Plan Commission Minutes 1994 02-16-94 MINUTES OF THE PLAN COMMISSION OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS HELD AT THE KENDALL COUNTY BOARD ROOM FEBRUARY 16, 1994 7:00 P.M. The February meeting of the Plan Commission was called to order by Chairman Harold Feltz with the following members in attendance: Harold Feltz, George Stewart, Clarence Holdiman, Sandra Adams, Michael Crouch, Ralph Pfister, Anne Lucietto; Greg Kraber. Others Present: Mayor Kittoe, Alderman Baker, Alderman Callmer, Alderman Prochaska, Attorney Hiles, City Planner Jeff Palmquist and the interested citizens listed on file with the minutes. Chairman Feltz stated he would like to welcome Greg Kraber to the Planning Commission. Chairman Feltz asked if there were any additions or corrections to be made on the January minutes. Anne Lucietto stated on page four where it starts with her name the third line down I would like the "Special Service District" changed to say "Special Service Area" . Chairman Feltz asked if there were any further additions or corrections to be made. Hearing none, the motion to approve the amended minutes was given by Ralph Pfister; seconded Michael Crouch. Voice vote carried. PC94-1 - G.CONOVER, G.FISHER, D.LIES, D.CONOVER Chairman Feltz called to 'order the public hearing on PC94-1. Chairman Feltz asked if there was anyone present representing this parcel. Gary Conover stated his attorney was suppose to present tonight but it doesn't appear that he is going to make it. Gary stated the property is located south of the Burlington Northern Railroad tracks, North of Faxon Road and 1/4 mile west of Route 47 . Gary stated he would like to take any questions or comments anyone has at this time. Jeff Palmquist asked what the acreage is for this property. Ralph Pfister stated they have had some problems in the past that when land is annexed into the City we've also been having a problem annexing it into the Sanitary District. Are you planning on annexing this property into the Sanitary District? Gary replied yes. Chairman Feltz asked if there was any further questions or comments . Hearing none, Chairman Feltz called an end to the public hearing of PC94-1 . PC94-2 - KENDALL CO. A-1 TO CITY R-2 M. KELLOGG. Chairman Feltz called to order the public hearing on PC94-2. Chairman Feltz asked if there was anyone here representing this property. Jim Olson stated this property is located at the south end of Cimarron Ridge Subdivision, 400 ft. east of Cannonball Trail and 200 ft. South of Independence Blvd. Independence Blvd. is 2 blocks south of Route 34 . Jim Olson stated there would be four lots on this property and they would be served by a private road way. This roadway splits what was a lot in Cimarron Ridge. Chairman Feltz asked if this would be annexed into the Sanitary District. Jim Olson stated yes . Ralph Pfister asked if this was in the City limits. Jim stated no, we are here tonight for annexation and rezoning. Jeff Palmquist stated he talked to Don about this a little bit, has he talked to you about any other easements on this. Jim stated he mentioned that at some point the City would require a pathway. Chairman Feltz asked if there were any further questions or comments. Hearing none, Chairman Feltz called an end to the public hearing on PC94-2 . Plan Commission Minutes - February 16, 1994 Page 3 PUBLIC HEARING - CITY OF YORKVILLE COMPREHENSIVE PLAN Chairman Feltz introduced Jeff Palmquist and Greg Gabel from the Lannert Group. Jeff Palmquist stated this process starts with an inventory and analysis in other words we try to identify what is out there to explore it into a long range plan. Jeff stated in addition to this graphic inventory Greg and I had series of meeting with the school district, Sanitary District, and the County and all the key people affected and have input on the ultimate zoning of Yorkville. Jeff stated we came on board just about the time it became necessary to look at the northwest quadroon of the community. We had the Diehl property, some annexations on Cannonball, annexations on the east side of Route 47 . This Comprehensive Plan began feet first in an attempt to try to pull together some of the existing development in the community as well as the existing zoning. One of the initial steps is to develop the spine or structure of the plan which we all realize begins with the transportation system & how we deal with the existing and future roadways. We are recommending with this plan three additional bridge crossings, one at Eldamain Road, one between Eldamain and Route 47 and a third one at Spring Street. Additionally we are recommending in attempt to alleviate the traffic into downtown an opportunity for a series of collectors on northeast ultimately joined by a bridge. We're trying to call this plan a very environmental plan in that we took a hard look at natural features and tried to protect the stream corridor at Rob Roy Creek, Black Berry Creek and obviously the Fox River. Greg Gabel stated the general theme was to #1 preserve the open space and #2 to develop a transportation plan that makes sense in the future. When you have those two things established you can begin to work on proposed existing uses and building to future uses. Jeff Palmquist stated he would take any questions or comments at this time. ' Chairman Feltz asked if there was any questions or comments from the public. Hearing none, Chairman Feltz called an end to the public hearing of the comprehensive plan. Plan Commission Minutes - February 16, 1994 Page 4 PC94-1 - ,G.CONOVER, G.FISHER, D.LIES & D.CONOVER Chairman Feltz called the regular plan commission meeting to order on PC94-1. Chairman Feltz asked if the planning commission