Plan Commission Minutes 1987 07-15-87 MINUTES OF THE PLAN COMMISSION OF THE CITY OF YORKVILLE HELD AT CITY HALL ON JULY 15, 1987 AT 7:00 P.M. Chairman Feltz called the meeting to order. Roll was called with the fol- lowing members in attendance: Mr. Feltz, Mr. Langland, Mrs. Price, Mr. Ament, Mr. Greiter, Mr. Schoenfielder, and Mr. Staffor. Also present was Jim Clarage, Bill Radke, Mike Bollweg, Robert Loftus and Peter Krentz. Mr. Feltz wants it to be known that Plan Commission retiree's Charles . Beaudry and Jerry Groner's time and input has been very appreciated. Thanks to the two of them. Minutes: The minutes for May 26, 1987 were approved as corrected by the secretary. PC87-30 - Kendall County Rezone by Mike Bollweg - A-1 to R-1 - Off Quinsey Rd. Mr. Bollweg was represented by Attorney Peter Krentz. The Bollweg Subdiv- ision consists of 5 lots, 3 or more acres, and is located above Quinsey Subdivision. Mr. Krentz informed the Plan Commission that Mr. Bollweg would maintain a 100 foot area along the south boundary of the property, and leave as a buffer area, and he would also install a septic system. He also continued by stating that a southern 30 foot of the property starting at the west of lot 1 and across to the east end of lot 5 would be available for future widening of Quinsey Rd. When Mr. Greiter questioned fire trucks being able to reach the houses, Mr. Krentz informed the Commission that a turn around is being provided on lot #5 for emergency vehicles. Mr. Stafford was concerned who would maintain the private road, and Mr. Boll- weg said he would be responsible for the snow removal on it. When Mr. Krantz mentioned selling the 30 foot of land to adjacent landowners, Mr. Feltz and Mr. Clarage suggested dedicating the land for roadway purposes, and the road could then be improved for emergency vehicles and school buses. Mr. Langland made a motion to table this petition until next month, so the Plan Commission could read the County Board minutes to see their thinking on it. Mr. Ament seconded the motion. A roll call vote was taken. Mr. Loftus represented himself on this petition. There will be 4 lots on 7/15/87 Page 2 20 acres of land. Each being 5 acres lots. Mr. Clarage informed Mr. Loftus that with his Preliminary and Final annex- ation Plat he need to show drainage easements, zoning of all the adjacent land, and building setbacks. Mr. Stafford questioned if the City approved this plan and Alderman Radke informed the Commission that 5 acres of land already qualified as R-1 and is in the City or if it had 5 acres with direct access and it qualified with all the Subdivision ordinances, they have no problem with issuing a build- ing permit, but he also commented that alot more work to determine drainage ditches, etc, is also necessary. Mr. Clarage stated that this Subdivision as presented does not meet the rules and regulations, because it doesn't have certain distance of lot width at the highway. Variances have to be granted, and drainage is a big problem. He also wants the City Council to know some of the concerns. Mr. Greiter made a motion to table this Annexation and Zoning petition until more information is available to make a better decision. Mr. Schoen- fielder seconded the motion. Everyone was in agreement and the motion was carried. The Commission reviewed and had preliminary discussion with Mr. Dale Woodworth and his proposed annexation of the Woodworth Subdivision.
