MINUTES YORKVILLE PLAN COMMISSION 23 NOVEMBER 1982
Chairman Robert Coleman opened the November meeting of the Yorkville Plan
Commission. Those in attendance were: Dr. Coleman, Mr. Mahoney, Mr. Langland,
Mrs. Price, Mr. Gabel, Mr. Beaudry, Mr. Woodworth, Mr. Clarage, Mr. Simmons
and Mr. Small. It was moved and seconded to approve the minutes of the August
meeting. Motion carried.
Planner James Clarage stated there was a need to review and update the comprehensive
plan for the city. This should take six to eight months to complete and was
especially critical if Wildwood were to be annexed. He stated there was a need to
discuss and review the boundary situations between Yorkville and its' neighboring
communities as overlapping of the one and one half mile city limits will occur.
We need to discuss the importance of the downtown area and future transportation
needs of the community. He stated he would compile workbooks for the plan
commission to use for future discussions.
Mr. Langland stated he felt there were three major areas for discussion: 1)
There will be a need in Yorkville for smaller lot lines and higher density
for single family affordable homes in order to give young persons a chance for
housing. The city needs to allocate an area in the community to accomodate this
type of housing. 2) In the past, the county has had to face problems resulting
from zoning for campgrounds. The city should be prepared to deal with this
situation by use of a strict comprehensive plan. 3) A plan is needed to retain
historical buildings in the downtown area and future discussions should revolve
around what the future of the downtown will be. He felt it would be a specialty,-
area rather than a commercial business area as in the past.
Mr. Mahoney stated that a plan for campgrounds was an excellent point and that
specific restrictions should be adopted before any applications were received. He
felt the downtown would be a professional area and that he would like Mr. Clarage
to draft guidelines on campgrounds. He further felt the present sign ordinance
should be enforced as he felt there had been several violations especial-y regarding
portable signs— He also asked Mr. Clarage to see if past annexations had changed
our one and one half mile city limit within the last five to six years.
Mr. Gabel stated we needed to create an inventory of our needs and that he would
like to hear from the school district, economic development commission and other
bodies in order to help us envisage what we would like to see Yorkville

be in the year 2000. We should form objectives and goals now, but to do this,
we must know the needs of the community.
Mr. Clarage noted that the cost of homes and money will dictate a different
situation in the future and also that Illinois was not a growth state. Lots
and homes will be smaller in the future and the city should be prepared to
accomodate this kind of situation.
Mr. Langland stated he felt Yorkville will be a bedroom community and will provide
services. Mr. Gabel stated he would obtain demographic data for Yorkville in
the 70's, i.e. the census and other data.
Dr. Coleman stated he felt the parking situation downtown would be a future problem
which would need to be resolved.
Discussion then centered on several pieces of property south and east of the city
which could create problems in the future. Alderman Simmons stated he would
submit a report to the city attorney for his review. It was agreed that
discussions should commence regarding boundary agreements especially between
Yorkville and Plano and Yorkville and Oswego.
Mr. Woodworth moved to adjourn the meeting and was seconded by Mrs. Price. All
present voting aye. Meeting adjourned.
