THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS
HELD AT THE KENDALL COUNTY BOARD ROOM
AUGUST 18, 1993 7:00 P.M.
The August meeting of the Plan Commission was called to order by
Chairman Harold Feltz with the following members in attendance:
Harold Feltz, George Stewart, Clarence Holdiman,
Don Ament, Lawrence Langland, Anne Lucietto;
Bob Davidson
Others Present: Alderman Jeff Baker, Alderman Pat
Clark, Alderman Art Prochaska,
Alderman Bob Johnson, City Engineer/
Administrator Don Peck, City Planner
Jeff Palmquist and Attorney Dan Kramer
Chairman Feltz asked if there were any additions or corrections
to be made on the July Minutes.
Hearing none, the motion was made to approve the minutes as typed
by Anne Lucietto; seconded Clarence Holdiman. Voice vote
carried.
PC93-8 - Annex & Rezone 195 Acres - John G. Conover

Chairman Feltz asked if anyone was present to represent this par-
cel of property.
Don Peck replied he thought Tom Grant was aware this was going on
tonight.
Don Peck stated with some of the planning that the Lannert Group
laid out for that quadron, realizing that this has not been ap-
proved by the City or the Plan Commission. This would take much
of the emphasis off of Cannonball Trail as access to the in-
dustrial sites, which then leaves Cannonball basically residen-
tial and there will 'be a road between Cannonball and the railroad
traks and come down.
Chairman Feltz stated that Jeff Palmquist was mentioning that to
him and I think we need to have Jeff go over this now because
both PC93-8 and PC93-10 properties lay in that area and then we
can decide weather or not we'll do anything with them tonight.
George Stewart asked if PC93-8 and PC93-10 was one on the north
and one one the south.
Jeff Palmquist replied yes.

Don Peck stated he feels PC93-10 really is an R-2 development
site.
Jeff Palmquist stated I think from what we've looked at it seems
to be compatible in less of a difficulty in dealing with. I
think it was well said the idea that Cannonball shouldn't evolve
into an industrial road, traffic road or short cut as it is. It
should really 'be a residential corridor and there needs to be a
better road which is designed and built to handle ultimately this
bypass traffic. Perhaps split zoning is most appropriate.
Jeff stated fulfilling the legal requirement of a comprehensive
planning process requires a number of studies; your natural
resources inventory, land uses, ect. ; in which were wrapping up
now and we'll be reviewing that over the next week or two with
Don for accuracy and then with the committee.
Jeff stated that being said, to get a handle on these properties
we've kind of put the cart before the horse. We've looked at
some potential, reasonable lay out for this in lieu of some of
the annexations and the direction the City Council seems to be
. adopting in it's pattern of land use out here.
Jeff stated what this begins to suggest that is if in fact the
policy is for this residential corridor that we do look at two
land uses for the 195 acres.
Bob Davidson asked could we take your proposed road and line it
up with one of the cuts that we may be handing out.
Jeff replied that's a good point and we need to keep that in
mind.
Jeff stated the concept of this road in between the creek and
Cannonball is definetly one that we would argue that makes sense
and should be considered.
Alderman Baker asked if this would eliminate some traffic down
town.
Jeff Palmquist replied that is what we're hoping for.
Bob Davidson stated that you have to remember by adding the
roads, this is going to increase the traffic down town.
Chairman Feltz stated it may elminiate some of the truck traffic
down town.

Chairman Feltz stated we should refer these back to the
petitioner to be here and see him the next meeting.
Bob Davidson motioned to table PC93-8 until the next meeting or
until the petitioner chosen to come back. Seconded George
Stewart. Roll call vote:

Ament - yes Langland - yes Lucietto - yes
Davidson - yes

PC93-10 - Annex & Rezone - John Edward Lies

Chairman Feltz asked if there was any one present to represent
this parcel of property.
Attorney Kramer stated that Tom Grant was also handling this par-
cel.
George Stewart motioned to table this until the next meeting or
until the petitioner chores to come back. Seconded Anne
Lucietto. Roll call vote
Feltz - yes Stewart - yes Holdiman - yes
Ament - yes Langland - yes Lucietto - yes
Davidson - yes.
Motioned carried 7-0
Chairman Feltz stated we will use the new zoning analysis check
list next month and then decide weather or not to use it from now
on.
Bob Davidson asked the City Engineer and City Planner why are we
attaching the future street to Game Farm Road and running it
through the school property. Why are we running traffic into the
school area? The purpose of the use of that area was to isolate
it to where it wasn't a thoroughfare of traffic.
Jeff Palmquist stated he would have to argue access and distribu-
tion.

With no further comments evident on the topics listed on
tonight's agenda, the motion to adjourn was given by Don Ament.
Seconded George Stewart.
The meeting was adjourned at 8: 15 p.m.
