l) Yorkville Rep. of Area Tourism Council offered comments on Hotel lax & also
annexation of Sunset Motel. Explained Tourism Guide and how businesses can
participate. He highlighted benefit of the new co-op ad program — 40,000 conies --

2) Don explained problem with NI Gas with standard pine vs. elastic that they now want

arise such as explosions. Bob Davidson commented on static electricity causing

4) RE: Farm Bureau issue; Kramer said the problem has existed for quite a
while and liability for the City is questionable. Pfister said a policy
needs to be established to handle similar issues. Reimbursement agreed
upon was 12,000 from the City (originally they asked for X3,100) . Bown
thinks we should pay no more than a third. Opinion is that backup was
caused from connection problem and that the City already paid for removing
a blockage problem. Kramer said only make an offer of settlement only if
they can agree to a full release. Pfister also said we need an assurance
that the nroblemr_will be corrected.
Barna - commented on rise in crime directly related to drugs. Spoke on
Task Force operation for 1992. State would bring in supervisor for the
force,a car and "bust" money; he cited importance of being, connected to
such an operation expecially for a Kendall County Task Force. Key issue
in commiting an officer to service. Yorkville is now doing nothing to
actually fight drugs and related crimes. We would need to hire an entry
level officer so a senior officer could be part of the Force. Jahn wants
a cost breakdown on paper.. Bown asked who is committed now -- Barna said
Oswego, Plano, Kendall County Sheriffs Dept. Will think about it for next
meeting.
Barna - Brought up Chamber of Commerce comment that they were not happy
with the Police Department. Barna's allegation is that an Alderman said
the dept is out of control. Discussion followed on plus & minus efforts
of the Police Department. Point was also made on proper procedure to be
followed when a question on discrepancy advises & the importance of
letting the Chief do his job. Jones wants a list of concerns written to
give to Chief Barna and he will respond.
7) Clark - presented resolutions pertinent to the Police Dept. that need to be
revised. Also the employee manuals revisions were briefly discussed. Ton
was akked to get a committee of employees to present proposed changes.
8) Clark - needs issues related (Police) to part-time employees, why 10 hour
rather than 8 hour shifts. Issue of bringing in extra officers could be
outside insurance guidelines. RE: Calverts month & another individuals
back pay -- she thinks this kind of issue to be public. Kramer said back
pay issue could be handled but the issue is not to lock the Council into
Policy precedent of letting a department head make non-policy decisions.
9) Baird - one computer at the city office is nearly used all of the available
file. mayor Kittoe said the motion had been made and annroved for fund .
necessary additions. Delene said we already had q quote on doing the update.
She & Bill will check.
*8) Kramer will check into liability insurance situation relative to recalling
employees not currently listed in the payroll files.

10) Clark - asked about the dollar value put on the upgraded licenses. Bown
said he thinks there is a scale for additional compensation after attaining
educational levels. Minutes need to be checked to see what the newest
decisions were. Pfister said a package for certified persons or those
upgrading their license should be provided as an incentive.
11 ) Tnnes - City Stickers - how does it relate to this year" Still enforce
collections on this year's purchases. Also said we need an alternative to
compensate for the loss that will be experienced by eliminating the stickers.
1 ) jLhp - Fmloyee manual needs something specific on work/corm.
Water -- Sewer Billing -- suggests thinking about monthly billing Pfister said
there will be clot of consideration before doing so.
RF,: Rail wreck in Bristol. Our present plan for handling this type of
situation is poor and we need to update.
1�) Don - asked that we keep a professional tone and language during our meetings.
14) Bown - any reports on recent fish death cause? Barna said no definite report
has been porovided by the EPA. He will keep working on it
15) Fev - Concern w/burned out garage on Ridge St; Mayor Kittoe will talk to Dan
Kramer on this.
RE: Annexations -- wants to know what properties are still to be annexed and
should we proceed with forced annexation.
