KENDALL COUNTY, ILLINOIS
February 10, 1999
The February meeting of the Yorkville Plan Commission was called to order by Chairman Lindblom at
7:00 p.m.
Members Present:
Tom Lindblom, Sandra Adams, Clarence Holdiman, Jack Jones, Burton Callmer,Tom Mizel, Dale
Homyan-Toftoy,Janet Reaves, Jeff Baker and Anne Lucietto

Chairman Lindblom welcomed Jeff Baker to the Plan Commission.
January Minutes
Mr. Holdiman moved to approve the minutes as submitted. Mr. Callmer seconded the motion. On a
voice vote, all members present voting ave. Motion carried.
Richard Marciniak
Concept Requesting Annexation and Rezoning from
Kendall Co. R-3 to Yorkville R-3
Richard Marciniak presented a concept plan of rezoning his lots#5 to build two single family
houses and one four unit townhouse. The property is located off of Rt. 71, east of Rt. 47, in Walnut
Ridge. Mr. Marciniak plans to live in one of the houses. The home prices will be approximately
$200,000 having two car garages and brick fronts. He would like city water and sewer.
Mike Schoppe stated this was only a concept plan and it would go back to the Planning Council and
then back to the Plan Commission with a public hearing. He explained the location and lot sizes. Lots
#1, #2 and#4 have single family homes built on them. South of the property is zoned county R-3 and
is undeveloped. The west side of the property is zoned city B-4. Lydia's Motel is on the north side.
The Comprehensive Plan shows low density residential (density 2.1 units per acre). Lots#6 total
approximately 2.07 acres. The re-subdivision would allow 6 units (density 2.89 units per acre). The
screening and buffer areas were discussed. The consensus of the Commission was this be a PUD
allowing the density of 2.89.

Request Rezoning from Kendall Co.A-1 to Yorkville B-3
Attorney Pat Canally explained the request of rezoning for the comer parcel. The owners are not
agreeable to this becoming a B-3 PUD because it would be less marketable. There is not a current
plan for this parcel He mentioned that Remline gave easements for the city's water line without
compensation.
Mike Schoppe reviewed letters from Dan Kramer concerning current zoning. The county zoning for the
7.1 acres is M-1. The Comprehensive Plan shows the bulk of the comer to be commercial. The
neighboring homeowners are concerned what the B-3 zoning would allow.
Yorkville Plan Commission 2/10/99
Lawrence Casey, neighboring property owner, stated this was the "same stuff from 30 years ago." He
presented a petition and county minutes from 30 years ago when this was also an issue. There was
discussion of what happened to the original buffer zone that was asked for from other neighbors.
Mr. Jones moved to annex PC 98-19, T&D Metal Products (Remline)located at Route 47 and
Cannonball Trail, Bristol. Mr. Baker seconded the motion. On a roll call vote, all members caresent
voting yes with the exception of Ms. Lucietto who abstained. Motion carried.
Mr. Jones moved to rezone PC 98-19 to the City of Yorkville to B-3 zoning. Mr. Baker seconded the
motion. On a roll call vote Mr. Jones, Ms. Homvan-Toftov, Mr. Baker and Mr. Callmer voting yes. Mr.
Undblo n, Ms. Adams, Mr. Mizel, Mr. Holdiman and Ms. Reaves voting no. Ms. Lucietto abstained.
Motion defeated 5-41,

Mr. Jones moved to adjoum the meetina at 8:02 a.m. Ms. Homvan-Toftov seconded the motion. On a
voice vote, all members present voting aye. Motion carried.
