HELD AT THE KENDALL COUNTY BOARD ROOM
DECEMBER 16, 1992 7:00 P.M.
The December meeting of the Plan Commission was called to order by Chairman Harold
Feltz with the following members in attendance:
Harold Feltz, George Stewart, Don Ament, Lawrence Langland, Michael Crouch
Kevin Collman, Buck Kolkkneyer; Bob Davidson
Absent: Clarence Holdiman, Sandra Adams, Tom Lindbloom; Anne Lucietto
Others Present: Attorney Dan Kramer, James Clarage, Mayor Ken Kittoe,
Alderman Bill Baird, Alderman Pat Clark, Don Peck and
interested citizens as listed on the sign-in sheet
on file with the minutes.
The minutes from the November-,.meeting were presented for approval. The motion to
approve was given by Lawrence Langland; the second was by Bob Davidson. Voice vote
carried.
Chairman Feltz welcomed Michael Crouch to Plan Cawdssion. Michael replacesGail
Digate from the school board.
PC92-7 Woodworth further discussion Final Plat
Chairman Feltz asked if anyone was here to represent Mr. Woodworth. There was no reply.
Chairman Feltz stated he would go onto the next section of the agenda and if Dale Woodworth
showed up he would discuss him later.
PRE-APPLICATION CONFERENCE = AMUROL
Tom Crass stated he was present tonight on behalf of his office and Amurol Products. They
wanted to come to this stage to give Plan Commission an idea of what they will cone do
January with the Petition for annexation and rezoning. Amurol Products is known as a
gum manufacturer. Tam stated there here to discuss the property located on Route 47
just North of Cannonball Trail approximately 35 acres of land. Ton stated Amurol
Products will be filing a Petition for annexation as well as rezoning Petition. Tom stated
the land is currently zoned agricultural and we would like zoning status chaged to M1.
Ton stated he would like to turn the discussion over to the people of Amurol so they can
tell us a little bit about the company and what they plan to do. Ton stated this is
a project which he feels is good for the City of Yorkville. Ton also stated Amurol
wants to break ground this spring. Tom turned over the discussion to AG Atwater the
President of Amurol Products.and let him tell us about the project.
AG thanked Plan Commission for having them present tonight. AG stated Amurol Products Co.
is wholly owned subsidiary of William Wrigley Jr. Company and they make gum. Chewing gum,
bubble gum and a large assortment of candy. They have over 300 different items they
make in the facility and also have a number of companies around the United States making
a number of products for them. AG stated he would like to eventually bring a number of
these into the facility which will expand it.
AG stated they employ approximately 450 to 500 people that will be bringing to Yorkville

and have plans to employ a number of additional people when he builds the new facility
and especially when he brings in the additional products that are being made on the
out side.
AG stated he wrote a letter to the Mayor and expressed his intent to move here. AG
.stated he would like to get some type of pre-annexation agreement settled on and get
the utilities settled on and signalization and a number of other items that we'll need
to bring this size operation to Yorkville.
AG stated he would like to begin in March 1993• They are planning if they stmt in
March to move in sometime between January and February of the following year, so their
on a pretty fast trak. We've done alot of work which you'll hear about and see tonight.
AG introduced the following people affiliated with this project. Bill Walsh - Vice
President of Operations, Dick Ross and Rick Powell are from Script Core and they are
managers which manage all of the properties around the world. Jorge Sirgo and Victor
Krasnopolsky of Knight Architects Engineers. Bob Harbor of Harbor Construction.
AG stated he would like to turn the discussion over to Jorge Sirgo and he can show you
the plans they have for the facility.
Don Peck City Administrator/Engineer asked AG what.other locations has he considered.
AG replied he considered expanding.in Naperville but for a number of reasons found
it best to consider Yorkville because the employee basis was pretty much out here. Rather
than Wisconsin or some other place we felt the radius here was pretty handy for the
employees. AG said they did consider a number of options as he said his intent was to
move to Yorkville and reach on agreement on a number of items as soon as possible.
Jorge Sirgo stated the site is a 35 acre site, -At the North property line they have
Burlington Northern traks. As the exibit shows the South road would be the main
entrance road to the 35 acre site: The main entrance road will line up with the
existing entrance to the industrial development that is located. on.-the West side of
Route 47. The present design calls for some 200,000 square feet to start. The site
allows for expansion in three directions, The North towards the traks, towards Route
47 and to the existing road on;the East. This site includes retentions facilities,
some parking facilities for the employees in excess of 200 spaces. The facility has offices
to include corporate offices for Amurol about 20,000 square feet. The factory itself
has 100,000 square feet where the process equipment is located and finally a wharehouse
of about 50,000Square feet. Jorge stated he has followed in the last month or so the
present zoning ordinances - Yorkville and Kendall Counties were using. He is also
familiar with BOCA code which is a municipal code that Yorkville follows currently.
Yorkville currently follows BOCA 1990, Jorge stated he is reviewing BOCA 1993
which is about to be published seeing that this facility will be built in 1993-1994.
Jorge stated the facility is a 1 story building and intend to have the building that has
a variety of material that are attractive to the eyeand makes a statement. The building
designer Victor KrasnopolsW will explain in detail the design issues. To give you
an introduction to the project we'll have some metal panel construction and the main
building will have a processed concrete texture on the exterior wall and there will be
some elements like on the North end there will be sugar silos and structures that will
have metal sidings.
Jorge stated at this point he would like to turn the discussions over to Victor
Krasnopolsky who is the project designer and will be able to explain in detail the floor
plan.
Victor stated he has been working very closely with Amurol to tailor the facility

