The meeting was called to order by Chairman Tom Lindblom. Roil was taken and it was
determined that a quorum was in attendance. There was a review of the prior meeting minutes
and a motion was made by Lawrence Langland to accept the minutes as presented. The motion
was seconded by Jeff Baker. The motion carried and minutes were approved.
New Bps:
Lawrence Gardner•Appii s*m for Pdva*Sewer Service
Mr.Gardner is looking to purchase Lot A of Conover First Subdivision. He Is r+equeeting to have
approval for a private sewer service, prior to purdwsing the property. J.T.Johnson stated that
he left comfortable with the of the property being purchased for a single residence lot and that
the property is not being subdivided. The closest sewer line,that is city owned, Is appioximetely
904 feet away. There is another joint septic fine that is closer, but the line Is privately owned and
not city maintained.
A motion was made by Jeff Baker to approve the application request and seconded by Anne
Lucietto.

Although Mr.Langland voted yes, he still had concern for possible future problems with public
owned sewer fines.
PC 99-11: Concept Plan•Courthouse Square/Art Sheridan and Associates
Mr.Sheridan commented that his pnor plan has been revised with the"Gas Station"eliminated.
He Is hoping to reserve the major comer area for a business such as a Bank or a Walgreens. At
this time no affiliation has been made. He felt that a Business PUS is the best usage for the
zoning.`Mr. Baker raised a question about a possible turn lane and would it be needed. Mr.
Sheridan stated that a turn lane could be put in N the need arose. Mr.Lindblom asked how many
businesses had been planned for this property. Mr. Sheridan stated that each of the larger
structures would contain 6 or 7 retail stores. The smaller buildings would contain possibly 1 or 2
businesses with more of a professional stature,such as an attorneys office. Mr.Shoppe statod
that the comprehensive plan designates the property to be low density on 3 or the 4 comers
being commercial property. He also stated that the landscaper ordnance that is in effect
requires that a privacy bonier be placed between the commercial and residential property. He
also commented that this item would have to go to Plan Council and then on to a public hearing.
Ms. Lucletto spoke of conoem with commercial property back to back with residential and am
was concerned with ample space for parking and water retention. Mr.Baker also stated the
Comprehensive Plan straws commercial property along major highways. Ms.Martha Price
stated that the prior plan had been through the local court system and suggested that the opinion
from Judge Wilson be reviewed. Mr.Verne Henne stated that the property was Initially zoned as
business and was chanted to residential and feels that the property should stay residential. Mr.
Kyle Price was concemed with the future businesses that would be residing on this property. Mr.
Lindblom felt that until the information from the courts was reviewed,a decision coed not be
made. The prior issue is currently in the Appellate Courts and that it should be resolved. It was
fail that at this time additional Information is needed. A comment from the public present stated
that they do not have a problem with the residential zoning. The necessary information will be
gathered and distributed to the Plan Commission members for review.
A motion to adjourn the meeting was made by Jeff Baker and seconded by Sandra Adams.
