COW Minutes 1994 02-17-94 CITY OF YORKVILLE COMMITTEE OF THE WHOLE MINUTES FEBRUARY 17 1994 -- 7 : 23 P . M . PERKINS ROOM -- BEECHER BUILDING 1 . NEW COMPUTERS Alderman Baird commented that one person at the City Offices is without a computer to work on , and that it would be more productive if she has use of a computer . Also , another, laser printer would be an asset . He will get together with Chief Graff in the next week to see if they are in need for another computer since there is $7 , 000 in the budget . The matter wil come up for a vote at the February 24 , 1994 City Council meeting . 2 . CABLE TV Alderman Jones stated that since Administrator Peck has not submitted the Cable TV data explanations , he felt the matter should be in the hands of a committee . Mayor Kittoe refer- red it to the Economic Development Committee . Chief Graff was to be contacting other municipalities to see how they are handling the matter , but hasn ' t gotten back to him to date . Cable TV was referred to the next committee meeting . 3 . POLICE IMPACT FEE Two fees are already received with the Impact & Land/Cash Ordinances . Chief Graff has been requested to check with other municipalies and has not reported back to date . Alderman Jones will check with Chief Graff and report back . 4 . REINERT ANNEXATION The parcel consists of 14 One—acre lots . Mr . Reinert at this time is seeking only preliminary discussion as to the City ' s interest in possible annexation of the property when it becomes c:ontigous . Mr . Reinert will be instruction to go through the proper channels . He will also be invited to a Building & Zoning meeting , along with Dave Pawlowski of the Bristol Plan Commission . The meeting is scheduled for, Monday , March 7 , 1994 at 6 : 30 p .m. 5 . LIQUOR ORDINANCE The amended Liquor Ordinance will affect three areas - 1 . Establishments will be mandated to record any alter- cations , violence , fighting , etc . within 48 hours ; 1 2 . Sales & consumption on City Property will be prohibited except when special permit is issued by City Liquor Control Commissioner' ; 3 . Behavior & conduct that will be prohibited . Number 3 is taken from the N . Aurora & Aurora Ordinances . The general concensus is favorable , but the racy warding was questioned . There will be a vote at the next City Council meeting on February 24 , 1994 . 6 . NEW ORGANIZATIONAL. CHART Alderman Baird stated the chart was far from being ready , and needs aloe more work , but Mayor Kittoe stated he would like to see something drafted by the next City Council meeting so that applications for new positions can be advertised . The 3--Tier Chart would be : Administrator Police Chief Engineer The 2—Tier, Chart woiul.d be : Administrator with everything branching off from there . The 3—Tier Chart was the general concensus . There is also the need ford job descriptions . Alderman Clark stated that the administrator /engineer duties of Mr . Peck need to be broken down . Sample of the advertisement for the papers & Municipal League will also be needed . Alderman Baird set a meeting date for, March 10 , 1994 for a City Council vote , and will have the proposals into the Aldermen ' s boxes for, review by March 8th . 6A VAN EMMON UTILITIES Mayor Kittoe will meet with Mr . Peck in the morning to sign the IEPA Permit. 7 . CITY STATE AGREEMENT -- ROUTE 47 & SOMONAUK ( FAP 326 Mayor Kittoe will be getting together with Attorney Kramer & Mr . Peck regarding the agreement for turn lanes , encroach- ment & no—parking for the traffic signal . 8 . TAX CAP The Kendall County Governmental League is looking into the tax cap , and putting together a questiona.ire to be sent to all. Kendall County taxing bodies to gain feelings of the community . How it will all be implemented will be a large task . 9 . OVERLOT GRADING ORDINANCE The matter was referred to the Next City Council meeting for a vote on February 24 , 1994 . 2 10 . IMRF ORDINANCE Treasurer Huston explained the ordinance , and is the feeling Mayor Kittoe complies with the average 20 hours per week of mayoral duties required for, participation . 11 . TAX FREEZE FOR SENIOR CITIZENS A tax freeze regarding senior citizens on Social Security and those 65 years old or more . If they move into Yorkville , the first year they would pay the assessed taxes , and the taxes would be frozen thereafter . It was suggested to put the matter up for a referendum vote at the next election available . Alderman ,Jones asked that Congressmen be contacted regarding the matter . 12 . HEALTH INSURANCE part time There is one individual who works 40 plus hours with 22 112 hours at the police department , and 20 plus at the library . The question was how it affected the total city hours . The cost of health insurance for the employee if designated full, time by the tonal hours worked would be $400 a year . It was the assumption of the council that when she was hired at the police department , she would no longer work for the library . Chief Graff will be asked for comment when he arrives later, in the meeting . 13 . LIFE INSURANCE There was an increase in the mandatory insurance premium, and increased covet-age . 14 . JANUARY BEECHER BUILDING REPORT Submitted for Review 15 . JANUARY BUDGET TREASURER ' S REPORT- Submitted for Review 16 . DESCRIPTION OF CITY WARDS Administrator Peck was not available at the meeting to report . He will be requested to submit a list of properties both contiguous and not cont.igous to the City that have been annexed . 17 . SIGN IDOT PERMIT FOR TEMPORARY SIGNALIZATION OF SOMONAUK ST . & RT . 47 needs verbal to go ahead - ready next week). . Mr . Peck has spoken with IDOT and everything was in order for the paperwork to be signed . The work will begin on Monday , February 21 , 1994 . 17A - WATER MAIN BREAKS Mayon Kittoe reported there have been aloe of water main br•eaksq recently due to the frost level . 3 18 . EASEMENT AGREEMENT by INLAND The 50 ' easement agreement by Inland for the road going west on their property located at Route 47 & 71 was received . 19 . ANALYSIS OF CANNONBALL TRAIL WATER & SEWER CAPACITY Mayor Kittoe reported the numbers are not completely together for the entire project to date . ADDITIONAL BUSINESS Kendall County is having oriel maps made for the county . Alderman Baird reported that a bill for Scott Hill ' s Architectural. Services was received . He referred the bill to Administrator Peck , and will get together with him in the next week to discuss the bill . He further stated that aL decision on the new city facility needs to be made real soon as material costs are on the rise . He asked if anyone knew the status of the city properties for sale . Mayor Kittoe stated that a letter had been sent to the renters of 701 N . Bridge informing them of the City ' s plans . Mayor, Kittoe stated he would like to see more of the mapping program for the computer that Alderman Baird ha shown them, along with the census track program that is available . Chief Graff stated that his part—time employee at the Police Oepartment has agreed to waive life and health insurance benefits . Alderman Clark stated there may still be a problem with the more than 40 combirred hours . The Library was riot aware until recently that her overtime there was causing a problem. Chief Graff would like to purchase one new squad car before the new fiscal year . He reported that Mr . Peck is using one of their older, czars at this time . Riverview Ford is $400 lower than the state purchase program, but it also costs more to set up the squads since the police package does not fit Fords without alterations . In regards to city vehicles , Alderman Baker stated he would like to sec regular maintenance on all city vehicles not just the Police Squads . Alderman Clark has received a list from Barb Schiller of the intergovernmental association persons , and addresses . Illinois Bell has been contacted , and the district manager is to make a sketch of the central office and where the park- ing places can be places . It will go to Springfield for approval . CA6 will replace hard surface due to the need for moisture in the ground . 4
