a meeting date. 15. City Christmas Party: Will be held 12-9-95. Mayor Johnson asked aldermen to check the invitation list for possible accidental omissions and alert Judy at the City office. Set-up for the party will be at 2 p.m. 16. Real Estate Taxes: Alderman Spang asked about the real estate taxes that he believes the City is paying unnecessarily. Administrator Nanninga reported that this issue is now"in the hands of the State" and he has not heard any news on the issue. 17. Radar Monitoring Device: Chief Graff explained that these devices are not readily available at this time of year. The City may look at using one next spring. He will check with some neighboring cities and IDOT to see if he can get one sooner. 18. City Park Torch: J.T. Johnson is still looking for a long enough thermo couple lead to keep the torch lit. He may try a simpler solution and see if the torch remains lit. This will be discussed at the 11-20-95 Public Works meeting. 19. Citizens Survey: The survey for the northeast quadrant traffic study will be handed out door-to-door the weekends of 11-18-95 and 11-25-95. 20. Traffic Signs: Alderman Prochaska asked that the temporary signs that were attached to the traffic signs be replaced if they have fallen off. 21. Traffic Sign Petition: Alderman Prochaska read a petition opposing the removal of yield and stop signs on Fremont and Spring St. Approximately 20 residents signed the petition, which named safety and children as their primary concerns. Prochaska suggested alerting legislators of the unique nature of these internal street traffic patterns. Chief Graff will also discuss this as the Chief's Association meeting. Mayor Johnson suggested alerting the Municipal League of this issue. 22. Kendall County Government League Dues: The City will put the $100 in dues on the bill list if they receive the bill in time. 23. Liquor Ordinance: Alderman Callmer suggested sending a copy of the working document to each liquor license holder, the President of the Chamber of Commerce, and other affected individuals. 24. Park Comprehensive Plan: Alderman Prochaska asked that discussion be tabled as Jeff Palmquist was unable to attend the meeting.
