MINUTES OF THE REGULAR MEETING OF THE YORKVILLE PLAN COMMISSION NOVEMBER, 1978
Chairman Robert Coleman called the regular meeting of the Yorkville Plan
Commission to order. Those in attendance were Dr. Coleman, ,Mr. Mahoney 9 Mr.
Langland, Mr. Feltz! Mr. Woodworth and Mr. Clarage. Mr. Woodworth moved to approve
the minutes of the October meeting and was seconded by Mr. Langland. All present
voting aye. Motion carried.
78.30 Petition for Annexation — Clarence Holdiman, Ruth Holdimang Sharon Bazan

Dr. Coleman passed out a "Petition for Annexation Agreement" to all members.
As there was no representative present for the petitionersv Mr. Langland moved
to table the petition for thirty minutes and procegd to the next item on the
agenda. Seconded by Mr. Woodworth. All present voting aye. Motion to. table carried.
78.31 Preliminary Plat Petition to Subdivide — Paul Knierim — Countryside
Center — North of Swilley Green Apartments — Lot 2, Block 9, Unit 4
Countryside Center
Attorney James Wilson introduced Mr. Knierim to the commission and passed out
a "Petition for Approval" and a "Preliminary Platq Blackhawk Apartmentsv Yorkville"
to all members. He stated that Mr. Knierim now owns 8.04 acres north of Swilley
Green apartments presently zoned R-4. The preliminary plat shows a sketch of
eight twelve unit buildings consisting of three one bedroom. and nine two bedroom
apartments for each unit. The smallest density shown was 34,500 square feet and the
maximum square footage on any lot was 359000 as per the ordinance.
He stated the area had adequate sewer and water.
It was noted that the right of way complies with the subdivision control ordinance.
Attorney Wilson stated that the area streets are thirty feet although the
ordinance now calls for thirty three foot widths. He stated that he had talked
about this with Mr. Madden who had indicated to him that thirty foot streets would
be acceptable in this area.
Mr. Wilson indicated there would be adequate parking as they are planning
twenty—four parking places for each building and six cdvered in garage units.
He stated that the building on Lot 8 may be turned to angle the corner on the
final plat. He said that flagstone was shown on the rendering for the building's
exteriors.
Dr. Coleman asked for any questions from the plan commission members.
It was noted that the property was already in the city and there was to be
no zoning change.
Mr. Mahoney asked if there were to be sidewalks and inquired about provisions
for garbage containers.

Attorney Wilson replied the final plat would show the location of sidewalks
and indicated that containers for garbage would be located in the parking area.
Mr. Mahoney noted there seemea to be more tnan aaequate parking. He tnen
asxea about landscaping plans and stated that an the past the plan commission had
specified that numbers of trees and size required, berms and lighting.
Mr. Langland noted that the density was satisfactory.
Mr. Woodworth said the cul' de sac was satisfactory.
Mr. Wilson noted that the parking as Shown on the plat complied with the
subdivision control orainance.
Mr. Mahoney stated that at -this poinT v Landscap_Lng was a consiaernion, but

discuss the landscaping plans during the presentation of the final plat. .
Regarding the thirty foot streets, the plan commission members felt if the city
engineer was amenable, we were also agreeable to this plan.
Mr. Woodworth asked if the storm sewer ran into this property. Mr. Wilson
replied that it did.
Mr. Mahoney asked why there were only six covered parking units per building.
Mr. Kneirim replied they were separate rentals and only a certain number of
people would desire _them.
Mr. Clarage noted that parking areas were located over utility easements and
that this may have to be adjusted.
It was noted that the final plat will have to show a common easement between
Lots 5 and 6. Lot 6 will have to 'grant Lot 5 an easement for common drives which
will have to be shown on the recording plat.
Mr. Langland then moved that we recommend to the eiWr council that the
preliminary plat be approved with the-following restrictions:
1. Although the 'subdivision control ordinance requires 33 'foot roadways,
if 30 foot roadways coincide with city plans,, the plan commission
would have no objections.
2. The plan commission recommends that covenants be added to the final plat
regarding easements for common driveways.
3. The final plat must show the landscaping plans.
4. If the ordinance agrees; that parking (Lot 5) may infringe on the easement,
the plan commission agrees.
Seconded by Mr. Woodworth. All present voting aye. Motion carried.
Regarding Item 78.30, it was agreed to table because of lack of submission of documents
and because no one was present to represent the petitioners.
Mr. Clarage stated that the mayor and city council had requested that his firm
review all engineering drawings. "He said they would require the final drawings
at the time of submission of the-final plat. His firm would bring up engineering
facts in addition to providing planning advice.
Mr. Langland then moved to adjourn the meeting and was seconded by Mr. Woodworth.
All present voting aye. Meeting ajourned.
