1,) Lloyd Yepsen came to discuss the issue of posting a bond or installing a sidealk on his
uQy. He said that Attorney Kramer suggested that posting the money would be
sufficient. Mayor Kittoe said that the City will discuss the issue with Attorney Kramer
and Mr. Yepsen will be notified of the outcome. Don Peck asked Mr. Yepsen if he had
received a letter (dated Sept. 9. 1992) which informed him that the Council voted that
he must install the sidewalk in 30 days or less from the date on the letter. Mr. Yepsen
stated that he had not received the letter. Mayor Kittoe stressed that Attorney Kramer
will be contacted and Mr.Yepsen will be notified of the outcome.
2.) Greg Kraber inquired about the legality of installing a new sign at OJ's Tap. Council is
unsure if this would be in violation of the sign ordinance. Greg Kraber will be
notified when the City finds out about this situation. Mayor Kittoe plans to discuss this
with Attorney Kramer on Monday.
Dick Huston reported that Sept. 30 was the last dayoof "Field Work" for the auditors. A
draft report will be available by the 19th or 20th of October. The Oct. 22 Council Mtg.
will begin at 7:00 p.m. so there is extra time to review the audit. Dick Huston will
contact the auditors to see if they can be present.
4.) Ralph Pfister asked Dick Huston if he could offer suggestions on how to finance the
purchase a new public works building. The building will cost about $800,000-$1,000,000.
Mr. Huston will consider this issue and bring suggestions back to Council. Some
immediate suggestions were getting bonds or loans. Ralph Pfister suggested having a meetin
to discuss the plans for this building. A date was set for October 17, 1992 at 12:00 p.m.
at the Williamsburg. Representatives of both Yorkville banks will be invited, along with
Council members and other City personnel.

5.) Jr. Horton built a house at corner of King and River Sts, and does not believe he should
be required by law to install a sidewalk. Don Peck will have Atty. Kramer write a letter
to Mr. Horton explaining the necessity of installing this sidewalk.-
6.) Don Peck showed the Council the new Comprehensive Plan map he has received. There was
some discussion on boundries and also on various annexations.
7.) Don peck is looking into an exchange of land with Com Ed. They are writing up an
agreement to be given to our attorney.
8.) Don Peck reported that he would like the City to purchase an aluminum shoring to set up
around main breaks (inc. sewer and water mains. ) to insure safety. He will bring this up
at the next Council meeting.
9.) Bob Corwin has offered the City a 20 yr. old used street sweeper for $1,5000. It will
require about $800.00 to $900.00 worth of service. He will bring this up at the next
_10_) Don Peck brought u� the problem with the traffic lights downtown. It was decided that the
lights need to be repaired irrmiediately, and Don Peck will check to find out if IDOT is
responsible for some of the maintenance cost, and if so, how much of the cost
11.) Jack Jones reported that both Sugar Grove and Plainfield have installed stop signs in
similar areas to those which Jack Jones has suggested. He asked for time at the next
committee meeting to discuss the proposed "Stop sign map" he and Don Peck have comprised.
12.) Jack Jones asked to have the stop sign at Church and River Rd removed Alderman Pfister
suggested that this is a rathern dangerous area and this sign is necessary. There was
general agreement that a traffic study is needed for the new areas of town which were not
included in the previous study. Don Peck will find out how much this study would cost.
13.) Chief Graff stressed the necessity of purchasing a computer (estimated to cost within the
budget) He suggested that purchase of a PC could benefit the department in many ways,
including a program called !`The Police Law Institute's Computer-Controlled Legal Training
System'.. Chief Graff will bring in quotes of both the price of individual PCs and leasing
of 0.0=11tpr systems_
l4_) Chief Graff handed out a sarvevZQuestionnaire regarding Hometown Days. People in the City
will be asked to fill this survey out when paying their water bill this month.
15.) For the Oct.. 5 Pro-Life rally, the State will provide 4 troopers, Oswego will provide 2,
Plano,l, and the Sheriff 2. Those involved have been informed of the laws that need to bE

accounts while attending the Municipal League Convention: Expense sheets will he
passed out to those who will attend.
17.) Bob Johnson asked which committees he will be on. He was told he would be on Public
Property and Buildings Streets and Alleys, Chair - Health and Sans .ati c,n, and School
Board Rep. -
18 ) Jack Jones reported that Michelle Yonkus would be interesting in serving on the T,ibrary
Board. Mayor Kittoe said that another resignation was turned in. so now another board
member is needed.
19.) Mayor Kittoe asked what the city usually pays for repair of sidewalks. He was advised
_ that it ususally covers 50% of the cost, leaving 50% for the homeowner. Mayor Kittoe
will relay this to the homewoner who asked about this and ask her to gather estimates.
20.) At the recent annexation meeting, there was- discussion concerning extending sewer arld
water lines from Fox Rd. to Rt. 71 and Rt. 47 intersection.
21.) Alderman Baird reported that Jack Purcell would like for the City to purchase the ponds in
. Countryside Center for $2Q,000. Mr. Pfister reported that the City was once offered this
land for no charge and turned it down.
22.) Bob Fey reported that the restaurant downtown seems to be building a cocktail lounge,
which would be a violation of the presently held liquor license.
