FIRST PLANNING MEETING FOR MODIFICATION&UPDATES TO THE COMPREHENSIVE PLAN FOR THE CITY OF YORKVILLE Mayor Prochaska opened the meeting and introduced Rod Tonelli of Ruettiger, Tonelli& Associates, Inc. who have been contracted to assist the City in the revision of our long range planning issues. The mayor explained there has been a lot of these issues before the Plan Commission. Tonight will be simply discussing the broad range of policies that need to be covered,purpose and reason for the update. The last Plan was done in 1994,with maps in 1997 and text updated in 1998. It is intended to follow a format of Inventory,Land Use,Transportation, Growth Patterns, etc. with detailed goals culminated in maps. Taking our goals and objectives to develop a comprehensive picture for the future development of the City. However,these are generally not followed exactly, but to show goals. Tonight's purpose is to examine where we have been and where we are going,to develop a picture of where we are going based on where we have been. This needs to be more than just land use. This is also for the purpose of legal issues, if we are challenged. The Comprehensive Plan is our defense. 1 In the planning process we need appropriate research into the document, and we need to have feedback. Mayor Prochaska asked for all attendees to introduce themselves stating their relationship to the City. He also gave a brief history of what has been happening recently in the area. Plano and Yorkville have become contiguous. Additionally,Plano wanted Industrial at the Railroad& Eldamain. We need to address some areas in a very serious way. The process of updating this document will require public hearings and input for residents. Montgomery and Oswego are both in our planning area now. Montgomery's planning area is now west of Route#47. Our planning area now goes south beyond Legion Road and we need to look at going to Caton Farm Road. We need to look at commercial areas. We are seeing commercial corridors and we need a plan to expand our City Limits. Otherwise we will become landlocked. We also need to co-ordinate with adjacent communities. We will have a plan that overlaps our neighboring communities. Oswego just completed their update. Sticka stated that other communities better able to provide utilities will have an advantage in securing areas that fall into both planning areas. Tonelli stated it will be easy to grow beyond the 1 1/2 miles of our city limits, and we need to plan for beyond that in some directions. There will be many questions on who will be most able to annex an area first and this will require coordination. The impact on land use, roads, law enforcement, environmental resources, etc. that has to be considered. Public Hearings will have exhibits on display to help the residents to better understand. Mayor Prochaska stated there will be a need for a second bridge across the Fox River and Kendall County has been looking toward Eldamain, so this needs to be a consideration when planning for that areas development. IDOT is also looking for a new Randall type road. We will know more over the next year. Another local bridge to our west is the big issue and this needs to be identified for the next five years of planning. The planning process includes pinning down important planning areas and related issues. The Plan will be written to be valid for 15 years. When a community is landlocked you can plan everything since there won't be any expansion. Chief Graff stated the School District is doing a Demographic Study and we should coordinate information with them. Lindblom stated that Montgomery's seeking to annex land at Route#47 is ludicrous and questioned what we can do to keep from being run over. Jones stated hopefully people will rather be in Yorkville that Montgomery. Mayor Prochaska stated some landowners have been approached by Yorkville,but this is very preliminary. Fox Metro has the capability to go as far south as Jerico for sewer, and YBSD is 2 hoping to add some area to the north of where they currently are providing sewer. Scheffrahn stated that YBSD has a preliminary plan to expand into the north to the county line giving them more capacity. Mayor Prochaska stated that to the south we can use gravity to just south of Legion Road where there is a ridge creating a geographical barrier. Tenelli stated it is unique to have a non municipality sanitary sewer system. The municipality who can provide services faster will dictate who will expand faster. Mayor Prochaska stated that Fox Metro is a district and we have been in discussion with them in the process to secure territory. This becomes a timely situation. Gaining area with concessions is not always bad,but puts us in a precarious position. The City currently extends to Galena to the north. Tonelli stated they are here to facilitate the plan. There could be disagreements on issues,they are here to advise and help, but the City takes it through the process. The railroad lends itself to industrial development and the plan identified community development. Plans for a Metra station introduces issues. Comprehensive Plans are necessary, but they are broad and don't get you where you are going. The plan only gives us a use, not how it will look. We don't see what it will be unless we have a plan of how it should be developed. A corridor plan