Price Steve Franks MINUTES OF THE REGULAR MEETING OF THE YORKVILLE PLAN COMMISSION 28 MARCH 1978 Chairman Robert Coleman called the regular meeting of the Yorkville Plan Commission to order. Those in attendance were Dr. Coleman, Mr. Mahoneyv Mr. Feltzp Mr. Langland, Mr. Kenton, Mr, Woodworth) Mr, Maddens Mr. Harker and Mr. Clarage. Mr. Langland moved to approve the minutes of the February meeting and was seconded by Mr. Feltz. All present voting aye. Motion carried. 78.6 Lenny Devick — Unit 3 — Pavillion Heights Mr. Langland asked to be excused from his duties as a member of the plan commission. He stated that although he had no monetary interest in the subdivision, his real estate firm did handle sales of the lots. Dr. Coleman granted permission. Mr. Devick passed out copies of the final plat of Unit 3 to all plan commission members. Unit 3 contains 12 lots all over 1 acre in size. The streets are sixty—six feet wide. Mr. Devick stated th--re were no changes from the preliminary plat. Mr. Kenton then moved that Unit 3 of Pavillion Heights be approved and was seconded by Mr. Mahoney. All present voting aye. Motion carried. 78.7 Blaine Harker — Preapplication Conference — Harker Hills 705 Acres Rear of Fox Industrial Park on Rte 47. A Petition for Preapplication Conference and a Pre-Application Sketch of Harker Hills was submitted to all plan commission members. The petition stated that the real estate was located on the south easterly border of the city and was contiguous to the corporate limits. It also was stated that they wished to annex to the city and that a zoning change to R-2 be approved. Mr. Harker proposes nineteen units on 7.5 acres which equals 2.53 units per acre. Mr. Woodworth noted that the frontage road through the industr-Aal park should be continued through this development also. If a frontage road were not requiredv growth of the industrial park could be curtailed- as there was a five acre parcel that has not yet been divided. Dr. Coleman read a letter from the county soil and water conservation department which stated there were three types of soil in the area to be developed — LaRose, Saybrook and Drummer. The department approved larose and saybrook but disapproved of drummer soil stating that it posed flooding hazards and that no basements could be built in this type of soil. Attorney Tom Grant stated they intended to put in all subdivision improvements according to the ordinance. Mr. Langland stated he would not like to see this residential development between industrial and commercial zoned property and said he felt the developer could go to a higher use of the property. Mr. Grant noted the city would have to make a decision as to what they want to do on the south end of town regarding zoning. _ 2 _ March 1978 Meeting Mr. Langland said he felt the highest and best use for the land would be industrial as he felt there was a definite need for more industrial sites. Mr. Grant questioned what limitations regarding sewer and water would be posed by industrial use. Mr. Madden responded they would be no greater than with residential use. He also noted that if residences were adjacent to the industrial parkv those industrial lots next to residential lots would be required to make more concessions regarding screenings etc. than lots adjacent to other industiral or commercially zoned property. Mr. Harker indicated they were going to re—formulate their plans for the acreage. Mr. Langland moved to recommend to the city council that the plan commission feels that industrial use of this property with business fronting on Rte 47 would constitute the best utilization of the property and further that a frontage road concept be carried through. Seconded by Mr. Woodworth. All present voting aye. Motion ::tarried. 78.8 Preliminary and Final Plat — Resubdivision, Block 4, Unit 4, Counstr side Center Mr. James Kenton asked to be excused during discussion of this as he has an interest in the property. Permission granted by Dr. Coleman. Mr. Jack Purcell submitted a preliminary plat of Block 41 Unit 41 Countryside Center to all members. It was noted this property had never been platted originally. The zoning across Kendall Drive is R-4 which is where the senior citizen housing is located. Sewer and water are already in. There are 23 lots zoned R-2 with no change in zoning required. Mr. Langland noted if the densities and areas fit,, he saw nothing wrong with it. Mr. Langland then moved to recommend approval of the preliminary plat of Block 41, Unit 4, Countryside Center and was seconded by Mr. Feltz,, All present voting aye. Motion carried. Mr. Purcell then submitted a final plat of the property to the plan commission. Mr. Madden noted that our city engineery Bob Anderson, had studied the final plat and recommended approval. Mr. Mahoney then moved to approve and accept the final plat of Block 49 Unit 41 Countryside Center and was seconded by Mr. Langland. All present voting aye. Motion carried. Planner James Clarage stated he had spent the day with Mayor Thanepohn discussing the comprehensive plan and that he was to return on April 11th for a meeting with the Business and Economic Development Commission. Mr. Feltz moved to adjourn the meeting and was seconded by Mr. Landland. All present voting aye. Meeting adjourned.
