Plan Commission Minutes 1986 02-25-86 MINUTES OF THE PLAN COMMISSION OF THE CITY OF YORKVILLE HELD AT CITY HALL ON FEBRUARY 25, 1986 AT 7:00 P.M. Roll Call Chairman Groner called the meeting to order. The roll was called with the following members in attendance: Mr. Beaudry, Mr. Holdiman, Mr. Stewart, Mr. Feltz, and Mr. Groner. A quorum was established. Jim Clarage, City Planner, was also present. Minutes Mr. Feltz made a motion to approve the minutes of the January 28, 1986 Plan Commission meeting as written. Mr. Stewart seconded the motion. All members present were in favor. Mr. Stewart stated that when he commented on the special meetings called to zone for tax dollars it was actually a pointed reference to Ivan Anderson getting his taxes filed before the end of the year. Chairman Groner had spoke to the City Clerk regarding the special meetings. The City Clerk will contact the chairman in the future before any special meetings are called. The meeting starting time will also be changed back to 7:00 p.m. . Comprehensive Plan Chairman Groner stated that the order of business was for open discussion on the comprehensive plan. Mr. Clarage did bring material on the comprehensive plan. His first step will be to obtain the original base map or city milar at the City Office to get the updated zoning and annexations in the corporate limits. He would like to see the official map that is to be published every year with the latest annexations and zoning changes. He would like to have a color coded comprehensive plan this time, but he will have to see whether the City's base map is adequate first. If not, he will have to adjust it and start putting in the 1 1/2 mile jurisdiction around the city. Areas that will be effected will be the south east of town and across from Countryside which will push out the zoning jurisdiction a great distance. The Stark's property on Rt. 34 will also push the City out to the east. Mr. Clarage will need to get the original milar which will help when they begin to do land uses. It will be important to stress the 'economic growth of residential, industrial, and commercial in the area. The downtown area should be studied for historic possibilities. The commission will need to decide what should be done in the area. In 1978 they did a parking layout behind the buildings downtown (copy attached to minutes) . The commission may want to make recommendations in the comprehensive plan that the business people downtown may like to take advantage of any possibilities of historic preservations. There may be various tax incentives to remodel. Mr. Clarage stated that an agreement between Yorkville and Plano should be made and included in the plan as an advisory type of thing due to it can only show 1 1/2 mile jurisdiction for zoning purposes. As the plan goes to the west side of the City, the base map may have to be expanded. The milars are approximately 3 ft. by 5 ft. . The commission may wish to drop down the size so that it will be easier to work with. 2/25/86 - p. 2 r Mr. Clarage will be submitting a planner's estimate of fees on the compre- hensive plan which will be broken down into two parts so that it will not be so costly to do in a year. The Director of Public Works will submit the proposal to the Council. The commission may want to approve to do the plan in two parts and make a recommendation to the City Council. Chairman Groner stated that this would be up to the City Council to approve because they will be budgeting for it. Mr. Clarage stated that the Council may want to know if it is okay with the Plan Commission to do it in two parts or whether they would like to wait and do it all one year. Mr. Groner felt that it would be better to get part of it started right a way so that the commission will have some type of plan to go by. Chairman Groner did not know whether the Council had followed up on Plano's request to do a boundary study since the last meeting. Mr. Clarage stated that the last time the commission worked on the plan they broke it down into different sections. He would like to do that sort of thing again. He felt that alot of the work would be the technical part of updating maps, etc. , so that the commission will get the full scope. This will be done beforehand to make the commission's job easier. He would like to see more area around the City included in the plan. Chairman Groner inquired as to whether it would be easier to do the plan by sections of town. Mr. Clarage stated that last time small sections of town were broken down into planning areas. Mr. Feltz suggested that the commission get the map that the State of Illinois does periodically showing every detail which would be of importance in plan- ning for the City. He felt that the commission could use one of these maps and also one of lesser detail which could be put in their planning books and could-be folded up when not in use. All the roads should be included on the map out to Galena Rd. and Orchard Rd. Roads should be planned so that they do not go directly through town. A county map will be needed showing the existing land uses and current zoning. There should be a broad scope map and also a very detailed map. Mr. Feltz felt that the broad scope map should include all of Oswego and Plano and 7 to 8 miles north and south of the City to do the overall planning without all the de- tail to see the traffic patterns and growth, etc. . The commission may also need a map of the County and all the townships. There is alot of industrial zoning down on Galena Rd. Those type of zonings will be needed to set things in place for the future to make everything compatible. Mr. Stewart inquired as to how pertinent mailing addresses are to the boundaries. Mr. Feltz stated that everything west on Rt. 47 is considered Plano. A better definition of more mutual boundaries may be the same as the school districts. Many community and social events are governed around a persons school district. The school boundaries go to half way between Willowbrook and Catapillar, east to near Grove Road, south of Rt. 126, to Blackhawk Springs, and to Silver Springs park. Blackhawk Springs is in the Yorkville School District but is within 1 1/2 miles of Plano. The school district covers alot of territory. Mr. Clarage stated that Plano would like to figure out the common boundaries between the communities. Plano's boundaries may possibly stretch out to the west towards Sandwich. Plano may gain more on Rt. 34 because their school district goes to Eldamain Road. 2/25/86 - p. 3 Mr. Clarage stated that Plano's comprehensive plan was done in the early 70's and is in need of updating. They have not made definite plans yet to do one. He felt if there is discussion between the two communities, they may decide to begin one. Agreement of common boundaries is more on their agenda. Mr. Stewart felt that the boundaries with Plano should be worked out before contacting Oswego. Mr. Clarage stated that the plan should include economic considerations for residential, commercial, and industrial growths with emphasis also given of some type to existing business and the future of the downtown. They should get an outline of how they would like to put the plan together. They can put in recommendations on the size of residential lots, cost of housing, and changes of the zoning districts. Mr. Stewart inquired as to what the City Council has in mind for the down- town because they have had more contact with them. Mr. Feltz questioned as to what percent of business is done downtown. The business is dying out which is typical of most downtowns. Mr. Stewart inquired as to what will be done with the back street parking. Mr. Feltz questioned as to what change the downtown will have to make it with its parking and a shopping center nearby. Mr. Feltz envisioned the downtown being tied in with the county operations. There will be financial institutions, lawyers, and title companies. He felt that this would be an area where people would go for a specific need other than retail. Mr. Stewart felt that the downtown would need a plan. Mr. Feltz stated that many of the offices fit into the special need category presently. There is a c.p.a. , surveyor, lawyers, real estate office which are all compatible for the downtown. It will be difficult for a retail store to survive. The plumbing and pump company is also compatible because it offers the public with a specific need, and there are not alot of alternatives. Mr. Stewart stated that businesses use to have to be on a rail which there is not a big need for today. The lumber is mostly done by truck. The seed companies still use the rail. Mr. Groner stated that Silica Sand still uses the rail which is dropped off near Wedron. Mr. Feltz stated that it is tied into manufacturing which is presently at a decrease. Mr. Stewart felt that maintaining the rail would be costly just for Silica Sand. Adjournment Mr. Feltz made a motion to adjourn the meeting. Mr. Stewart seconded the motion.
