The February meeting of the Man Commission was called to order by Cbairman Torn L Wblom.

PC%-2 Inland Capital Fund L.P.&Inland Land Appreciation Fond L.P.-Kendall Co. Application for
approval of preliminary plat;south addition to Farm Colony.
Walter Magbiarz described the prehatmary plat for the south addition to Farat Colony. This addition is
within 1.5 miles of City boundaries. The addition will contain 155 single family lots with individual well
and septic. An off-street pedestrian trail system will run through and around the nrlmod,iotalin8
about 4.2 miles in length Approximately 330A of the area is open space. BeCduS- Itiland desires a°`rural
subdivision"tools, Inland is rung that the pedestrian trail system be accepted m lieu of sidctvaU
that fewer saw ligbts be used than Called for in the subdivision ordinance,and that no cmb and Sauer is
required Since the origutal plan,the entrance to Hilltop has been moved further west at the regcest of the
County. Also,the plan allows for an vaendan to connect to reservation road. Mr.Magdaaiz pointed out
that both estate lots share a driveway along lot 138 and that the smallest lot is 45,000 sgW0 feet.
Commission members discussed the idea of a rural won. Marty Behrens said he does not mind the
abserwe of sidewalks but would like to see some type of gutter. Michael Crouch feels that the City needs
to set a policy for rural sib"dons,so the Commission.has some guidelines to follow.
C.Joe Co*Vice President of the Farm Colony Homeownm Association,exposed cou perm reg ceding
this addition. fl1e,noted the possible impact on the school system,and suggested a"bd*find'similar to
Napeiville'a. Ile heels that the radium level is pcocssrve in many present Farm Colony homes and that
Us could cause fixture iimadal burden on the City if annexation should occur. Mr.Pfister steed that
the radium level is aooept"for singe family homes. Mr.Coots also fiefs that Wand should not use the
agme Farm Colony because Farm Colony is a legal entity.
City Planner Jeff pWmquist said that one concern of the Planning Council regards the right-afrway at
Molder Road Council felt that the Cawrty may want to consider obtaining suffd=rlght-af way $or
f=e upgrades of MiWer Road
Michael Crouch reittrnted the need for the City to draft a policy on rural community standards lie said
that more suectiights are needod for safety and that he would like to see curb and gutter. Ralph Pfister
pointed.out that the previous motion*=the Planning commismon was to approve the request as long as
It matched the present subdivision ordinance. Chief Tony Graff suggested that the City Co%mcd could
draft the gtandards€or rural subdivisions as a geWirue for Planning Commission-

PC 95-15 William Roppolo-Coach Road Hills Rezoning-C=qX Plan.
Jim Olson,representing William Roppolo,explained that Mr.Roppolo is not asking for approval of the
presew plan,only apprtyval of the plan concept- The Present zpning is R-1,the rezonft request is for R-2
P.U.D. No"da=will be repested for the square footage of the lots. Coach Road Mills will be located
south of Route 71 along Route 47. The mbovidon contains 80 townhomts,21 dwim loos(42 units).and
229 single family units. Extensive beaming will be place along Route 47.
Mr.Ropollo explained that he is trying to create a subdivision that encompasses"lifestyle chance'. The
subdivision plan will allow for trails for bicycling,rollerblading„and walking. He plans to be a`part=
with the euvi ameof by working with the Army Corps of Engineers to pr=rve the wetland area and
develop part of it into a lake if possible. He is offering prvdact line sizes to 5t the noects of ma»Y typos of
people,some options in the single family homes includa three-car garages,walk-OuW and engiish
basenmmts. The townb mes are available With one-car or two-car garages. The building materials to be
used are Wck stone,ccft,vinyl,and akommmn The subdivision plans mode a sand vokleybatl Ow4
one Cott and two youth-size soccer fields,and a playground arts. A 70 car pOAM fatality is
looted near the soccer fields.
Michael Crouch read that the park areas seem to be in drainage areas. The planner stated that now of
the park areas are within the 100 year flood plain or normal to high.water line.

said that a 50 foot buffer would be used m this area. Also,the trail near the Commoaweatth Edison
of-way will be WAVd. The remainder of the trail may differ,&Tmdittg on the Park Bood decisions of
concerns.

would be used for. Mr.Roppolo said it may be used as a banquet facility
•Michael Crouch felt that while the plan duty has decreased since ttre last regaest,it may stW be more
dense than those previously approved by the Plawriag Commission He stated that theca may be a need
for stoplights at the points of Route 47 egress. Mr.Grouch also felt tbat the single-family Loroixs along
Route 47 may be undesirable units and expressed further oonoern aver the park space in dry deteutiosn
areas.

input on what user to be cbanged Sandra Adams stated that she would I&e to see two-W SUBPS for
all townbomes.
PC 96.3 Jobn and Angela Drwal;Kendall County application for rezoning from A-1 to R-1 Single
Family Residential- Jim Oison.naming the Drwals,explained that this is a seven acre parcel an
Emmanuel Road The mgmest is to=me the south half of the property to SdAhj le and sell as a vacant
lot. The parcel is located in the County but is within 1.5 miles of the City limits.
Anne Lncietto made a motion to accept the application for rezoning Sandra Adams seconded.