had any questions or comments. Ralph Pfister asked how many acres this property was . Gary Conover replied he was not sure. Chairman Feltz asked Don Peck if he knew how many acres this property was. Don replied he thinks it's 165 acres. Chairman Feltz stated we' ll do this parcel in two different steps. One on the annexation and the other on the zoning. Chairman Fetlz asked if there were any further questions or comments. Hearing none, the motion was given by Anne Lucietto to annex this proposed property; seconded Sandra Adams. Roll call vote: Feltz - yes Stewart - yes Holdiman - yes Adams - yes Crouch - yes Pfister - No Lucietto - yes Kraber - yes Motion carried 7-1 Chairman Feltz stated we recommend to the City Council the annexation of PC94-1 per the annexation agreement that's required both by the City and the Petitioner. Chairman Feltz stated the next question is do we recommend the zoning of this property. The motion to recommend to the City Council the rezoning of this parcel from Kendall County A to City A-1 by Sandra Adams; seconded Ralph Pfister. Roll call vote: Feltz - yes Stewart - yes Holdiman - yes Adams - yes Crouch - yes Pfister - yes Lucietto - yes Kraber - yes Motion carried 8-0 Chairman Feltz stated we recommend to the City Council the rezoning of PC94-1 from Kendall County A to City A-1 . Plan Commission Minutes - February 16, 1994 Page 5 PC 94-2 - KENDALL COUNTY A-1 TO CITY R-2 - M.KELLOGG Jim Olson stated there would be a private road way to have entry to these four lots . Chairman Feltz asked what deviations if any to the subdivision control ordinance exists with this parcel. Jim replied just the right of way width. Chairman Feltz stated there is no other variances. Jim replied no. George Stewart stated we assume there will be street lights, sidewalks etc. . Jim stated they hadn't planned on having any of those things on that property. Chairman Feltz stated that usually Jim does a good job on preparing these petitions, but it isn't showing on this particular petition. Chairman Feltz stated we've had requests in the past for private roads and have turned them down. Ralph Pfister stated if they put a full width street in there like there suppose to. I don't care if there is one house there if it's in the City and it's on a street it has to follow the ordinances. Then you have room to put your utilities in and room for the sidewalks and street lights. If it's going to be inside the City limits it should have these things. If it's going to come into the City it should conform to the City Ordinances. Chairman Feltz stated maybe this should be tabled until next month to give Jim and his client a little more time to prepare this. PRE-APPLICATION - RON REINERT Chairman Feltz asked if there was anyone here representing this property. Alderman Baker stated this he thought this was going to go to the City Council before it came to the Planning Commission. Chairman Feltz stated it was on the agenda but if there is no one to represent it here tonight we will move on. Plan Commission Minutes - February 16, 1994 Page 6 PRE-APPLICATION - CHUCK HANLON Chairman Feltz asked if there was anyone here representing this parcel. Chuck Hanlon stated the property is located at Minkler Road and Route 71. Inland is the current owners of the 282 acres . We have applied at the County formally for rezoning to R-3 . Chuck stated in the concept plan the design is taking the main road thru the property at Hilltop and winding thru and exiting onto Minkler Road. We have met with the County staff and a couple of there board members as we were putting the concept plan together. On Route 71 we're leaving a certain amount of open space because their concerned about the views on Route 71 and not have individual styled landscaping from the back of the lots. We are also on some of the major drainage ways keeping that open with a substantial corridor, minimum 100 feet and sometime wider than that you have the ability to extend open space trail systems thru that area. We're told the forest preserve maybe acquiring property that would bring them just about to this corner of Route 71 and we have left a potential area for a trail system to the southeast. We have three areas of substantial open space, we would like to reserve two of these open spaces for potential single users. The third area that' s in the northwest corner, we're proposing to be open space for public use. Certain areas that we've looked at is drainage ways were looking at the potential of taking out the drain tiles and restoring some of those back into creeks. Chuck stated we're looking for any questions or suggestions the City Planning Commission may have. Chairman Feltz asked if these lot would be served by City water and Sewer. Chuck replied no. Each lot is proposed to be served by individual septic tank absorption fields and individual wells . Chairman Feltz asked if there were any further questions or comments pertaining to this property. Hearing none, Chuck Hanlon thanked the Planning Commission for the comments and their time. CITY OF YORKVILLE COMPREHENSIVE PLAN Chairman Feltz asked if there is anything we want to specifically state about this . Anne Lucietto asked if we could block out the area with the sever drainage problem so when we see this it kicks us in the head when we deal with this area. Plan Commission Minutes - February 16, 1994 Page 7 Jeff Palmquist stated it's the area marked in green. Chairman Feltz asked if there were any further comments pertaining to the comprehensive plan. Mayor Kittoe asked what was going to be done with Fox Road and River Road because that bridge is years down the road. Jeff stated those will be designated as collector roads.
