Annual Comp Plan Review Public Hearing Minutes 1997 01-30-97 PUBLIC HEARING 1997 ANNUAL COMPREHENSIVE PLAN REVIEW UNITED CITY OF THE VILLAGE OF YORKVILLE KENDALL COUNTY, ILLINOIS JANUARY 30,1997 The Public Hearing was called to order by Kathy Jones at 7:05 P.M. Ms. Jones explained that the intent of the hearing was to gather public input for the City of Yorkville's Comprehensive Plan. The current plan consists of two different items which were adopted in 1994. When it was drafted it was intended to be used as a guideline for the city to grow by. She said they review the plan on a yearly basis to be sure the plan is still on target. Ms. Jones clarified that the south corner of Eldamain and Rt. 34 was not on the1994 plan, but due to engineering reasons it has been incorporated into the facility planning area. She mentioned that the Mendard's facility, which was annexed to Plano, was out of the city's control but affects changes to the adjacent area. Jeff Palmquist presented some changes and amendments to the existing plan. He reviewed the projects southeast of Rt. 71 & Rt. 34, being the Edmeier's Fox Highlands Golf Course, the Roppolo's Coach Road Hills and Sunflower Estates with its single family / commercial zoning. He spoke of the Inland property and. the Wheaton development south of Comeils Rd. and west of Rt. 47. There is a flexible annexation agreement where a certain amount of Wheaton is commercial / industrial and various portions being either commercial or residential Mr. Palmquist stated with the development of Menards, Eldamain Road will see an increase of truck traffic with the character changing from residential to industrial. He reassessed the commercial development potential. There were commercial indications on both side of Rt. 47, south of Rt. 30 with mixed use. He explained the expanded facility planning areas to the south and west of Eldamain Rd., Rt. 34 and Baseline. Mr. Palmquist said the transportation circulation will have big impacts on development. There were some areas where the existing and proposed circulation system were reviewed to respond to community issues and alleviate some concerns. He foresees an Eldamain extension and a north /south collector between Eldamain and Rt. 47. There were plans to de-emphasize Cannonball Trail Mr. Palmquist discussed the Park and Open Space elements. He identified two community park sites: one north of Rt. 71 / east of Rt. 126, and one between Kennedy Rd. and Rt. 34. Also discussed were the Riverwalk, Fox River Trail and the North / South Trail along the easement leading into the Edmeier! Ropollo projects. Mr. Palmquist stated the city needs more dialogue with the school district to identify school locations. He said the shift in land uses it shows roughly the same amount of residential as before and this may necessitate new school sites. Elizabeth Taus asked for clarification concerning larger lots for Cannonball Estates. Mr. Palmquist stated it would be nothing less than % acre. Otto Koch, of Cannonball Trail, expressed his concern of the density of Cannonball Estates and that road being designated as a collector. He stated there are 40 driveways on that stretch of road. He also objects the backs of houses being on CBT and a commercial development on Rt. 34 & CBT. Dave Palowski, Chairman of Bristol Township Planning Commission, suggested that programs should start with upgrading the Sanitary District so it can handle more real estate developments. He expressed that more landscaping should be stressed on routes coming into town. Mr. Palmquist agreed and added that there are more designated green areas planned. He also suggested 50-60 ft. setbacks with 3" trees. Vern Henne of Yorkville expressed his concerns of the changing back and forth of the B-3 zoning. He suggested to make developments fit the roads and zoning. He stated the city needs to pay attention to water, density and good planning. He said more thought should be given to storm water removal. Frank Vitek of Hickory Lane stated that roads should be a priority. This area lacks 4 lane roads and this prohibits industrial growth. He questioned how many trucks are estimated to come from Menards and how many vehicles are registered in the county. He had suggestions on how the roads could be laid out to reduce traffic from Menards. He also suggested the school and road impact fees should be raised. Ms. Jones said the new instant assessment fee should help minimize the cost impact. Kathy Kowlski of Eldamain Rd. questioned what the city's plan is for the Mitchell property where she lives. She also asked about the proposed trail along Rob Roy Creek and the gravel section on Eldamain Rd. south of Rt. 34. Mr. Palowski explained this would concern her property only if sold. Alan Norton asked about the Yorkville - Bristol Sanitary boundary. Jim Leggit represented the Yorkville Area Chamber of Commerce. He said their concern is the fragmenting of commercial areas. Mr. Leggit also spoke of studies pertaining to the changing housing development in the coming years. He expressed concerns of the future of Rt. 47 and Cannonball Trail. He asked for the city to work with the Chamber of Commerce and develop from the core out. Bill Makowlski suggested the possibility of sidewalks on Rt. 34. Martha Price of Hickory Lane wanted to remind everyone of the Lannert Group's recommendation for the northeast corner of Cannonball& Rt. 34 in 1993. They suggested with the potential for commercial development at the northwest corner, transitional use may be more appropriate. Mr. Lindbloom stated the petitioner has gone to the county now with their plans. Dave Kisser of Cannonball Trail said it made sense to utilize the railroad crossing on Beecher Rd. to Rt. 47. He suggested a review of the current sign and light ordinances. Mr. Palmquist's closing remarks were that the City's planning seems to doing well. He suggested there be further work on the corridors, setbacks and the landscaping. He commended the Council on updating the subdivision regulations. Mr. Palmquist said there needs to be more active work on attracting commercial development through TIF districts or other programs. Don Garve of Hickory Ln. addressed his concerns of the Cannonball Trail & Rt. 34 corner. He expressed the need for more landscaping and better housing placements for a more attractive appearance on the roadways. He also asked that the ground water studies be addressed. Dale Woodworth an east side resident, said it is important to figure out the road lay outs and follow through with them. He mentioned the problems of Walnut and Spring St. Rosemary Steinbacker asked for current information about the three acres of . city owned property zoned B-2 on Walnut St. Art Procheska said the property has been reassessed and it may be listed and put on the market. •y Mr. Palmquist said the next step would be to meet as a staff again and to proceed to the Plan Commission.
