PUBLIC SAFETY MEETING
Thursday, October 1, 2015 6:30pm

The meeting was called to order at 6:30pm by Chairman Kot and a quorum was
established.

Minutes for Correction/Approval: June 4, 2015
The minutes were approved as read on a unanimous voice vote.
New Business:
1. PS 2015-24 Police Reports for May – September 2015
Alderman Tarulis said he appreciated receiving these reports to help answer citizens'
questions. The double digit domestic battery cases were a concern for Alderman Frieders
and Alderman Kot said the overtime reports were helpful when considering the budget.
A bill for annual software maintenance was questioned by Alderman Frieders and it was
noted there was an error in the dates. Reports are for information.
2. PS 2015-25 Adjudication Reports for June – September 2015
It was noted by Alderman Frieders that page 56 of the packet showed 16 truancies for one
individual all on one day. Due to the police records system, they all must be entered as
one date, however, the tickets do reflect individual dates. Reports are informational.
3. PS 2015-26 Public Safety Committee Meeting Dates for 2016
Committee members agreed to keep the meeting dates on the first Thursday of each
month. Chairman Kot said sometimes the meetings have been cancelled when there are
few agenda items. The staff has to post meetings, then cancel and it was suggested the
committee just meet quarterly. Another idea was to meet prior to Council meetings,
however, if there are special issues and many attendees, the meeting would be hurried.
The starting time was also discussed. The schedule was then approved as presented on a

unanimous voice vote, but the committee will seek input from the City Administrator and
Police Chief.
4. PS 2015-27 Ordinance Adding Regulations for Happy Hours to the Liquor Code
Chairman Kot said this will align the City ordinance with the State law allowing Happy
Hour. It allows for 4 hours a day, no more than 15 hours per week and not after 10pm.
The bar owner must post 7 days in advance that they will have Happy Hour. If the
ordinance is not passed, citations could not be enforced according to Deputy Chief Hilt.
Mr. Kot stated Bassett training is now required for all servers by 2017 and on-line
training is available. Alderman Kot took a roll call vote and all approved this ordinance.
This moves to the next Council consent agenda.
5. PS 2015-28 Administrative Adjudication - Informational
A State law was implemented which gives the City more power to enforce what the
Hearing Officer rules on and the City codes must be updated to match the State law.
Currently, it is difficult to collect on fines and going forward, properties can be liened
without going to court. The lien amount can be greater to allow for attorney fees and the
property can be foreclosed if the lien is not paid. Overall it gives the City more leverage.
This item is informational for this committee and will originate in the Administration
committee.

A citizen asked Alderman Tarulis if the police officers report non-working street lights.
Deputy Chief Hilt said the midnight shift does a survey once a month and citizens may
also report outages to Public Works or the Police Department.
Alderman Frieders reported multiple car break-ins in Autumn Creek, so an extra watch
will be initiated. He also noted recent break-ins at the Lighthouse Academy. Alderman
Colosimo said there are flourescent cards that can be left in unlocked cars warning
drivers. HOA's were suggested as another means of alerting citizens and media
reminders will also be done. Alderman Frieders asked if Yorkville is active on Facebook
to provide warnings. Currently, Facebook is not used for that purpose.
There was no further business and the meeting adjourned at 6:54pm.
