DISCUSSION ( IDENTIFY BY NUMBER)
1.) On behalf of the Ad-Hoc Committee for Parkview, Ralph Pfister asked each alderman to give
h;s er. Qpjn;nn regarding the possible restoration of Parkview. Everyone present including
Chief Graff and Mayor Kittoe commented that the idea of using Parkview as a City Building
is not promising and does not fit into our city plan at the present time. Mr. Pfister
will convey this consensus to the school board at next week's meeting. The possibility
of constructing a new building will be discussed in_the future.
2_) Rill Baird gave a short demonstration of a computer disk which is used for devising city
mans. The disk costs $300.00. Alderman Baird will bring information in the future re-
garding this system and also the possibility of using a cartologist group.from NIU to make
the maps.
3.) An IBM representative will be here July 30 for a demonstration of possible computer system
installation.
4.) It was noted that the city was overcharged by TM the past year. Delene Drew estimated that
the city will be refunded approximately $1,800.00.
5.) Dan Kramer stated that he believes that TM does not have the right to charge extra for
appliances which contain a high amount of CFCs. He recommended inviting a TCD representati�
for the July 30 meeting for discussion of the mattter.
-6..) There will be a Personnel Committee Meeting next Monday. Members will be notified of the
time the meeting will begin.
7� Alderman Jones recommended awarding plaques to the two water operators who have upgraded
their licenses. He will bring this recommendation to Council next week.

9.) Mayor Kittoe notified Council of the recent passim of Mrs. Huston, Dick Huston's wife.
A visitation will be held from 4-8 p.m. on Friday, July 17 at the funeral have in

10.) Don Peck suggested hiring a firm to perform a two-phase ATS Canputerized Comprehensive
Leak Detection and Location Survey. He will bring this proposal to Council next week.
11.) By the second meeting in August, the annexation of K & K Well Drilling should be ready to
complete.
12.) Mr. Kramer explained that Mr. Sanderson (owner of property where Wholesale Tire is located)
was unhappy with the location of the new building that the bowling alley is constructing.
Mr. Peck assured Mr. Sanderson that the Council was not aware that this was the planned
location of the building.
13.) Alderman Fey asked Mr. Kramer about the possibility of shortening the contract that the
City has with Commonwealth Edison. The present contract is for 58 years with a - year
cancellation provision. Pte. Kramer will look into the matter and return to committee with
further information.
14.) Pat Clark asked about the Midas Muffler Shop that the Fishers are putting in. They will
be required to bring in the EPA annually to provide a safety check report for the City,
rather than making it the City's responsibility.
15.) Dan Kramer reported that althoughthe levy need not be completed until December he would
_ still like to work on it in August or September.
16.) The paving of the east 200 ft. of Washington St. will cost about $1,900.00.
17.) Don Peck showed a drawing of the additional parking that will be installed at the Beecher
Center. The City's cost will be approximately $6000.00. The total cost is about $30,000.01
The proposal will be brought to the Council next week for approval.
18.) On August 3, the railroad company will be replacing the track in/near downtown Yorkville.
Excavating will begin August 10 and replacement of the ballast will begin August 17.
It is probable that Morgan St. will be the only intersection open west of Rt. 47 for this
three week period.

19.) Ralph Pfister reported that there have been complaints from Olsen St. residents that
the street is in great need of repair. This area of town will be concentrated on in the
future.
20.) The topic of allowing other communities to borrow equipment such as sewer jets, etc.
was discussed. Don Peck will check with Mr. Kramer regarding the liability to the City
under such conditions.
21.) Commlittee is in general agreement that the City should pay the $895.00 clean-up and loss
cost for damage at Leonard Stemmet's home. The damage was due to a sewer main back-up.
Council will vote on this next week.
22_) Tlily 28 at 7:00 B.m. there is a meeting at YNB for the Chamber of Commerce, the City,
and the downtown business owners. The topice will be "beautification" of the downtown
area.
23.) Jack Jones has reported that a citizen in Ward 1 has persistantly asked for installation
of Children Playing signs on Spring St., McHugh Rd.., and Main St. Don Peck explained
the disonance between having warning signs such as these on a main thoroughfar.
24.) Motion to adiourn to Executive to consider information regarding appointment, employment,
or dismissal of an empjoyee or officer. (10:15 p.m.)
25.) Delene Drew suggested making a change to the master insurance plan which would change the
90 day waiting period to the lst of the month after 90 days to avoid paying a full month
for a partial month coverage.
26.) Bill Baird will set up a joint meeting with Council members and the employees of the
Beecher Center. They have mentioned many complaints to Mr. Baird regarding.condition
of the building and other topics.
27.) There will be a meeting within the next 10 days to discuss the City Council's offer t1t
to the Collective Bargain Unit.
28.) Chief Graff expressed concern that there is confusion among the citizens between the
Yorkville Professional Policeman's Assocation and the Yorkville Police Department. He
will speak on WSPY tomorrow to inform citizens that although the Association is soliciting
funds for a children's safety booklet, some of the funds will go toward the unit's legal
fees.
29.,) Elmhurst Bike Race will come through Yorkville July 26th.
30.) Chief Graff will ask for Alderman to -"host" a "meet-your neighbor" night on August 4 from
8-10 p.m. He asked for volunteers by the next committee meeting. McDonalds will promote
