Plan Commission Minutes 1995 09-13-95 MINUTES OF THE PLAN COMMISSION OF THE UNITED CITY OF THE VILLAGE
OF YORKVILLE,KENDALL COUNTY,ILLINOIS
SEPTEMBER 13, 1995
7:00 P.M.
Due to lack of agenda,the meeting taking place on this night was a special meeting between the Plan
Commission, City Council members and Bristol Township officials.
No official roll call was taken, but the Plan Commission members present were:

Lawrence Langland
Dave Dockstader
Anne Lucietto
Sandra Adams
Michael Crouch
Jack Magnuson
(and new member)Dale Toftoy
Others Present:
Mayor Bob Johnson, City Attorney, Dan Kramer, City Treasurer,Richard Scheffrahn, City Planner,
Jeff Palmquist, and Aldermen Jeff Baker, Art Prochaska, Tom Sowinski, Jim Stafford and
Burt Callmer.
The meeting was called to order by Mayor Bob Johnson.
Representing Bristol Township was the Chairman of the Bristol Township Planning Commission,
Mr. Dave Pawlowski.
Mr.Pawlowski said the area to be incorporated includes a two-square mile radius of Bristol proper.
About 300 homes are in the area. Some reasons for incorporating the area was to keep a separate
identity for Bristol and slow the growth around Bristol. They want to have more say about what
type of growth will occur around them. Oswego, Montgomery and Yorkville were growing too fast
and allowing many densely populated subdivisions be platted. In order to incorporate, Oswego,
Yorkville and Montgomery had to give their consent. Oswego had already given theirs.
When asked about whether or not their taxes would increase, Mr. Pawlowski said if they would
increase by a large amount, he was certain it would be voted down when placed on a referendum.
At this point, they did not know how their taxes would be affected. They did realize, however,that
if incorporated, Bristol would have to provide police protection, street repairs and other services.
They would continue to rely on their well and septic.

Much discussion and heated deliberations with Bristol Township residents ensued. It was
questioned whether incorporating Bristol would truly help in controlling growth.
No formal decision was made concerning this proposal.
The meeting was adjourned at 9:50 p.m.
