MINUTES OF THE REGULAR MEETING OF THE YORKVILLE PLAN COMMISSION 27 JANUARY 1976
Chairman Robert Coleman called the meeting of the Yorkville Plan
Commission to order. Those in attendance were Dr. Coleman, Mary Kay Price,
Danny Hanback, Fred Dollman, Larry Beach, Bert Ericksen, and James Clarage.
Mr. Hanback moved to approve the minutes of the December meeting and
was seconded by Mrs. Price. All present voting aye. Motion carried.
75.26 Pre Planning Conference — Blaine Harker — Area East of Fox, Washington,
Orange, Olsen and Walter Streets. Approximately twenty—two acres.
Blaine Harker and Lynn Leifheit submitted a preliminary plan for a
subdivision located in the area east of Fox, Washington, Orange, Olsen and
Walter Streets. They stated that two surveys done to determine the total
acreage had yielded different results — one survey showed a total of 19.86
acres and the other showed 22.22 acres. Mr. Harker stated the land was presently
zoned R-1 and that they intended to have either six or seven two and one half
acre lots on the property. Mr. Leifheit, who is the builder, said they
would use city water but that they could not hook up to city sewerage so that
the single family homes would have septic systems. Mr. Harker said that each
lot would be sold individually and that as platted a street would dead end
into each lot. The houses would all be located at the upper (west) ends of
the lots.
Mr. Clarage indicated that provision should be made for a turnaround
at the end of the streets so that people would not have to turn around
by entering private property. It was also noted that this property merges
property which probably will be developed in the future. Also mentioned
was the possible Route #47 By Pass. One proposed route for the by—pass is the
abandoned Fox and Illinois Railway. Mr. Dollman stated it was conceivable that
expensive homes could in the future be located overlooking the bypass.
The following were suggestions made by the plan commission:
1. They should get a soil and water recommendation by Mr. George Hinman
2. The actual two and one half acre lots should be shown on the plan
3. Circle or T drives should be shown on the plan
4. Septic field and tanks should be shown
5. Access to the lots should be shown
Mr. Clarage also stated that they should leave an option open for an access
point or easement through the property. If all the land develops east of
Circle Center School, some provision should be made for easy access to the school.

Dr. Coleman indicated that he had received a letter from Lee Hill of the
Beacon News requesting dates and time of future Yorkville Plan Commission
meetings. The secretary is to write a letter to her giving this information.
Dr. Coleman stated that James Clarage's contract was due for renewal.
He moved to recommend to the city council that Mr. Clarage be re hired
as planning consultant at the same fee as last year. Seconded by Mr.
Dollman. All present voting aye. Motion carried.
Mr. Beach informed the plan commission that on page 65 of the zoning
ordinance, paragraph five had been amended to include painted signs.
Mr. Dollman moved to adjourn the meeting and was seconded by Mrs. Price.
All present voting aye. Meeting adjourned. The next meeting will be
23 February 1976.
