Those in attendance were Dr. Coleman, Mr. Mahoney, Mr. Feltz, Mr. Langland , Mr. Dollman, Mr. Hanback, Mr. Kenton , Mr. Woodworth_, Mrs. Price , Larry Deach, Eldon Madden, James Clarage and Bob Bushing. Mr. Mahoney moved to approve the minutes of the March meeting and was seconded by Mr. Feltz. All present voting aye. Motion darried. 77.6 John Conover - Pre Application Conference-Unit 8- Conover Subdivision ^hairman Robert ^oleman asked to withdraw during, the Conover discussion. Mr. Feltz nominated Mr. Mahoney as chairman and it was seconded by Mr. Hanback. All present voting aye. Motion carried. Attorney Tim Reul and representing the Conovers asked for approval of the continuation of development of Countryside Center Subdivision. He asked for a variance concerning curbs , gutters , sidewalks and street lighting to make this unit consistent with the rest of the subdivision. Mr. Conover said he was not interested in annexing to the city but would be willing to give a bill of sale for the sewer and water lines . Mr. Clarage asked if the approximate *1 ,700 extra per lot for improvements would make the lots unmarketable. Mr. Conover stated that this was not the point, he wished the same as he has now. Mr. Hanback made a motion that the Conovers go by the city sub-division control ordinance and it was seconded by Mr. Feltz. A ' roll call vote was taken. Mr. Mahoney, yes; Mr. Feltz, ,yes; Mr. Langland , yes; Mr. Dollman, yes; Mr. Hanback, Yes; Mr. Kenton, yes; Mr. Woodworth, yes; Mrs. Price , yes; Dr. Coleman, Abstain; Yes -8 , Abstain - 1 , Motion carried. 37.7 Application for review of preliminary ,plan - Woodworth Subdivision Mr. Woodworth stated that he would withdraw from any discussion and would not vote on this matter. Attorney Tom Grant representing Dale Woodworth presented the protective covenants concerning the sidewalks (See Att. sheet) . He stated that all requirements have been met and that there will be a petition to annex the SE part of Parcel A. for a sanitary lift station. He has a written statement from city engineer Bob Anderson that the soil is suitable . There are some severe soil areas but these can be solved by engineering. If reaui red by the city council , 1,.r. Woodworth will provide storm water retention. Mr. Langland made a motion to approve the preliminary olan and that it be submitted to the city council for approval . It was seconded by Mr. Dollman. A roll call vote was taken. Price 77.8 Jim Stark - Pre Application Conference (Previous Demetralis property) Attorney Dallas In7emunson representing Jim Stark asked for 3-3 zoninsr on this property. He stated that he would be willing to annex to the city. He would wish the trees on Walnut St. to stay as a buffer. The possibility of running sewer lines up Walnut St. or Rt. 47 was discussed. It was felt that limited business zoning such as B-1 or B-2 would be more advisable. It was recommended that the Sub-Division Control Ordinance be followed and that the property be annexed to the city. Mr. Clarage showed a possible future sketch of the downtown area behind the stores on the east side of Rt. 47. Mr. Lan71and moved to adjourn the meeting and was seconded by Mr. Woodworth. Chairman & Members of the Planning Commission : I have been consulted by Mr. William Haflin , the owner of Lot 10 in Crooked Creek Woods Subdivision , which is adjacent to the proposed Wildwood Subdivision located between Route 71 and Route 126 southeasterly of the City . Mr. Haflin has requested that I represent him in presenting his objection to the density pro- posal set forth by the developers of Wildwood for the real estate situated adjacent to the Crooked Creek Woods Subdivision . By reason of a previously-scheduled vacation , I am not able to be present at your April 22 , 1980 , Plan Commission meeting and would request that this letter be made a part of the minutes of your meeting . Mr. Haflin will be personally present at the meeting to further present his views , As you are aware , the lots located within Crooked Creek Woods Subdivision have an average size in excess of one acre . At the present time, the developers of Wildwood Subdivision would pro- pose to subdivide the land located northerly of the proposed main road through Wildwood Subdivision and southerly of the Crooked Creek Woods Subdivision into a series of lots having a maximum lot size in the area of 3/10th to 4/10th acre . My client fears that such density will have the ultimate effect of reducing the value of his property . We have examined the overall development plan for Wildwood Sub- division and would suggest to the Planning Commission of the City and , ultimately , to the City Council , that a requirement be im- posed that larger lot sizes be required for the development area located northerly of the main road and southerly of the Crooked Creek Woods Subdivision. In order to obtain a certain degree of consistency between the development and a buffering effect between • .k" M � t i To the Chairman & Members of the Yorkville Plan Commission April 18 , 1980 Page Two the respective zoning classifications , my client is requesting that the Planning Commission impose a requirement that the sub- , division lots located within this particular area be of a size not smaller than one acre . This would create the needed buffer zone and would remove any fear in the mind of my client that the proposed Wildwood development , insofar as the same is contiguous to his real estate , might have the effect of reducing his property values . Furthermore , such a density requirement would lend to the preservation of the overall rural and rustic character of the Crooked Creek Woods Subdivision . Yorkville has , in the past , prided itself in its ability to maintain a rural atmosphere while at the same time promoting growth and development in the area . Certainly the suggestions and proposal of my client , Mr. Haflin , fit in with this overall plan of the Village . We wish to thank you in advance for your consideration of the foregoing proposals .