to their needs as well as the needs for the site and the long term goals they have in
mind.
Victor stated the facility is broken down to three main areas, they became quite clear
as we start looking closer at the plan.
The main entrance is right across from the existing access route on Route 47. The
main entrance would be- considered visitor/employee entry into the corporate office
areas. The primary employee entrance are distantly different due to there function,
the operation at the Amuroi Co. is two shift operation so that is the manufacturing
area. The office area is primarly a first shift operation and the needs are some
what different. There is a shipping and receiving dock on the East side of the
facility. The rear of the facility there will be a silo structure for containing
sugar. A big portion of the, process requires sugar. There are also additional tanks
for some of the process equipment those will be grouped together in what would. be
considered the rear portion of the site.. These tanks would include glucose and
liquid nitrogen. There will also be some yards that are required for the central plant,
mechanical equipment and electrical yard. There will also be water storage tank for
fire supression primarily.
Victor stated the samon colon areas are what they are calling the corporate office,
it contains all the corporate offices, board roam and conference roan. The production
office contains things that are office related but contain things that are directly
related to the production facility. This area contains a 208 seat lunch roan, research
and development labratory and employee facilities and amentities such as locker roams and
exercise room.
The blue area is the center piece of the facility where all the activity occurs.: the
machinery, packaging machinery and the actual gum producing equipment . The grayish
purplish area is the raw material warehouse storage. The small green block located
to the North of the facility is the silo and grinding area where most of the sugar
flow starts.
Chairman Feltz asked what are the bay sizes. Victor replied: 20,000 square feet offices
with 30X30 bays. Victor stated they did a massing model, it shows how the massing works
for the different portions of the facility. Victor passed the model around to the
Plan Commission members.
The Production office are the bay sizing goes to 30X50, there are things like lunch
rooms, locker roans and research labratory which really they desired not to have
columns.
The predominate bay size in the production manufacturing and warehouse area is 30X40
the height of the production building is approximately 18 feet to 19 feet.
Both the blue and gray area are steel framed but the precask� clade, precast panels on these
areas of the bnzlding the rear area of the facility contains a silo 52 feet high.
The enclosure there would be a ribbed metal panel that is painted. There is also some
mezzanine areas located inside the facility. Those have to do with process of the
products. They have hoppers for sugar that need to be above the equipment and there
is some dust collection equipment that gets the environment cleglin the production
facility itself.
Victor stated the overall concept was to present a unified view from Route 47. Instead
of having just large blocks of space, the decided to link them by a device called the

spine. It's really a sky light that is vertical glass up in the ceiling. It enhances
the circulation of the employees from the office area to the production facility so
they don't become isolated.
The main entrance is defined as a glass. wedge, the idea there is to also make a marker
as you drive from Route 47 to the main entrance of the facility and into the parking
lot, it would be something people would recognize as a main entrance.
Victor stated there most interested in providing a comprehensive look for the facility
and obviously doesn't want it to look like a series of seperate buildings.
Lawrence Langland asked if there would be any toxic materials at the facility.
Jorge replied no.
Bob Davidson asked if there would be any hazardous materials going into the sewer
systems. Bill Walsh replied no.
Bob Davidson stated there should be some sort of light signal at the Route 47
entrance to handle the heavy traffic flow. Bill Baird replied alot of these discussions
they've had with Amurol Corporation. Bill feels the City Council and Plan Commission
and Amurol Corporation should get together so every one knows whats going on.
Lawrence Langland stated the City Council needs to inform the Plan Commission of
what is going on so they don't ask foolish questions that may have already been discussed.
Chief Anton Graff asked what kind of energy they planned to use to run their cooker.
Bill Walsh replied gas.
Chief Anton Graff asked what capacity of water-.storage tanks they planned on using.
Jorge Sirgo replied in the neighborhood of 140,000 to 150,000 gallons.
James Clarage stated the site plan looks good, the massing, the traffic flow, set baeks
and future expansion. The one thing he suggested to the attorneys, when the pre-annexation
agreement is drafted to look-at zoning change to the M1 under PUD and with that proposal
as outlined here in as we find in the next couple of weeks or month could be specifically
incorporated into the annexation agreement than as to site plan, landscapihg, traffic
pattern and access out to Route 47. That might allow the Petitioner approval for what
there trying to get yet the same time the City would have -it wouldn't be just M1
zoning.
A question was asked who's going'to pay for water and sewer to get out to the facility.
Mayor Ken Kittoe replied that is still under discussion with the City,-,,there trying to
get grant money to cover this expense.
Chairman Feltz asked if anyone had arrived representing Mr. Woodworth. There was no
reply.
With no further comments evident on the topics listed on tonight's agenda, the motion
to adjourn was requested. Bob Davidson so moved; Don Ament gave the second.
The meeting was adjourned at 8:05 p.m.
