MINUTES OF THE REGULAR MEETING OF THE YORKVILLE, PLAN COMMISSION 28 SEPTEMBER 1976
Chairman Robert Coleman called the regular meeting of the Yorkville Plan
Commission to order. Those in attendance were Dr. Coleman, Mr. Langlandl, Mr. Dollmang
Mr. Woodworth, Mrs. Price, Mr, Clarage, Mr. Beach and Mr. Ericksen. Mr. Woodworth
moved to approve the minutes of the August meeting and was seconded by
Mr. Langland. All present voting aye. Motion carried.
76.17 Pre-Application Conference for Subdivision Plat — Dale Woodworth
Mr. Dale Woodworth submitted a plat of his proposed subdivison for a
preliminary conference with the plan commission. He stated that he plans to
annex the parcel in two steps as he has divided it into parcels A and B and that
`10 onight he was only concerned with Parcel A. He will be asking R-2 zoning for the
approximately sixty—six acres which is bordered by McHugh Roadq Quinsey Road and
E. Main Street. He stated that the sewer has an eight inch line and that curbs
sidewalks, sewer, water, roads, gutters, and streetlights will be incorporated.
The sewer is two blocks down on Main Street and they would have to put in a
lift station with a water line to the property. He said that all residences would
be single family and that the minimum lot size is 12,000 square feet. Quinsey
Road will become the responsibility of the city after annexation, but Mr. Woodworth
will be responsible for constructing and maintaining Woodworth said Bruell Streets
and the extension of Main Street, Mr. Clarage asked if the city engineer would
require a stand—by generator for the lift station. As Mr. Woodworth was not sure
on this point,, Mr. Clarage suggested he check on this matter. Mr. Clarage also
stated that the final plat would have to show the lift station and also an on—site
or off—site storm water detention area.
Mr. Langland then moved that the plan commission advise the city council
that we approve the planning concept and inform the department of public works.
Seconded by Mr. Dollman. All pr sent voting aye. Motion carried.

76.18 Land and/or Cash Contribution Ordinance — Discussion
Mr. Clarage passed out copies of "An Ordinance for the City of Yorkville to
Provide for Dedications of Park Land, School Sites or Funds or its Equivalent
In Lieu Thereof" to all plan commission members. He stated we may want to send
a copy to the school district for possible input. Mr. Dollman inquired about the
omission of library sites in the ordinance and Mr. Clarage stated he thought that
park land, school sites or cash would suffice. Mr. Clarage stated that according
to an interpretation by the attorney general,, the ordinance does not provide for
constructing an)f buildings or paying any salar�es '(school teacher,, for example)
but only for land acquisition. Mr. Langland mentioned that the Yorkville ordinance
seemed to be exactly the same as that of West Chicago except that the acreage
had been raised from 5.5 to 6.5 acres. Mr. Clarage stated in lieu of public open
space, private open space would be accepted if agreed to by the plan commission
and city council. He also said that all moneys are collected at the time building
permits are issued.

Mr. Dollman moved that the first draft of the Yorkville Land and/or Cash
Contribution Ordinance be forwarded to the City Council for thEir comments.
Seconded by Mr. Langland. All present voting aye. Motion carried.
Alderman Larry Beach passed out copies of a latter which suggested that the
responsibility of developing one segment of the Yorkville Comprehensive Plans
mainly the Revitalization of the Downtorm Area,, be shifted or assigned the
responsibility of the Business and Economic Development Commission. He stated that
Mr. Walter Olsen, dhairman of the commission, had come before the city council
and stated that his committee would like to work on this phase, but did not want
to overlap with the plan commission who now have authority. Mr. Beach stated
the Business and Economic Development Commission want to apply for a federal grantp
but that is is a long process possibly taking several years. Mr. Dollman said that
before any time or money is spent, the downtown businessmen should be talked to.
Mr. Beach stated he felt some plans should be drawn up first to show to the
businessmen. Mr. Langland stated there had to be a clear cut chain of command.
Using the example of a city parking lots he inquired if approval would come to the
plan commission or to the Business and Economic Development Commission.
Mr. Dollman said if the people downtown want to go for the plan and spend the
money,, it would be all right, but if they are going to reject its it doesn't make
sense to set up another body. Dr. Coleman stated we should give it to the commissions
but that they should report back to the plan commission. Mr. Beach stated he felt
the plan commission did not have the time to devote to this section of the
comprehensive plan. Mr. Dollman said he would like to have verbal or written
committments from the people downtown before any studies are done or any money
is spent. Mr. Langland stated the Business and Economic Development Commission
should come back to the plan commission before they go to the city council.
Mr. Clarage suggested that they could be a sub—committee of the plan commission.
The committee originally was set up to attract new business to the Yorkville area and
if they want to work on this new area,, Mr. Clarage could see no reason why they
would object to reporting back to the plan commission. Mr. Langland said if the
city council wanted to fragment the planning of the city of Yorkville, then give
the entire responsibility to the Business and Economic Development Commission.
Mr. Clarage said he felt a questionnaire could be prepared by Mr. Olsen's
committee and sent to the downtown businessmen. Based on the answers received9
Mr. Olsen's group could then work with the plan commission. Mr. Langland stated
that the demand was high for rental space in downtown Yorkville and that there are
more people seeking space than offices available. He also said he doesn't think
it was the job of the Business and Economic? Development Commission to work on this area,
but if they dog they should report back to the plan commission.
Mr. Clarage passed out copies of Industrial Information for Yorkville put out
by the Illinois Department of Business and Economic Development.
Mr. Dollman moved to adjourn the meeting and was seconded by Mr. Price.
All present voting aye. Meeting adjourned.
