DISCUSSION (Identified by Number)
1) Conovers - Need to get EPA permits going. Mayor wants authority to sign EPA Permits
and then have action ratified by Council.
2) Conover property on Route 34 - Question on lots that were zoned to Residential -
now want 3 lots back to office (at this time only a preliminary question to get
feeling from Council) .
3) Fran Klaas - Mutual Ground Organization wants to have city waive rental fee of use
of Dailey Room at the Beecher Center for one day seminar.
4) Fran - Proposed having Luanne's daughter do volunteer office work for 2 months or
so to aid in her rehabilitation program.
5) Comprehensive Plan - Clarage range was $3400-4400 and Council voted down last
presentation on update. Discussion followed on pros and cons of City Planner
functions and what it would cost to start over. Jahp & Fahrlander would like to
see hourly summary.
6) Fran - Computer system maintenance contract - $1160 per year (on site service) .
Alternative is take-in service or contract only on main computer and printer. $935
would cover all but tape backup.
7) Soften Water at Beecher Building - Small unit only $1210 (to dishwasher only) ;
Do entire system for $1900. Options - a new dishwasher w/built-in softener. Fran
will get a quote and also find out average life cycle.
8) Diederich - Computer question discussed. Fey will have answer so Council can vote
on this issue next Thursday.
RECOMMENDATIONS (Identify by Same Number as Above)
1) Pfister made motion to allow Mayor & Clerk to sign EPA permits/Bown seconded.
2) Council feelings favorable.
3) Pfister/Small motion & second; all in favor to recommend fee waiver.
4) Council feels 30 day authorization OK; check w/Kramer on legality.
5) Small moved to go ahead with proposal, Bown 2nd t accept quote. Voting "NO" were
Jahp, Fey, Fahrlander & Pfister;- Voting "YES" were Small, Bown, & Clark.
6) Go with $935 coverage - 6 yes, 1 no.

9) Mayor - a. January 31, 1991 - Go over budget.
b. Well contract - still not completed.
c. Discussed radium situation & dates involved in complaince.
d. Discu-sed possibility of running sewer &water under river.
Pride Gas Station wants to design & make a flag of Yorkville to display. Suggest
giving project to Chamber of Commerce.
Discussion on upcoming street repairs (State, Spring & some side Streets,
Countryside Center, Hydraulic) .
Well #3 - Brought up question on pump repair to replace what's in now.
Well #2 - Has been sealed.
Discussed project to install meters to give data on sewer line flow; start with
4 key points & survey problem areas. Briefly talked about the "generator"
situation w/Bob Fey.
10) Hours at dam need to be changed - must show sunrise to dusk & closed after dusk.
Needs Council action & ordinance.
11) Bown - house that was burned - owner received offer to purchase & turned down. Fey said
2nd offer has been made.
12) Fahrlander - Health Insurance - Deductible raised? - Mayor said no change was
effected.
13) Waste Hauler - Mayor has new 5 yr. contract to present to Council before February.
14) Jahp - next Library Meeting - the 14th.