shows details. Mayor Prochaska stated that we need to discuss how far out we want to go. We need to look beyond our envelope. This City Council won't be here forever so without a plan, future officials won't know what direction has been planned. This has to be reviewed in a timely fashion per state statute. Yorkville is growing and in 1 year lots can change. Surrounding elements have changed. Closer in we know, but farther out we show mostly a lot of low density. Oswego is already planning at Orchard Road. Tonelli stated that first we need to start the process by inventorying all other surrounding municipality's plans to get a picture of what is out there. Mayor Prochaska stated we do already have a boundary agreement in place with Plano, so we know where we are in that direction. It seems Oswego will continue to expand in our direction until we stop them from further expansion. These people that we want to annex have to want to be a part of Yorkville too. Sticka asked if every inch out there is something we want, and where are the school boundaries. We need land owners input as well. Mayor Prochaska stated we have started preliminary discussion with some land owners,but we need a public workshop. The public hearing will be after we have input and have mailed a survey to residents. Adams stated we need to see where Oswego and Montgomery are planning and what. Mayor Prochaska stated we need to decide what we want, and get our ideas figured out. Montgomery is almost landlocked, so they have different motivation. 3 Tonelli stated the ultimate direction is a joint effort. Dockstader stated that Parks are an issue, our 5 year park plan has changed,parks are smaller, so we don't have large spaces. That is a concern. Tonelli stated that is part of the process,to design a land use plan that supports implementation. Maybe develop a park district, or a land acquisition plan. Discuss these options on a broad scale. Mayor Prochaska stated this is more than a map,there is a lot more to it. It is strategy and philosophy. How we are going to make it work. Tonelli stated we need to address conflicting areas, recommend action for future to make it happen. Prepare a corridor study and decide on natural fill-ins for areas in between. A corridor plan is a sub-plan to the comprehensive plan. Mayor Prochaska stated we are fortunate in that we have major highways like route#47, a major north/south thoroughfare. But,traffic flow is a problem, and the downtown residential area has separate issues from single family areas outside of that area. Identify and understand the differences. Take advantage of the resources we have. Langland suggested we look at the old route#34 study. Tonelli suggested sub-area plans,more graphics to design guide lines to demonstrate uses. Mayor Prochaska stated there are many recommendations in the comp plan. Need to implement policy to enact. The City is growing and we need to look at the school district. We have 88 square miles of school district. To maintain that now would be tough,but we should try to include as much as possible. This impacts our development, and can help the school district in setting their future schools. There are two school district in our planning area. Yorkville and Plano. Tonelli stated schools are usually an after thought, but people give the highest rated to parks and schools, and then asked if school district is part of current comp plan. Mayor Prochaska stated we have approached them, but have not had any involvement from them yet. Mayor Prochaska stated this is only the first step. Lucietto stated the demographics have changed dramatically. Mayor Prochaska stated this is the reason we have no school sites,but currently the schools are more involved. Tonelli stated there will always be people who don't like what you are doing, so involve as many entities as possible. School District„ Fire Dept., YBSD. Mayor Prochaska stated we will invite the public to be involved. Tonelli stated that he would put together recommendations based on notes form tonight. Then we can adjust the level of detail and expand what is needed. The public should be invited to the next meeting. Mayor Prochaska stated perhaps we can get this out in the next newsletter which is January 1 st, 2000, and of course the newspaper. Lindblom thanked the members of the Plan Commission for the good turn out. Mayor Prochaska stated we will look at areas of concern first. To the north and east. To the south I would like to see more detail,but far south open. We need to plan for all areas beyond our boundaries,but particularly to the east. Tonelli stated that Plainfield and Oswego now have a boundary agreement in place. Beyond Caton Farm to the south is tough. 4 ra Mayor Prochaska stated we need to remember that the people who own the areas we are interested in annexing have to be interested in becoming part of Yorkville, so how they are treated is an important issue. We decide what we want,but we have to allow people to operate within that frame work. We offer something different, a better quality of life. Can we deal with the growth, and at what cost. Tonelli stated we need to examine the reason for wanting an area. Mayor Prochaska stated we need a balance of opportunity, and closed the meeting thanking everyone for attending stating we would pass on the details. Adjourned at 8:40 pm.
