MINUTES OF THE REGULAR MEETING OF THE YORKVILLE PLAN COMMISSION 422 FEBRUARY 1977
Chairman Robert Coleman called the regular meeting of the Yorkville Plan Commission
to order. Those in attendance were Dr. Coleman, Mr. Mahoney, Mr. Feltz, Mr. Kenton,
Mr. Woodworth, Mrs. Price, Aldermen Beach and Groner, Mayor Thanepohn, James Clarage
and his associate Bob Bushing. Mr. Feltz moved to approve the minutes of the December
meeting and was seconded by Mr. Mahoney. All present voting aye. Motion carried.
77.1 Preliminary Discussion — Phase II — Comprehensive Plan
Mr. James Clarage passed out two booklets to all plan commission members containing
Phase I of the comprehensive plan in one booklet and Phases II and III in the other
booklet. He then elaborated on the table of contents of Phases II and III. He stated
that he felt the sections were appropriate under the comprehensive plan. If the plan
commission members felt there should be other areas covered, these could be included.
He said he had divided the mile and one half limits into planning units.
Planning Criteria
This chapter deals with natur4 -physical factors, economic factors and population patterns.
-Eemmunity Development Goals
This is intended to list all appropriate goals for the City of Yorkville and its
planning area.
Neighborhood and Housing Analysis
Lists neighborhood boundaries.
Community Facilities
Section deals with municipal buildings and facilities, parks and recreation and schools.
Public Utilities
Will use data provided by the city engineer on the sanitary sewer system, storm sewer
system and water system.
Transportation and Mayor Thoro hfares
Will utilize the Route #34 Corridor Study.
Central Business District
Will have to define and then set goals.
Industrial — Commercial Base Evaluations
Section includes both present use and future plans.
Land Use
Includes both existing and future land developments.
_ 2 _ Feburary 1977 Meeting
Mr. Clarage said he hoped that' the Plan Commission, City Council, Impact Committee
and the Business and Economic Development Committee would all work with him to finalize
this plan. He said each member should look at the divisions to determine if anything
had been omitted. Mr. Clarage then elaborated on various chapters of the comprehensive
plan. Under Neighborhood and Housing analysis, he suggested that each member loo's at the
map provided and list the good and bad points of each planning area as each member-sees it
and also their recommendations to solve any problems encountered. Under Community Facilities,
he suggested that each member zero in on the problems of the schools, fire protection district
and parks, and offer suggestions for possible solutions. He suggested that an open space
plan for an area along the Fox River which has recreational possibilities might be developed.
If federal funding becomes available for open space, we would then be ready to submit
an application. Under Chapter 9 dealing with industrial use, the last page lists industries
supposedly in the Yorkville area. Mr. Clarage stated this list needed to be revised and an
up—to—date listing submitted to the State of Illinois. Mr. Clarage said he would like to
finalize this plan by May and would like to have it on the agenda for March and April.
Mr. Mahoney asked if Phase III would be the end of the plan. Mr. Clarage responded
that it was, although this kind of plan is usually updated every four to five years.
Mayor Thanepohn said that the Impact Study Committee included representatives from the
schools, library, public works department, police and fire protection district and that he
could submit Phases II and III to that committee for the review and possible suggestions.
Various suggestions were then offered- concerning how the plan commission should review
Phases II and III in order to gain the most input. It was determined that each member would
review Chapter 2 (Planning Criteria) and Chapter 7 (Transportation) and bring ther criticisms
and suggestions with them to the next meeting. The secretary was instructed to put this
on the agenda for the March meeting.
Mr. Mahoney then moved to approve Chapter I. Phase II, of the comprehensive plan
and was seconded by Mr. Kenton. All present voting aye. Motion carried.
Mr. Mahoney mentioned that March 31st was the filing deadline for ethics forms and
that each member should file.
A letter was read which Alderman Beach had written to Robert Cherry, Chairman of
the Kendall County Board? regarding George Kleinprinz' subdivision indicating that the
city council did not feel this subdivision would be an asset to the City of Yorkville. '
Mayor Thanepohn stated that the city council had gassed a resolution which they will
present as a formal pratest to the county board.
Mrs. Price moved to adjourn the meeting and was seconded by Mr. Mahoney. All present
voting aye. Meeting adjourned.
