1) Don Young expressed concern regarding the necessary restoration of the sanitary &
storm lines
solution to this problem. negotiate a
2) Mr. Young also asked committee to look into cost of installing a street light (near
Sheriff Randall's house) to increase lighting for safety of passerbys. Costs will be
looked into.
3) Kathy Higgins showed pictures of her flooded apartment and provided a list of damages
and asked for reimbursement. Issue tabled until May 16th meeting.
4) Discussion onthe vacant Claridge property - cost $75,000 for city to buy. Alternatives
condemnation, appraisals. As committee does not wish to buy, a
committee will be formed (Mr. Pfister, Mrs. Clark, Mr. Kittoe & Mr. Baird) to deal with
5) Stark property - committee agrees to trade 33 acres +$17,000 for about 4 acres near
Landmark.
6) Bid by Layne Western to improve Well #3 at $52,000 base + $10,866 alternate cost.
Council okays the beginning steps to be taken under Fran's supervision.
7) Discussion about intergovernmental agreement between IDOT and city to continue use "
of park at dam.
8) Parking on Beecher grass - ordinance needs to be drawn up and amount of fine needs to
be decided.
9) Recommended by Pfister for city to cover water costs on Jackson Street. enera
approval by Committee.

6) - Move to take to council - by Jahp - 2nd by Bown —Motion carries unanimously.
7) - Unanimous approval to take to council as recommended by Mayor Davidson.
8) - Move by Bown to charge $50/offense for driving on grass. Motion amended to
$25.00 fine - 2nd by Pfister. Carries unanimous y to a e o coun .
DISCUSSION
19) Trade-off debts between city and library - library will forgive property tax tlevy
that wasn't paid by city and city will forgive past library debts that accumulated up
to 1989/90.
11) Mr. Huston reported information on the insurance companies that committee recommended.
Regular committee meeting will be held April 30, during which interviews of Sikich &
Gardner and Pandolfi, Topolski & Weiss, will be held.
12) Yorkville Body Shop asks for committee views on the shop petitioning for a variance
in order to build a bathroom facility behind the building and to rezone the property from
B-2 to B-4. Committee agrees to look favorably upon the petition.
13) Date for joint school board and council meeting will be May 14 at 7:00 at Williamsburg.
14) Recommendation to pay $5000 remaining balance for traffic signal at Cannonball Trail &
Route 34.
15) Recommendation for Mr. Kramer to bring to council a cost regarding the transitional
development (impact) fee.
REEOMMENDATIONS
10) Recomendation to take to council carries w/2 votes against this proposal.
