Price Steve Frnaks Mr. Feltz noted a problem could develop if the original developer sold the property before the landscaping was completed. Mr. Mahoney stated a tree size could be three inches or three feet and that we require separate architectural drawings to determine suit- ability of landscaping. He said that if finances are tight, landscaping Is one of the first things ignored by the developer. Mr. Wilson stated they could obtain suitable landscape plans . Mr. Mahoney noted that a landscaping berm should also be provided between the parking lot and buildings . He said we wanted protection for people so that cars pulling into driveways do not shine lights into windows and also in shielding dumpsters . It was determined that the landscaping plans should include: 1 ) name of tree 2) diameter of tree 3) number of trees 4) positioning of trees and 5) location and size of berms. Mr. Langland then moved that we recommend to the city council approval of the final plat and engineering drawings pending approval by the city engineer and pending submission of landscaping plans to the plan commission drawn by a landscape architect or professional landscaper. Seconded by Mr. Woodworth. Dr. Coleman asked for discussion. It was noted that if the city recommends approval, Dr. Coleman could sign the final plat after the landscape plans had been reviewed, to be followed by the mayor' s signature . A voice vote was taken with all plan commission members voting aye. Motion carried . 79 .8 Application for Subdivision - Horton Subdivision - Van Emmon Street Attorney Jim Wilson stated the application for a subdivision plat was to satisfy the plat act of the city. He said that Lbt 1 contained 12,000 square feet and that there was already in existence on the property a one story frame building. The property could not be sold now as it does not meet the requirements of the plat act. Mr. Langland then moved to recommend to the city council that the Subdivision Plat be accepted for purposes of satief,ying the plat act. Seconded by Mr. Feltz. All present voting aye. Mo ;;ion carried. Mr. Mahoney then moved to adjourn the meeting and was seconded by Mr. Langland. All present voting aye. Meeting adjourned. Price 'Steve Franks MINUTE'S OF THE REGULA-R MEETING OF THE YOiKVILLE PLAN COMMISSION MARCH -.979 Chairman lobert Coleman called the meeting to order. Those In attendance were Dr. Coleman, Mr. Mahoney, Mr. Feltz, Mr. Langland, Mr. Woodworth, Mr. Franks and Mr. Bert Nelson, Clarage and Associates . Mr. Feltz moved to approve the minutes of the February meeting and was seconded by Mr. Woodworth. All present voting aye. Dr. Coleman then read a letter of appreciation from Mayor Thanepohn regarding flowers sent to the funeral of his ?pother. 70.7 He-Subdivide Lot 2, Block 9, Countryside Center, Unit 4. Blackhawk Apartments . Attorney Jim Wilson stated that due to the fact the city had misplaced the enuineering drawings earlier submitted , he was requesting approval of the final plat tonight and authorization for Dr. Coleman to sign the final plat pending approval of the engineering drawings by Clarage and Associates . Mr. Jerry Papish, Geotech Inc. , stated the only change from the earlier proposal was the addition of two utility easements between Lots 2 and 3 and 6 and 7 as requested by Commonwealth Edison. Attorney Wilson stated he had ascertained that the parking lot over the easement was acceptable. Mr. Feltz then read the minutes of the plan commission re: Blackhawk Apartments . (See November, 1978) Attorney R lson stated that a profession landscaper would be consulted. Mr. Feltz noted that an adjacent landowner had been required to submit landscaping plans to the plan commission before we would grant approval . Mr. Mahoney stated that landscaping would be important to neighbors across the street to the north. Mr. Papish indicated that the sidewalks were shown on the engineering drawings although not on the final plat. Mr. Nelson stated that for our purposes , eng°.1neering plans and final plat could be used toga they. Attorney Wilson noted that as the developer wanted an attractive development, it would not be left unlandscapted.
