0 DISCUSSION ( IDENTIFY BY NUMBER)
(1) - POWERS CT. property in Countryside - Klaas said 15 years ago it was high density;
then was resubdivided into 8 lots - 3 R-4 & 5 R-3(proposed to be 5 duplex lots) . `Question
is - can someone buy 3 lots only and put up 6-unit stucture as density would be allowable.
However, it is legally 3 seperate lots and would replatting be necessary. Davidson asked
about planned structure; Mr. Auten said there would be a basement and garages. Need
legal opinion on splitting lots. Davidson asked if Council would favor the structure
planned (units would have own drive & garage) .
(2) - Mr. HOLLAND stated that he was in violation of city sign ordinance as indicated in
letter received from Fran Klaas; he has plans for an awning also showing name of business &
which will also be in violation & wants to know what he can do. Canopy "sign" will be
47 sq. ft. Larry Small said the ordinance should be reviewed and then strictly adhered to
and noted other existing violations. Pfister thought the ordinance should be followed.
Jahp said awning should be ok; he thinks making him paint over is not good, let them wear out.
Bown agrees with Jahp and would like legal clarification of specific wording of
ordinance. Fey - OK on east sign & awning. Clark - leave signs until worn off & paint
over; also see that people are informed when they first come in. Davidson - maybe a
written agreement w/Holland. Klaas suggested addendum to the annexation agreement. Pfister
noted that a variance would have to address both painted on wall signs and total square foot
coverage.
(3) - PFISTER - EPA Sewer Permit for same area - need to secure A/0
ORECOMMENDATIONS ( IDENTIFY BY SAME NUMBER AS ABOVE)
_(1) 6-Unit structure as proposed - 4 yes, 2 not in favor. Legal Opinion required to say
if units could be sold seperately.
(2) Davidson will ask Kramer for legal opinion on what can be done regarding side &
back signs. Mr. Holland can get a permit & proceed with canopy.

(4) - SIGN ON OV S BUILDING - Davidson will talk to Kramer on that, also.
(5) - PLAN COMMISSION recommentation to create special zoning for green area or open
space. Davidson said Kramer indicated other cities were doing so. Bown thought
perhaps restrictions could also be imposed. Davidson asked if we should ask
city attorney to draft ordinance or does it need further research.
(6) - Discussion on Jones Cable situation.
(7) - Davidson wants to invite Yorkville football team to dinner at Williamsburg
(courtesy of the City) - cost will be over $1000.
(8) - Police Computer Study Recommendation - Discussed software & printer as well as
features of systems being considered. Decided that further research was
needed for clarification of necessary options and costs. Price as is would go
over budget amount.
(9) - Squad Car - 1991 Chevy Caprice - need to check out light bar & care to be
replaced has 64,000 miles. This would be squad for Diederich. Fey not in
favor of recommending purxhase without further discussion.
(10)- Klaas - Baxter & Woodman report reflects need for resolution regarding exclusion
of Scout Camp in sanitary district.
Davidson reviewed the concerns with the possibility of the Montgomery development
effect on Yorkville community, but lack of financial support provided in form of
Impact Fees, etc. , Also stressed importance of taking steps to protect our
interests (sanitary plant boundaries, etc.) . Suggested drafting letter to state
our intent to service area in question. Ralph will call state & get guidelines
& bring letter back to committee.
(11)- Klaas - "Water Supply Operator Class" - He wants himself and one employee to
attend a 15 week course; preparation for taking water license test. Need recom-
mendation to send to class & to use city vehicle.
(12) - Davidson brought up letter from coronor regarding drowning incident & asking
for lifting park closing at dusk. Suggestion was for signs closing park from
dusk to dawn. Get legal opinion from Dan Kramer. Also contact state for their
action.
Discussion by committee members in street light & water problems during recent
storm. Also on problem with water for neibhbors of church in countryside.
RE: Codification - will discuss when Dan is present.
(13) - DAvidson asked to consider swap of present 3 acres on Walnut St. for 3 acres
behind car wash - future possibility for city facility.
RECOMMENDATIONS
(5) - Davidson will ask Kramer to draft ordinance for presentation to Council.
(7) - Proceed with plans for recofnition dinner for football team - all in favor.
(9) Fey will discuss w/Diederich & bring back on the 6th
(11) - Present at council re: sending "Water Supply Operator Class" attendees &
authorize to use city vehicle.
(13) - Mayor has ok to open discussion with Mrs. Stark. All in favor. (Pfister has
problem with being located behind car wash.) .
