Price St eve Franks YORKVILLE PLAN COMMISSION MINUTES APRIL 1979 Dr. Robert Coleman called the April meeting of the Yorkville Plan Commission to order. Those in attendance were Dr. Coleman, Mr. Mahoney, Mr. Feltz, Mr. Langland, Mr. Dollman, Mrs. Price, Mr. Woodworth, Mr. Clarage, Mr. Behrens and Mr. Simmons. Mr. Feltz moved to approve the minutes of the March meeting and was seconded by Mr. Woodworth. All present voting aye. Motion carried. 79.9 Blackhawk Apartments — Approval — Final Landscaping Plans Attorney James Wilson, representing the petitioner, Mr. Kiernan, submitted final landscaping plans which included location of berms, size and type of trees and location of trees and bushes. Attorney Wilson stated that as his client had already spent money employing a landscape architect, he felt that the landscaping would be completed as planned. He stated that he had encouraged his client to follow through and that he assumed landscaping plans would be carried through to completion. Mr. Feltz inquired if anything could be required in writing regarding landscaping from the developer. Mr. Wilson stated we could not enforce this legally unless it were a Planned Unit Development but that when the developer received his building permits he could be reminded of his agreements regarding landscaping. Mr. Dollman then moved to recommend approval of the final landscaping plan for Blackhawk Apartments and was seconded by Mr. Feltz. All_ present voting aye. Motion carried. Dr. Coleman was authorized to sign the final plat. 79.10 Final Plat — Horton Subdivision Attorney Wilson stated the final plat was identical to the preliminary plat and that the one lot subdivision was necessary in order to comply with the plat act. Mr. Langl&ad then moved to recommend approval of the final plat of Horton Subdivision and was seconded by Mrs. Price. All present voting aye. Motion carried. 79.11 Loftus Commercial Subdivision — Preliminary Site Plan Robert Loftus stated he had just come from George Hinman's office and that the soil review of his property would be completed around 8:30 P.M. Dr. Coleman informed him that the plan commission had finished all previous business. Mr. Loftus stated trYis_was a 2 1/2 acre tract consisting of two business lots at the front of the property which he wants to annex to the city. Dr. Coleman stated that water detention and water run off were major problems that had to be solved. According to the preliminary plat, his engineer showed all the water running to the front of the property and feeding to Rt #47• Mr. Clarage asked about on site retention. Mr. Loftus stated there was a retention area to the front of the buildings 2 — April 1979 s ! which he termed a swaled area. Mr. Clarage said that according to the Subdivision Control Ordinance, the minimum roadway width curb to curb was 56 feet and that Loftus Boulevard shown on the plat was 28 feet — one half of what was required. Mr. Feltz noted that the central entrance should be sized to handle future development and that this outlet was not adequate for 66 acres. Mr. Doll-man noted that until we receive a soil and water report, these other matters were secondary. Mr. Langland stated that Elizabeth, Morgan and Adrian Streets have the greatest water problem in the city of Yorkville. The water now creates severe flooding and if only one more acre was diverted from farming, more problems would be created. He said the plan commission wanted to know how he proposed to take care of the excess water problem and that we could not tolerate any more water run off. Mr. Clarage said the plan commission should be able'to see the proposal with all the required information. There should, for example, be a topographical map of the site which would show us the situation of water run off. We need the basic information for preliminary approval otherwise he was wasting the plan commission's time. We need back up data to show the impact of this development on down stream areas and also how his engineer planned to alleviate the problem. Mr. Feltz noted the comprehensive plan showed severe limitations in urbanizing this area. Mr. Dollman noted that the plan was concerned with the entire 66 acre parcel and the water problem which had to be resolved. Any development in front would depend on the plans for the entire acreage. Mr. Clarage stated that all other communities require a master plan for the total acreage owned by the developer and then the developer could proceed unit by unit. This protects both the developer and the community. Mr. Loftus stated he did not plan to develop the entire property now and that he wanted to use the rest of the property for farming. He said his best guess wat that it would be single family housing with business property to the front. Mr. Langland stated he had to have a plan to resolve the entire water run off problem. Mr. Clarage said the developer would also have to provide deed covenants that owners would have to provide for maintenance and upkeep of water retention areas. It was suggested that Mr. Loftus consult with his engineer regarding these problems-. Dr. Coleman requested that Alderman Simmons provide copies of Water Sewer Storm Water Report by Drawford, Murphy and Tilly, February 1976 to Mr. Clarage and all plan commission members. Mr. Woodworth moved to adjourn the meeting arl, was seconded by Mr. Langland. All present voting aye. Meeting adjourned.
