YES(Date: - - ) U NQ MEMBERS ABSENT Time Convened: 01 Time Adjourned: r)y Y)W OTHER PARTICIPANTS PARADE RULES Tom Lindbloom and Robert Fleckinger representing the Bristol Kendall Fire Department attended the meeting at the request of the Mayor. The Fire Department feels that as organizers of the 4th of July parade, they have the right to enact reasonable rules without making it a City Council issue. Mayor Davidson stated that there are always dangers at a parade, not so much from throwing candy , but more from the distance between floats or vehicles and the narrow streets. The mayor also pointed out that since the parade is a community activity and since the City of Yorkville does pay extra premium for insurance due to the parade, the rules for the parade should then be coordinated through the City Council . It was agreed that the Council would like discuss this issue further during the next 6 months. WATER Mr. Klaas discussed the need for new chlorine room doors at both well locations. The existing doors have deteriorated badly. New fiberglas doors with proper locking equipment would cost nearly $1200 each. Steel doors should cost only about half as much as fiberglas. Quotes will be obtained for new steel doors. Also discussed was the need for a chlorine gas detector at well #3 downtown. Committee authorized purchase of a gas detector at an estimated cost of $1500. Status of the Hanson well property was discussed . Hanson 's legal representation will be contacted . Information will be brought back to the next council meeting. 1 STREETS & ALLEYS Two quotes were obtained to remove a large tree at the intersection of Van Emmon and Adams. After verifying that the tree is on City Right-Of-Way , it will be removed for the low quote of $1400. Sidewalk at 102 E. Washington will be replaced by the homeowner. City agrees to pay 50% of the costs through the sidewalk replacement program. Mr. Klaas requested that the City Council again consider contracting someone to sweep the curbed streets in Yorkville. This action would be taken to prevent build up of mud and stone chips in the City ' s storm sewer system. Quotes will be obtained for street sweeping and the information will be brought back to committee. Hometown Award Signs will be placed at the intersection of Rtes. 71 & 47 and at the west corporated limits on Rte. 34. SANITARY SEWER A relatively large bill is forthcoming for replacement of a sewer service at 109 Palmer Ct. in Countryside Subdivision. The entire service within the limits of the Right-of-Way was flowing the wrong way causing continual backups into the homeowner' s base- ment. A new manhole was installed on E. Orange St. to accomodate 2 drop services ( Zeiter' s and Service Master) and a future extension to the south serving businesses along Rte. 47. Due to severe hydraulic pressure, additional work was required by Midwest Utilities to pressure grout the structure. Several bills will show up on future bill lists. CITIZEN INPUT Tom Schifflegger presented a drawing of a 1 .07 acre tract located on the west side of Bristol Avenue. He would like to rezone the parcel from R-2 to R-3 to accomodate 2 duplexes. Mayor Davidson suggested that instead of requesting straight R-3 zoning, the Plan Commission and City Council might look more favorably on R-3 PUD zoning. This would limit the development to just 2 duplexes and prevent a higher density development if the property were sold. In any case, the petition must go to public hearing and Plan Commission since it involves rezoning . Details will be addressed when the petition formally comes back to City Council . Jack Jones requested that the intersection of Spring St. and McHugh Rd . be made a 4-way stop. He lives on McHugh Rd. between Spring St. and E. Main St. According to Mr. Jones, traffic on McHugh Rd . goes very fast and is a danger to children. Mr. Fey stated that stop signs are installed to control dangerous 2 intersections while speed limit signs are the mechanism to control speed . Mayor Davidson stated that he was aware of speeding on McHugh Rd . and felt that through enforcement by Yorkville Police Department, the problem might be reduced. He also indicated that a traffic study will be conducted in the future to see if stop signs are warranted at the intersection. He asked Mr. Jones to give the City 90-120 days to study the problem. 3
