Ellertson OTHERS Don Peck, Dave Scharenberg, Patricia Mil r, DISCUSSION ( IDENTIFY BY NUMBER) 1.) Dave Scharenberg, President of the Tri-County Chapter of Viet Now, came to request pemission to sell flaLzs at the intersection of Rt 47 and Rt 34 on Sept 19, 1992 between the hours of 9:30 a.m. and 2:00 p.m. It was decided taht he should present this information to the Police Dept. and permission will be granted 2.) Patricia Miller came to inform Council that on Oct. 4 between the approximate hours of 2-4 P.m. there will be a "Fox Valley South Life Chain"; a Christian Witness against abortion. at Rt �4 and Rt 47• Council will be informed by next week of the legality/ liability/etc. regarding this issue. 3.) Mr. Huston, City Trea.suruer, sent Council a memo stating that the first payout on the revolving loan has been received by the City. This check was in the amount of $107,154.00 Now payment must be made to Richardson Mueller in the amount : of $66,957.24. 4.) Don Peck will bring a plan for the SW Interceptor Sewer at the annexation meeting next Tuesday. 5.) Bill BaIrd handed out a revised Personnel Policies Manual Council members will take it _home for rpvi pw and hri ng i i any que'sti ons, them 'g-rp next week 6.) There was discussion regarding the employee manual. Cost-of-living and merit wages were discussed. These will be discussed further in full Council next week. 7.) On Sunday morning at 7.00 a.m. the Mavor requested help of Council members to move/arrange flower pots downtown ��11 Peck reported to Council that Llovd Yepsen still has not installed the necessary sidewalk on his property. Mr. Peck has written a letter to Mr. Yepsen which states-a date by which the sidewalk must be installed. If the sidewalk is not installed by this date, daily assessments will be made. Don Peck passed out a sheet with "Recommendations from Building Department." Mayor Kittoe asked Don to get copies of Plano's and Oswego's building permit regulations. Don will bring up the recommended changes again in a couple of weeks. 12.) Don Peck reported that it is necessary to construct an inlet and storm sewer between Prairie Park and Prairie Lands subdivisions. Don Peck will talk to Dan regarding who is responsible for the construction. 13.) Pat Clark informed Council that Dean Fisher was asked to attend the Planning Commission meeting last night to pick-up a list of concerns from people in Countryside regarding the Fisher property. Mr. Fisher attended the meeting, but the list was not made available to him. Therefore, Dean Fisher is scheduled on the agenda for the Oct. 21 meeting. 14.) Bob Fey suggested that the storm sewer/dra.iniage basin between Park St. and Somonauk St. has heen flooding re e l y_ Don Peck report .d that he h n al reaj 4 looked into thi s problem and will continue to look for a solution. 15) Don Peck uF-gested that if IDOT will not pay for improvements on Rt. 47, then the City shouls seek to install stoplights at Spring St. and at Fox Rd. Discussion followed, but no ; definite opinions were given. 16.) Bill Baird asked Don Peck which streets will be redone by the end of thia fiscal year. Don mentioned State St. , Adrian, Kendall Dr. , Strawberry , and Somonauk. 17.) Chief Graff informed Council of the upcoming Crop Walk (Sat. , Sept. 19) and distributed maps of the walk. 18.) Cheef Graff handed out Drug Law booklets that the police have been distributing throught the schools. 19.) Chief Graff told Council that there will be a Gang Awareness Seminar on Nov. 2, 1992 at Cross Lutheran. 20.) Chief Graff handed out an "Alcohol and Drug Initiative" proposal abstract which proposes continuing the substance abuse/intervention program that was initiated last year. 21.) Bliss & Knight, surveyed the police department. They recommended an update of the Use of Force Policy, and also defensive driving classes.
