GENERAL
Mayor Davidson introduced Mr. Verlin Akers as his selection for
Alderman in the 3rd ward. The vacant seat arose when former
Alderman, Jim Hayden, was transferred to Denver, Colorado. Mayor
Davidson will formally appoint Mr. Akers as Alderman of the 3rd
Ward at the next City Council Meeting on August 23, 1990.
LIBRARY
Mary Pat Storm representing the Library Board presented a request
to the committee to reduce the number of members on the Library
Board from 9 to 7. The reduction is requested for several
reasons, namely the difficulty in obtaining a consensus of
opinion with the current large number of members and also the
difficulty in obtaining a quorum for each meeting. Mr. Jahp
agreed with the proposed reduction and will present the proposal
to City Council at the next meeting.
Librarian Pam Murphy has received quotes to complete some minor
repairs on the Library Building. Since City of Yorkville has
budgeted $3000 out of the General Fund for repairs to the
Library, this work is authorized. In addition, Ms Murphy has
been authorized to obtain quotes for restaining the exterior of
the building.
BEECHER BUILDING
Several representatives of Senior Services attended the committee
meeting to again express their concern about the growing needs of
their group and the inadequacies of their present office in the
Beecher Building- They suggested the possibility of adding on to
Beecher Building at a cost of approximately $50/Sq. Ft. Mayor
Davidson felt that an addition would only add to the aesthetic
and maintenance problems already being experienced. As fast as

Yorkville is growing, the addition may also become inadequate
withing just a few years. The mayor suggested looking at
additional office space along the inside west wall of the Perkins
Rm. Further investigation into the cost and layout of the
required 600 Sq. Ft. offices will be obtained by Senior Services.
POLICE
Chief Diederich requested that speed limit signs be installed on
McHugh Rd. and also on Walnut St. Chief also requested trimming
trees north of the intersection of McHugh Rd. and Spring St.
With the resignation of officer William Perkins, a question
regarding his base salary has arisen. Since only 1 member of the
former negotiation committee was in attendance, this matter will
be referred to the next committee meeting for further discussion.
A policy for handling sick days and floating holidays for
employees who work 10 hour shifts was again discussed. Since
previous committee minutes did not shed any light on this matter,
further investigation will be necessary.
STREETS
Mike McCurdy, a Yorkville resident living on East Washington St. ,
requested that the City consider resurfacing the dead end portion
of E. Washington. The rest of Washington St. had been resurfaced
several years ago, but not the block he lives on. This portion
of the street is in very bad condition. Committee indicated they
would consider resurfacing after determining the status of our
street maintenance fund.
After being notified by IDOT that they had failed to publish the
City's MFT program in the State Bulletin, Yorkville has decided
to pay for the Dolph and Bristol Ave. improvements from our own
General Fund. Proper notice was given in Kendall County Record,
so the bid opening was legal. Money is available in the Street
Maintenance Fund because the reconstruction of State St. has been
postponed pending point repairs to the sanitary sewer.
WATER
Mr. Klaas requested that Mayor Davidson be authorized to sign an
I .E.P.A. permit for extension of an 8" water main on Jackson St.
This action can be ratified at the next City Council Meeting.
The water main extension will loop 2 existing mains and allow for
future extension when Prairie Park Subdivision is developed.
Cost of the main will be recaptured from individual hookups of
Jackson St. residents.

Instead of contracting the Jackson St. water main improvements
at the budgeted $35,000, it is now the intention of the Public
Works Department to do the work themselves. Quotes for materials
are expected to be near the $13,000 mark.
Committee recommended expenditure of $1100 for steel doors and
$4000 for new windows at pumphouse #3.
SEWER
Roberta Peterson sewer is apparently a septic tank and field.
She has been paying City and Sanitary District sewer fees for
many years. Committee recommended returning these fees to Ms
Peterson. City and homeowner will investigate the possibility of
hooking up to City sewer.
CITY BUILDINGS
Discussed the growing need for additional space at the water
tower offices. Contemplated the construction of an entire new
building or an addition to the existing structure. Mayor
Davidson instructed City Engineer to obtain quotes for the 2
alternatives.
Discussed the construction of an open-air shed for the storage of
salt, chips, cold mix, aggregates, etc. This would allow for
extra storage room in the existing salt shed. Price quotes will
also be obtained for construction of such a structure.
FINANCE
Committee recommended purchase of a backup power supply for
computer at a cost of $588. Also recommended purchase of
additional hard drive for computer at a cost below $900.
Alderman Fey opened discussion on the possible reduction of
Yorkville's Utility Tax. He felt it would be appropriate to
reduce the Tax. Mayor Davidson stated that we might be better
off leaving the Utility Tax in place as an alternative to raising
property taxes. There was also concern about giving the senior
citizens in the community a break on utility taxes. Mr. Akers
suggested that we contact the utility companies to see if a
senior citizen discount could be arranged through them.
