. DISCUSSION ( IDENTIFY BY NUMBER)
1) Bob Lee, Robert E. Lee Builders, distributed sketches of a proposed annexation
and special use permit that he will be submitting short. He will be request-
ing R-1 Special Use for a golf driving range. The front portion of the property
located south of his existing commercial building is now in the City and
_properly zoned; however the request will be for the west 10 acres, or back
Portion. Pfister asked about fencing, Lee stated it will be more than adequate.
Jones questioned sales tax revenue. Since this is a service-type business,
the tax revenue will be minimal. Jahp asked about the traffic flow. Lee
stated Route 47 access has yet to be applied for and the access will be just
north of the present Beaver Street. Pfister stated annexation to the Sanitary
District needs to be applied for. A formal proposal will be submitted and
all these issues recognized.
2) Attorney Kramer stated the Title Company is doing research on the present
building.
3) Kramer stated in regard to White Oaks, the Commerce Commission and the Railroad
are requesting the City pass an Ordinance to accept the street. The Developers
will give the City a letter of credit. Dan will prepare the Ordinance for
the next meeting.

4) Re: Farm Bureau Bill. Kramer said they would settle for $1,500 for Total
Release. Fey asked if the sewer is blocked from backing up. He felt it
was not the City's liability. It was unanimous that the City stick to the
original offer of $1,100 and directed Kramer to get back to the Farm Bureau
with that offer.
5) Re: : Annexation. Kramer stated the Print Shop on the north side of town
on Route 34, would like to annex to the City. They would like the same benefits
as the other annexations in that area. The sanitary fee would apply.
6) Re: Annexations. The Bowling Alley would like to come into the City voluntar-
ily. The City utility tax would apply and they are a high user of utilities;
therefore they would like a rebate on the tax for a limited time. A check
for that rebate would be issued on a rebate basis. Bown thought 1 year to
allow them to get back on their feet would be adequate. Jahp suggested no
rebate at this time. Kramer will draft a new annexation agreement without
the tax rebate offer.
7) Re: Schultz claim. $7,500 is the City cost.
8) Kramer stated Ron Dietrich and his lawyer requested a meeting with him to
request to be restored to his Sergeant's rank. Dietrich would like a letter
from the Countil before the new Chief is appointed. Kramer recommended to clean up
previously approved Ordinance to make things perfectly clear. This
matter will be brought up at the next meeting.
9) Kittoe read a letter sent by the City to 3 Sanders Court homeowners requesting
the sidewalks be installed. Jones will explain to the 3 homeowners whose
responsibility the sidewalk installation falls on. The City pays for 50
percent on replacement only. The builder normally installs the original
sidewalk.

10) Re: Street lights on Leisure Street in Conover Subdivision. They are
not up yet. Kramer will send a letter.
11) The burnt garage - November 15th.
12) Baird stated he was approached by Dr. Koch, owner of Champion horse, re-
questing permission to rent the Beecher building for a banquet with the
horse inside the building. After much discussion, Delene made mention
that no animals are allowed in the Beecher building. It was unanimously
agreed that no animals be allowed in the building. A letter will be sent
to the Yorkville Kennel Club to that regard. The Recreation Association
will also be informed.

14) Peck. The extra storm sewer on Spring Street will be completed by Friday.
The street will have compacted rock topping until asphalting can be done,
depending on the weather, possibly in the spring. The curbing will be completed
now. Clark questioned snow removal, Peck assured her it would be no problem.
Jahp suggested a letter be sent to the homeowners informing them of whats

15) Peck sent IDOT a letter regarding the drainage on Route 47. He requested
to meet with IDOT on site.
16) Peck is recommending to Council to terminate South Main Street. Amongst other
problems, the culvert is in a high spot and not acceptable.
17) Peck stated that in Newark there is available a 1981 Vac-Hoe Street Sweeper.
with 2000 miles on it for $4,900. Storage would be a problem. In the past
the City has leased a street sweeper from other. villages. Jahp asked what
happens when streets are not cleaned. Peck replied that catch basins fill
up rapidly. Peck will obtain more details but }little interest was shown.
18) Peck - Ordinances for Codification Plan for the City. Kramer and Bown will
get together to see what Ordinances are needed.
19) Master Plan for the City. Peck will get back to Council after further study.
20) Peck - Water Study Rate. there has been no water break in over a week. Peck
will continue the study in his normal work. Pfister asked if water bonds
are close to retirement. Delene will check.
21) Peck - TCD Recycle program. Some towns in our area are using the blue bags
and several people have shown concern that the City has no active program.
Bown read an article about the small amount of impact recycling has and would
prefer no mandatory charge to the residents.
23) Chief Sibenaller is checking into the Policy and Procedures.

24) Chief Sibenaller will not test for Sergeants, but wait for Council's decision
on Dietrich.
25) Bown - November 20th is a meeting with the Council and the Plan Comission
at the County Building - 2nd floor.
26) Fey - Kramer received information from the University of Illinois on Economic
Development video tapes for $9+.00 a set and requested authorization to purchase
them. It was agreed and Fey will send the order in.
27) Fey Heard about a cave-in on McHugh Road near Martin. Peck will check it out.
28) Pfister - Intergovernmental Agreement re: J.U.L.I.E. Pfister will get something
made out and give to Peck.
29) Jones - re: Revolving Loan. Kramer was checking with Moreno but has had no
call back. Pfister understands that money will be available in January.
30) Jones - re: End of Worsley Street. Apparently it has been dedicated to the City,
but its not a 60' Street. Bown feels because we plow it, even though the City
has never accepted it, this could be a problem. Kittoe is checking to see if its
a City Street and feels that nothing should be done until we know for sure.
